Whereas, The people of Arkansas, in pursuance of the provisions of an act entitled “An act for the more efficient government ofthe rebel States," passed March second, eighteen hundred and sixty-seven, and the acts supplementary thereto, have framed and adopted a constitution of State govern ment, which is republican, and the legisla lure of said State has duly ratified the amendment to the Constitution of the United States proposed by the tbirty-nmth Congress, and known as article fourteen, Therefore, „ , , ~ Beit enacted by the Senate. and House of Representatives of the United States of America in Congress assembled, I'hat the State of Arkansas is entitled and admitted to representation in Congress as one of the States of the Union upon the following fundamental condition : That the constitu tion of Arkansas shall never be so amended or changed as to deprive any citizen or class of citizens of the United States of the ■ right to vote who are entitled to voto by the con stitution herein recognized, except as a pun ishment for such crimes as are now felonies at common law, whereof they shall have been duly convicted, under laws equally applicable to all the inhabitants of said State : Provided, That any alteration of said constitutions pros pective in its effect may be made in regard to the time and place of residence of voters. Missionary in China, now visiting his home in Pennsylvania: Washington, Pa., Jun 025,1866. Messrs. Perry Lfeunstb Son, Providence,R. I.: Dear Sirs—paring a residence of some ten years as a Missionary in Siam and China, I found your vegetable Pain Killer a most valuable remedy for that fearful scourge, the Cholera. In administering the medicine, I found it most effectual to give a teaspoonful of Pain Killer in a gill of hot water sweetened with sugar; then, after about fifteen minutes, begin to give a table spoonful of the same mixture every minute until relief was obtained. Apply hot applications to the extremities. Bathe the stomach with Pain Killer, clear and rub the limbs briskly. Ot those who had the cholera, and took the medicine faith fully in the way stated above, eight out of ten recovered. Yours, truly, R TELFORD. For the last three weeks, from ten to fifty or sixty fatal cases each day has been re ported. I should add that the Pain Killer, sent recently from the Mission House, has been used with considerable success during this epidemic. Bowel complaints seem just now to be the prevailing clement, and any medicine that is everywhere acceptable, and that is reliable, is a very desirable acquisition. From what we have seen, beard, and experienced, we believe Davis' Pain Killer is this desideratum. Fur the best method of using it, we quote from the directions: “For common bowel complaints, give one tea spoonful in a gill of new milk and molasses, in equal parts, stirred well together; lessen the dose tor children, according to the age.
