Men who can nut get the full occupation they nßure unhappy, whereas they might well derive consolation from the tact that they already possess that leisure which is often the busv man's chi> f aim in life, and that they are released from the perils and r, sponsibil ities which an overcrowded life presents. The successful mau is often pre-eminent for failures. That man is to be pitied who is so verv successful in his business that he has no time for literature and art: grudges evening parties; can rarely get a week's shooting, and scarcely ever a month's vacation. There isatimcwbcn a busy man’s time is exceeding ly rateable The temptation is almost over whelming to him when he finds that he can coin his minutes into dollars- Then the poor lellcw sacrifices the real good of his life for the means of living. A great power of ac quiring ofton disqualifies a man for expending. The result of the multiplicity of engage mail! is, often enough, a headache. The headache has its uses in the economy of things. It accomplishes one of the benevo lent intentions of pain, in giving a man a hinttud forewarning that the delicate ma thiuery of the brain is overtaxed. The following is the proposed Articlo of the Constitution, which must lie adopted by the Legislature before (he State can be represented in Congress: lies frerf, hy the Senate and House of h'epis > :u!atices the United States of America, in Congrem assembled, two thirds of both Houses concurring, That the follow ing articles bo proposed lo the Legislatures of the severe I Suites a.s an amendment to the Constitution of the United States, which, when ratified by three fourths of said Legis latures, shall be valid as a part of the Constitution, namely: Arti 1c —, Section 1. All persons born or naturalised in the United States, and subject to the jurisdiction thereof, are citi zens of the United States and of the State wherein they reside. No Mate shall make or enforce any laws which shall abridge the privileges or immunities of citizens of the United States, nor shall any Slate deprive any person of life, liberty, or propertv, without due process ot law, nor deny to any person within its jurisdiction the equal protection of the laws. Sec. 2. Representatives shall be appor tioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed. l)ut whenever the right to vote at any election for electors of President and Vico President, or for United States Representatives in Congress, executive or judicial officers of a State, nr members of the Legislature thereof, is denied to any of the male inhabitants of such States, being twenty one years of age ami citizens of the United St ites, or in any way abridged, except for participation in rebellion or other crime, the basis of repre sentation therein shall be reduced in the proportion which the number of such male citizens shall bear to the whole number of male citizens twenty one years of age in such State Sec. 3. No persnu slia 1 he a Senator or Representative in Congress, or elector of President or Vice President, or hold any office, civil or military, under the United States, or under any State, who, having previous y taken an oath as a member of Congress, or as an officer of the United States, or as a member of any State Leg islature, or as an executive or judicial officer of tiny Stale, to support the Constitution of the United States, shall have engaged in insurrection or rebellion against the s iine, or given aid or comfort to the enemies thereol ; but Congress may, by a vote of two thirds of each House, remove such disability. Sec. 4. Tiie validity of the public debt of the United States, authorized by law, including debt incurred far the payment of pensions and bounties for services in sup pressing insurrection or rebellion, shall not ha questioned; but neither the United States nor any State shall assume or pay any debt or obligation incurred in aid of insurrection or -rebellion against the United States, or claim for the loss or emancipation of any slave ; but all such debts, obligation and claim shall pe held illegal and void. ’Sec 5. Ihe Congress shall have power to enforce by appropriate legislation, the provisions of this article. Passed June 13, 1860.
