Matthew Arnold’s volume on “Schools end Universities on the Continent,’’ is a reprint of the portion of the Parliamentary Blue Book on the same sabject, A. M. Lushing has translated for Eng lish readers Maximilian's “On the Wing," a narrative of a pleasure journey of the Ute Emperor of Mexico to Greece and Smyrna in 1850. The amount voted by Parliament to the Science and Art Department in England for 1868, is increased to £280,290. Ue sides this, large sums will be disbursed for painting in the new Palace of Westminster, and £50,000, in addition to £69,000 already expended, for land upon which to enlarge the National Gallery in London. Lord Brougham, it is said, has left an. “Autobiography,” which his brother and successor in the title hesitates to publish, on account of its personality. On the same grounds, the publication of “Talleyrand's Autobiography,” which was not to have taken place for thirty years after his death (which took place in May, 1838), has been deferred. One of the most elaborate and valuable original scientific works of the present day has been brought to a conclusion. This is the “Dictionary of Chemistry and the Allied Branches of other Sciences,” by Henry Watts, assisted by eminent scientific and competent chemists. The fifth and final volume has just been published by Longman A Co-, London. Anew novel is announced for speedy pub lication by Mr, Richard B. Kimball, the popular author of “St. Leger,” “Romance of Student Life Abroad,” and other successful works of fiction. The title, “Henry Powers, Bauker; How ho Achieved a Fortune, and How he Married,” is a clue to its character, and promises some spicy illustrations of the mysteries of Wall street. The collection of pictures belonging to the late Mr. C. Palmer was recently sold by auction in London. “The Quoit Players,” by John Linnell, Sr., brought 430 guineas ; “The Tift,” by T. Faed, R. A., 400 guineas; “David,” by F. Leighton, R. A., 400 guineas; “Seaweed Gatherers,” by J. C. Hook, R. A., 650 guineas; “The Fortune Teller,” by John Phillip, R. A., 730 guineas; “The Burning of the Houses of Parliament,” by J. M. W. Turner, 11. A., 1,455 guineas. A complete sac simile reprint of “Poetical Sketches” of William Blake, the Spiritualist painter, from the original edition of 1783, is announced by Mr. Basil Pickering, the London publisher, uniform with his reprint of the “Songs of Innocence and Experience,” by the same author. Blake has been so written about lately by Mr. Gilchrist, his biographer, and Mr. Algernon Swinburne, his critic (or rather eulogist), that this new issue of a work so long out of print as to have been nearly forgotten is sure to be sue cessful. the co\snrunny. t l a.vend- MEST. The following is .the proposed Article of the Constitution, which must be adopted by the Legislature before the State can be represented in Congress : Res hoi, by the Senate ad J louse of Representatives of the United Stales of 1 America, in Congress assembled, two thirds ol both Houses concurring, That the follow ing articles be proposed to the Legislatures of the several States as an amendment to the Constitution of the United States, which, when ratified by three fourths of said Legis latures, shall be valid as a part of the Constitution, namely : Article —, Section 1. All persons born j or naturalized in ihe United States, and subject to the jurisdiction thereof, are citi zens of the United States and of the State wherein they reside. No State shall make or enforce any laws which shall abridge the privileges or immunities of citizens of the United States, nor shall any Stale deprive | »'>y person of life, liberty, or properly, without dii" process of law, nor deny to any person within its jurisdiction the equal I protection of the laws. See. 2. Representatives shall be appor tioned among the soverat States according hi their respective numbers, counting tlie whole number of persons in each State, excluding Indians not taxed. But whenever the right to vote at any election for electors ?! President and Vice President, or for baited States Representatives in Congress, executive or judicial officers of a Slate, or members of tlie Legislature thereof, is denied to any of the male inhabitants of such States, being twenty one years of age and citizens of the United States, or in any way abridged, except for participation in rebellion or other crime, the basis of repre sentation therein shall be reduced in the proportion which the number of such male citizens shall bear to tlie whole number of male citizens twenty one years of ago in such State. ■ oc. 3.
