Mr. Borlingamc goes to Washington (o , the gentlemen of his suite, to be JjMe received bv the President and secretary of State. The Russian Govern ment which maintains its reputation for dilute diplomacy, has been beforehand with us in giving Mr. Burlingame's mission an official welcome. Prince Gortschakoff tele graphed instructions to the Russian Minister »t Washington, some days ago, to go to New York at once and give the Chinese Minister greetings on the part of Russia, ns a neighbor of China; and the Russian Minis ter added, with graceful courtesy, a special welcome to Mr. Burlingame, as an Atneri cui—one of a nation toward which Russia bad cherished an enduring friendship. Naturally, until he has been officially re ceived by our Government, Mr. Burlingame has avoided public speech nud display, and so fer has disappointed the public curiosity in regard to the nature, purpose and proba ble results of his important and novel mis sion. We hope, however, that when he hns presented his credentials and the communi cations of which lie is the bearer, at Wash ington, he may be induced to accept of some marked and public demonstration of welcome trom the merchants of New Y’ork, and that he will die such an occasion to make public the ideas and expectations of intelligent men in China concerning the future and closer intercourse between their country and ours, which his mission and the completion of the Pacific Railroad promise. Mr. Burliugamo has lived in China for nearly or quite five years ; he has held inti mate relations with the wisest and foremost Chinese statesmen ; and has had opportuni ties, never before enjoyed by an American, to study the principles and policy of the Government, which rules over three hundred millions of people, and rules them so skill fully, on the whole, that the present dynasty has enjoyed uninterrupted sway for several centuries, and so entirely possesses the con fidence of the Chinese at this day, (hat it has been able to put down a most formidable rebellion. There have been so many books written about China, that we have come to believe ourselves as well acquainted with the Chinese as with the English or the French ; yot there is reason to believe that wbiie the peculiar habits and customs of China arc toletabiy well known to our reading people, the character of the Chinese Government, and even of the people, is very little understood. It is upon, this matter that we hope Mr. Burlingame may be induced to give our people information. We arc accustomed to think that the system of government in China is corrupt and inefficient; that it is centralized despotism, which compels obedi ence and yields little aud unequal protection; •md that the people are simply the sponge to be squeezed for the benefit of a legion ot rapacious and irresponsible officials. It would doubtless sound strangely to most Americans to hear that the reverse of all this is true ; that while the Chinese have many evils to complain of, and suffer from misgovernment iu some respects, in a manner wnich would be intolerable to us, yet, that the government is less centralized, in some respects, in China, than it has of late become with us, aud far less than in any European country— even iu England ; that municipal and local self-government are as well under stood and better practiced in China than in the United States ; that ihe officers of the State are held accountable both by the jovernment and the people, and that they re not corrupt as a rule, nor likely to escape ingenious punishment if they are so.
