Proclamation by the Governor.
Wu'kKSAR, Law abiding citizens fiwui many
sections of the State unite in eotnumnicaubns to
tiiis Department, setting forth that misguided
persona are stirring up strife among tire people,
by unlawful acts of violence against the person
aiid property of citizens, on account of political
opinion; and that persons distinguished for their
bortility to the Government of the United States,
aud of this State, are promoting said acta of vio
lence by publicly denouncing the laws as rsvolu
tiouary, unconstitutional and void, aud declaim
iug in a manner tending to excite resistance to the
lawful authority of the State, and to perauado
others to join In a combined resisianch to and a
disregard of the eivil rights of ertizena, and
whereas, it is further communicated that the Inev
itable result of said acts of violence and inemree,
tionary appeals is already becoming manifest iu
the rapid spread of a disjiesition on the part of
those who maintain the validity of the laws of
Cougress. and of the State. Governments estab
iislied thereunder, to protect themselves by anus
from said nets of violence, mol from said combi
nations against their civil Tight’; and whereas,
the General Assembly Ims adopted the following
jneauible and resolution; “Whereas, it being tlie
practice of a portion of the citizens of this State
to assemble in large numbers with arms, for the
purpose of exercising iu military tactics, and i>r
other unlawful purposes, without authority of
law. and to the terror of t he good citizens thereof;

Representatives. That his Excellency the Gov
ernor be, and he is hereby, respectfully requested

officers the exercise of great vigilance that the

caution that all their acts may be fully justified l>y
aud done in pursuance of onr Constitution and
laws, Aud to make known that no authority has
been granted by the Executive for the loimalion
Os armed oruuaimed organizations ol auy kind or
character; and that the drilling or exefoisiug in
military tactics witli arms of any organized body
of men within this State, except the army of ilte
United States, is unauthorized, unlawful, and
against the peace and good order of the State, anil

The following extracts from the Coustifutiou
and the Code are commended to tire thoughtful
consideration of.Uie public:
ARTICLE I—CONSTITUTION.
SgCTios 1. Protection to pereon and property is
the parumoant duty of Government, and shall be
impartial and compiete
SEC. 2. All persons born or naturalized in tile
United States, and resftfent itt this State, are
hereby declared citizens of this State, and no laws
sliali he made or enforced which ahull abridge the

States, or of this State, or deny to any person
within its jurisdiction the equal protection, of its

Assembly, by appropriate legislation, to protect

Sec. 9. Freedom of speech aud freedom of tlfo
pjCss are inherent elemeuta of political liberty.
But while every citizen may freely speak, tar
write, or print on any subject,, he shall be respon
sible for the abu.-re of tlial liberty.
Sec. 111. Tlie right of tlie people to be secure in
their persons, houses, papers and effects against

violated, aud no warrant siuill issue but upon
probable cause, supported by oath or affinualion,
particulaily describing the place or placets to be.

capacity, or acquire any civil or political advan
tage in consequence of such opinions.

circulated, or permitted, or aidor assist, or Win

circulating, or printing within this State, any

purpose «f cxeifiug insnrrectfon, riot, or eonspi

thereof, or any part of them, such person or

to these persons in thw State, who Were prisoners
