Declaration of Principles :
Ist. We congratulate the country on the assured suc
cess of the rtoetistructfou policy of Congress *3
evinced by the adoption, hi a meyority of the States
lately in rebellion, of Conslttatiorissceui-hig equal civil
and D'lhtieat rights to *ll, and regard it as the ctntr es
the Government tq sustain those InsUtullons, and ft,
prevent the people of such States from being remitted
to a state of anarchy. 1
2d. The guarantee, by Congress, of aqeai suffrage to
all loyal men us ike South was demand*! by ovary con
sideration of public safety, of gratitude and of Justice,
and must b? maintained, while the question of suffrage
in all the loyal States property belongs to the people es
those States.
3d. We denounce all forms es eepndiatioa oe ft Bar
tional erhae, and the national honor requires the pay
ment of the public indebtedness, !!! the utmost good
faith, to al! creditors, at home amd abroad, not only
according to the letter, but the spirit of the laws
under which it was contracted.

impeached for high crimes and misdemeanors, and
properly pronounced guilty thereof by the 1 vote of
thirty-five Senators.
9th. The doctrine of Great Britain and other European
powers, that besause a man is once s subject, he is
always so, must be restated at every hazard by the
United States, as a'rehc of the feudal time, not author
ized by the law of nations, and at war with our national
honor and independence. Naturalized citizens are tnti
tled to be protected in all their rigtits of citisenslriß as
though they were natural born, and no citizen of the
United States, native or naturelieed, must be liable to
arrest and imprisonment, by any foreign power, for acts
done, or words spoken, tu this country, odd ts so arrested
and imprisoned, it is ths duty of tba Government to ,
interfere in bls behalf.
10th. Os all whs were faithful in the trials of the late
war, there were none entitled to more especial honor
tbanjiie brave soldiers and seamen, wbo endured the,
hardships of the campaign aad cruise, and Uapenileii
their Ilves in the service of tha country. The bounties,
an,! pensions provided by law for these bravo defenders,
of the nation are obliagtions never to be forgotten. The
widows and orplmns of th* gallant dead are the wards of!
the people, a sacred legacy bequeathed to the nation’s
protecting care. - - , , t
11th. Foreign immigration, which In the past has
added so murti to the wealth, development of resources,
and increase of power of this natioq,-the asylum of the
oppressed at all nations, should be fostered and *npou»-
aged by a liberal ami just nolicy. . <J
12th. This Convention declares its sympathy with all
the oppressed people.-which are struggling for their
rights. j
