States, assembled in National Cmrveution, in the city of Chi cago, on the 20th day of May, JB6S, make the following Declaration of Principles : Ist. We eongratiitato tie country on the assut cd suc cess of the reconstruction pulley nf Congress, as evinced by the adoption, In a majority of the States lately in rebellion, of Constitutions securing equal civil and political rights lo aU, and regard it as the duty of the Government to sustain those institutions, and to prevent the people of such States from being remitted to a state of anarchy. 2d. The guarantee, by Congress, of equal snttrage to all loyal men in the South w as douiamled by every con sideration of public safety, of gratitude and of justics, and must be maintained, while the question of suffrage tn all the loyal Slates property belongs to the people of those States. 3d. We denounce nil forms of repudiation as a na tional crime, and th,e national honor requires the pay ment. of Uh- public indebtedness, in the utmost good faith, Io all creditors, at home and abroad, not only according to the letter, but the spirit of the laws under which it was contracted. 4th. It is due to the labor of the nation that taxation Should be equalized and reduced as rapidly as the na tional faith will permit. Sth. 'Hie uationaldebl, contracted, as it has been, for the preservation of the Union for all time to come, should be extended over a fair period for redemption, and it is the duty of Congress b> reduce the rate of in terest thereon, wheneverjt can honestly he done. 6th. That the best poncy to diminish our burden of debt is to so improve onr credit that capitalists w ill seek to loan us money at lower rates of interest than we now pky. and must continue to pay, so long as repudiation, partial or total, opftn' or covert, is threatened or sus ' pectert. 7th. The Government of the United States should be administered with the strictest economy, and the cor ruptions which have been so shamefully jiursed and fostered by Andrew Johnson call loudly for radical re form. Bth. We profomidly deplore the untimely and tragic death of Alirabam Lincoln, and regret the accession of Andrew Johnson to the I’reMdeney, who has acted treacherously to the people who elected him and the cause lie was pledged to support ; has usurped high legislative and judicial functions ; has refused to exe cute the laws; has used his blgh office to induce other officers to ignore and violate the laws; bos employed his executive powers to render insecure the property, peace,liberty and lifts of the citiiell; tas abused the pardoning power; lias denounced the National I-egtela tureas iincunsiitutivual; has pefsisteut(y aud corruptly resisted, by every measure in his power, every proper attempt at the reconstruction of the Slates, lately in re bellion ; has perverted the public patronage into an engine of wholesale corruption; and has been justly impeached for high crimes and mi-demeanors, and properly pronounced guilty thereof by the vote of thirty-live Senators. 9th. The doctrine of Great Britain and other European powers, that because a nun is once a subject, he is always so, nnuit be resisted at every hazard by the United Stales, as a relic of the feudal time, not author ized by the law of nations, aud at war with our national honor and independence. Naturalized citizens are enti tled to be piotectedin all their rights of citizenship as though they were natural born, and no citizen of the United Slates, native or naturalized, must be liable to arrest and imprieomuent, by Aug torelgn power, for aet» done, or words spoken,in ibis conhiry. and if so nrreoted and imprisoned, it is the duty of the Government to interfere in his behalf. 10th. 6f all who were faithful in the trials of the late war, there were none entitled to more eSpecial honor than the breve soldiers and seamen, who endured the hardships of the campaign and cruise, ami imperilled their lives hi the service of the country. The bounties aud pensions ptovided by law for these brave defenders of the nation are obliagllons never to be forgotten. The widows and orphans hf the gallant dead are the wards of the people, a sacred legacy bequeathed to the nation s protecting care. 11th. Foreign immigration, which in the past has added so much to the wealth, development of rcsoqrt.es, and increase of power of this nation, the asylum of the oppressed of all nations, should be fostered and encour aged by a liberal and just policy. 13th.
