Frank H. Monday. Hugh L. White, ritoniHs W. Roberts, James Steele, John Cullen, and Samuel Stravboru, citizens), sentenced by General Orders No 73, to confinement at hard llbor at the Dry Tortuga*, as remains unexpired, on the receipt of this Order at Fort Jefferson, is hereby remitted, and the prisoners will be dis charged. In thus early releasing these prisoners, tile Major Geueral Commanding trusts the clemency extended toward them will not be misunderstood. These misguided and thoughtless yonng men were convicted, altera fair trial, oi acts of vio lence and outrage against a citizen, with the ob ject of driving him out of the State. The frequent complaints of similar conduct, and the failure of the civil authorities to repress the evil, rendered it necessary to exercise the power conferred on hitn liy law, and bring these prisoners befoie a military tribunal. Their con viction and punishment having, however, vindi cated the principle involved, the Commanding General, in view of tbo suffering imposed on the relatives and friends of th© prisoners, of the made of future good conduct, and in the belief that a proper example, earlier made, Rngbt have deterred the prisoners from commit ting the offence, has directed the discharge of the prisoners. THE CONSTITUTIONAL AMEND MENT. The tallowing is the proposed Article of the Constitution, which must be adopted by the Legislature before the State can he represented in Cougress: Resolved, by the Senate and House of Representatives of the United States of America, in Congress assembled, two thirds of both Houses concurring, That the follow ing articles be proposed to the Legislatures of the severe.) States us an amendment to the Constitution of the United States, which, when ratified by three fourths of said Legis latures, shall be valid as a part of the Constitution, namely: . Article —, Section 1. All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citi zens of the United States and of the State wherein they reside. No State shall make or enforce any laws which shall abridge the privileges or immunities of citizens of the United States, nor shall any State deprive any person of life, liberty, or property, without due process of law, nor deny to any persou within its jurisdiction the equal protection of the laws. See. 2. Representatives shall be appor tioned among the several States according to their respective numbers, counting the whole number of penous in each State, excluding Indians not taxed. But whenever tho right to vote at any election for electors of President and Vice President, or for United States Representatives in Congress, executive or judicial officers of a State, or members of the Legislature thereof, is denied to any of the male inhabitants of such States, being twenty one years of age and citizens of the United States, or in any way abridged, except for participation in rebellion or other crime, the basis of repre sentation therein shall be reduced in the proportion which the number of such male citizens shall hear to the whole number of male citizens twenty one years of age in such State. Sec. 3. No person slial be a Senator or Representative in Congress, or elector of President or Vice President, or hold any office, civil or military, under the United Suites, or under any State, who, having previous y taken an oath ns a member of Congress, yr it-s an officer of the Unitod Slates, or as a member ot any State Lcg isl.iture, or as an executive or judicial officer of any Slale, to support the Constitution of the United States, slinil havu engaged in insurrection or rebellion against the same, nr given aid or comlort to the enemies thereol : but Congress may, by a vote of two thirds of each House, remove such disability. Sec. 4. The validity of the public debt of the United States, authorized by law, including debt incurred fur tho payment of pensions and bounties for services in sup pressing insurrection or rebellion, shall not be questioned; but neither the United Stntes nor any State shall assume or pay any debt or obligation incurred in aid of insurrection or rebellion against the United States, or claim for the loss or emancipation of any slave ; but all such debts, obligation and claim shall-pe held illegal and void. Sec. 5. The Congress shall have power to enforce by appropriate legislation, the provisions of this article. A cure will be sure to follow. The Relief is strengthen ing, stimulating, soothing, and quieting ; it is sure to break up the Fever and to neu tralize the poison. Let this treatment be followed, and thousands will be saved. The same treatment in Fever ami Ague, Yellow Fever, Ship Fever, Bilious Fever, will effect a cure in twenty four hours. When the patient lecla the Relief irritating or heating the skin, a cure is positive, in all cases where pain is felt, the Relief should be used. Relief, 50 cents; Pills, 25 cents.
