Sec. 2. And be it further enacted, That the number of persons authorized to be enlisted iufe the navy of the United States, including seamen, ordinary seamen landsmen, and, mechanics, and, including apprentices and boys, is hereby fixed and established at eight thousand five hundred and no more. Sec. 3. And be it further enacted, That all unexpended appropriations existing on the first day of July next, for any of the several heads of appropriation provided fqr in this act, shall be carried to the surplus fund, unless the mme is necessary to jury expenditures made during the current fiscal year, or unless the same is necessary to execute contracts made before said date. Sec. 4. And be it further enacted, That the Secretary of the Treasury is hereby directed in his next annual estimates of appropriations to state all the balances of appropriations made prior to the present session of Congress, for each branch of the public service, and remaining unexpended on the first day of July next, and designate the amounts necessary to execute contracts or pay expenditures properly chargeable to each of such balances. West Virginia, to the circuit court of the United States. Whereas, a suit in ejectment is now pendj ing in the circuit court of Jefferson county, in West Virginia, against the tenant in possession, to recover possession of the Har per’s Ferry property, owned by the United States, and it is doubtful whether under any existing law of the United States the said suit can be removed to the circuit court of the United States: Therefore, Be it resolved by the Senate and House of Representative of the United Slates of America in Congress assembled, That it shall be the duty of the circuit court of the United States for the district of West Vir ginia. if in session, or of the judge thereof in vacation, on the application of the de fendant in said enit, showing that the pro perty sought to be recovered by the said suit is owned, or claimed by the United States under color of title, and verifying the facts set out in such application by this [his] affi davit, to issue a writ by certiorari, directed to the said State court, directing it to send the record and proceedings in said suit to the said circuit court of the United States, a duplicateof w hick writ shall be delivered to the clerk of-the said State court, or left at his offiee by the marshal of the said dis trict, or his deputy or other person thereto duly authorized, and thereupon the said State conrt shall stay all further porccedings in said suitj'and upon the return of the said writ, the said suit shall be docketed in the said circuit court of the United States, and v’uiM proceeded in according to law, and all * DI If t proceedings had therein in the said >.tae, court shall 00 null and void. The National Republican party of the United States, assembled in National Convention, in Hie city of Chi cago, on the 20tb day of May, 18(18, make the following Declaration of Principles i lat. We congratulate the country on the assured suc cess of the reconstruction policy of Congress, a? evinced by the adoption, in a majority of the States lately in rebellion, of Constitutions securing equal civil and political rights to all, and regard It as the duty of the Government to sustain those institutions,.ami to prevent the people of such States from being remitted to a state of anarchy. 2d. The guarantee«.by Congress, of equal suffrage to all loyal men in the South was demanded by every con sideration of public safety, of gratitude and of Jwtice, and must be maintained, whpe the question of suffrage in all the loyal States properly belongs to the people of those States. 3d. We denounce all forms of repudiating as a na tional crime, and the national honor requires the pay ment of the public indebtedness, in the ntmbst good faith,*) all creditors, at home and abroad, not only according to the letter, but the spirit of the laws under which it was contracted. 4th. It is due to the labor of tire nation that taxation should be equalized and reduced as rapidly as the na tional faith will permit. Sth. Legisla ture as unconstitutional; has snd corruptly resisted, by every measure in his power, every proper attempt at the reconstruction of the States lately in re bellion; has perverted the public patronage into an engine of wholesale corruption; and has been justly impeached for high erlmes and misdemeanors, and properly pronounced guilty thereof by the vote of thirty five Senators. 1H1). Hie doctrine of Great Britain and Other European powers, that because a man is once a , subject, he is always so, must be A resisted at every hazard’ by the United States, as a relic of the feudal time, not aiithor ized by the law of nations, and at war with our national honor and independence. Naeuraiiz.ed citizens are enti tled to be protected in all tlU&ir rights of cittaeimbip as though they were natural born, and uo citizen of the United States, native or naturalized, must be liable to arrest and imprisonment, by any foreign power, for acts done, or words spoken, in this country, ana if so arrested and imprisoned, it is the duty of the Government to interfere in bls behalf. 10th. Os ail who were faithful in the trials of the late war, there were none entitled to more especial honor than the brave soldiers and seamen, who endured the hardships of the campaimi and cruise, and imperilled their lives in the service of thh country. The widow's and orphans of tire gellant dead are thowards of the people, a sacred legacy bequeathed to the natives protecting care. 11th. Foreign immigration, which in the past has added so much to the wealth, development of resources, and increase of power of tills nation, the asylum of the oppressed of all nations, should be fostered and encour aged by a liberal and just poljcy. 12th. For the best method of using it, wo quote from the directions: “For common bowel complaints, give one tea spoonful in agin of new milk and molasses, in equal pans, stirred well together; lessen the dose for children, according to the age.
