Laws of Congress.
Sec. I And be it further enacted
That as soon as the chief engineer of
the army shall certify to the Secretary
of War that tho said bridge is so far
completed as to be ready, fit, ami con
venient for the passage of persons,
animals, and vehicles, the said lessees,
their successors, and their legal repre
sentatives, may demand have, and re
ceive, in advance, the following tolls, to
wit; For any foot passenger crossing
on said bridge, two cents; for any
horse, mule, or jack, any ox, or other
horned cattle, five cents; for any vehi
cle drawn by one animal, fiffeencents;
drawn by four animals, thirty-five cents
but no extra charge shall be made for
the driver of such vehicle; for any
hog, sheep, or other live creature, one
cent; which certificate shall be pub
lished for three weeks in the city of
Washington, at the expense of the com
pany : Provided,hodei'erfftuit it shall
be lawful for said lessees to commute
those rates to persons requiring year
ly passes; which said rates or other
lower rates, to be by them prescribed
from time to time, the said lessees
may demand in advance, or may sue
for, have, and receive, of and from any
person who shall passover said bridge
or who shall pass over said bridge, or
who shall send, ride, or drive any ani
mal or vehicle over the said bridge
without first paying said tolls.
And any persons who shall attempt
to injure said bridge, or to pass over
the same, or to pass over the same, or
to pass his animals over withwutt first
paying the tolls prescribed herein, or
shall attempt to force said bridge shall
be deemed guilty of a misdemeanor,
and be subject to a tine of not less
than five dollars nor more than ten dol
lars for each offence, to recovered in
any court having jurisdiction of mis
demeanors in the District of Columbia:
Provided, Komeer, That a conviction
for such misdemeanor shall not in any
wise be a bar to any suit brought to
recover damages for an injury to said
bridge: Ztofcet'cr, That said
bridge is open and free for the passage
of troops and munitions of war by the
United States without charge or com
pensation of any kind.
Sec. 5. be it. further enacted,
That in case the said bridge shall not
be fully completed within five years
from the passage of this act, then this
act shall be null and void.
Sec. 6. And be it further enacted,
That said company shall not grant to
any railroad or other corporation the
exclusive right to transfer passengers
or freight over said railroad bridge,
but any privilege granted to one cor
poration shall be extended to all who
may make application for such privi
on equal terms; and shall not sell,
transfer, or lease their corporate rights
to any comgany that will not check
baggage or commute fares with all
railrords north or south.
Skc. 7. And be it further enacted,
That the right is hereby reserved to
Congress to amend, alter, or repeal
this act.

AN ORDINANCE
To provide for the control and management of
persons condemned to labor on the Public
, Works of the City of Augusta.
Sectiox 1. Be it Ordained by the City Council
of Augtuta, and it is hereby Ordained by the au
thority of the saute, That it shall bo the duty of
the City Jailor, each morning (Sundays ex
cepted), to place in the keeping of such a Guard
as may be selected by tho Mayor and Police
Committee for the purpose, al! of those prison
ers, able to work, who have been sentenced to
labor on the Public Works of this city.
Pec. 2. Be it further Ordained, That said
Guard shall take charge ol said Working Gang,
shall see that they faithfully perform all labor
required of them, and shall prevent entirely any
ntereourse whatever between citizens and the
prisoners whilst they are under its charge and
direction. The Guard shall t>e governed bv
such rules as may be prescribed by the Mayor
and Police Committee, and shall enforce such
discipline, and punish insubordination amongst
the prisoners in such manner as shall heap
proved of by the Mayor and Police Committee.
8«C. i. Be it further Ordained, That it shall
be the duty of tho Mayor to order or procure
for the pctsoaers such ciotbiag as the Police
Committee shall determine to bo suitable, which
clothing shall be worn by them until their dia-

shall be purchased for tho use of the Working
Gang, except by order of the Mayor or Police
Committee:
6xc. 4. Be it fin the. Ordained, That the labor
of the prisoners shall be employed in such man
ner and upon such of the Public Works as may
bo indicated by the Mayor or Street Committee.
The hours of labor to be from 6 to 12 o'clock a.
m , and tr->m 2 to 6 o’clock p. ia, unless other
wise directed by tho Mme authority.
Sec. 5. And be it further Ordained, That all
