We 4o not set ourselves up as censors
of the public manners, though whatever
affects the people, as a whole or part,
commands-bar attention. What follows,
then, is not esteemed inappropriate,!
neither is it directed against any partic
ular individual. Let those wear the cap
whom it fits:
There is a custom among church
going people which deserves rebuke,
and should be at once abandoned by all
who indulge in it. It is most trying to
a minister's patience, and tends to ex
haust his Sabbath supply of grace moro
rapidly than any other habit—unless, in
deed, it be deliberate sleepiness before
his sermon is fairly begun. Reference
is had to the fashionable custom of
going late to church. It does seem,
from the manner in which some persons
liDger at their toilet and put on their
outward adornment, that the House of
God is esteemed as nothing more than a
place of aisle-parade; and the later a
rustling perfumed silken butterfly of an
individual can flutter up to the pew, the
finer the effect. Os course, by going
late to church more eyes can be at
tracted, more ado excited in circling into
the pew, more nostrils delighted with the
aroma ot fashion, more comments called
forth in thought or whisper concerning
one’s appearance, and all that sort of
thing. When going late to church one
is likely to have the advantage of the
music to march by down the aisle; or,
if the Scriptures are being read, it must
be such a relief to those who are early,
to have their thoughts diverted from the
dry lessons of the Bible to the flirting
fancies of fashion.
And theu the minister can read the
Scriptures more impressively when he is
not stared at and listened to by a crowd
already anticipating what solemn truths
he is about to utter. To be sure, all
these trifling preliminaries, such as in
vocation, praise, prayer, etc., are merely
to pass the time away, while folks are
comnigjji. To be at church in time for
the sermon i3 compliment enough to the
minister ; and then to drowse under the
delivery of it is only an added compli
ment, to show the minister that there is
not the least suspicion of heresy in his
discourses that he should need listening
to. Then, if there should be a score or
two of unsophisticated strangers strag
gling in a few minutes before the hour
of worship, and finding empty pews,
should conclude there is to be no ser
vice, or no great shakes of a preacher
anyhow, to have empty pews so near the
appointed hour, and therefore turn dis
gusted away from the church door and
report the barrenness of t hings, nobody
will suffer but the pastor, and so going
late to church does not imperil any par
cels of pewed piety to rear places.
Phil. Sheridax Against Hoxorino
Bravery.—The recent order of Phil.
Sheridan forbidding the people, iu his
military district, the privilege of paying
honors to their fallen heroes, and also
forbidding the organization of benevo
lent societies, the members whereof have
retaiued the name of their old organiza
tions, in which they were so much hon
ored for their gallantry, has had the ef
fect of drawing the following from the
pen of the Louisville Journal's editor:
We admire General Sheridan, but we
don’t admire his edict as to the sort of
inscriptions that may be put upon the
grave stones or tomb stones of the Con
federate dead in New Orleans and
throughout his military district. Surely
our Government must be very weak if
it is afraid of any tributes that affection
may place upon the marble that rises
over the dust of mouldering skeletons.
The Democrat• waxeth even more
bold and speaketh after this manner:
It is an arbitrary, unwarrantable ful
mination from an unauthorized, unwar
rantable power, interfering, directly and
violently, with the freedom of the citi
zen. We don’t care if it could claim to
be the most just and proper in the
world; so long as it is the arbitrary dic
tation of a military commander, it is sub
versive of Republican freedom, and only
to be neglected or resisted. We object
to it as the act of a usurping military
satrap, who is endeavoring to force his
own ideas of taste or propriety upon a
free people.

AUGUSTA WATER WORKS.
In conformity to the General Ordinance,
lately revised, all Water Rents are to be
paid in advance to the City Collector and
Treasurer on the FIRST OF MAY in each
year, and if any water tenant is in default
for the space of three months, the Superin
tendent is to stop the water from them.
Therefore, notice is now given that if said
Wator Rents are not paid by the FIRST OF
AUGUST next, the Superintendent will
proceed to shut oil the water as above men
tioned.
Tho Water Rent for Washpavcmcnt is on
the Tax Digest, and !) U is the duty of those
using the Water for other purposes, and
who have not paid, that tho above is ap
plicable.
As soon aftor the first of August as a list
of defaulters can be made, the work of
shutting off will be commenced.

ral Ordinance shall be so emended ae to
mako the number of Lieutenant* three, in
stead of two; and that His Honor the
Mayor be, and ha is hereby, authorised to
appoint an additional Lieutenant, who shall
bold bis office until the regular election of
officers, on the second Saturday in January
next, at the same salary as the other Lieu
tenants.

OF YELLOW FEVER AND pHOLE
RA IN THE CITY' OF AUGUSTA :
He it ordained by the City Council of
Au /ueta, and it ie hereby ordained by the au
thority of the name, That from and after the
of this Ordinance, it shall not be
lawful for any paseeuger or box car to be
brought within the corporate limits of this
city, which shall have been brought from
any seaport ci’y or vicinity, unless the same
shall have been thoroughly ventilated, by
being run. with open doors not less than
twenty miles, before entering the city.
Be it further ordained, That this Ordi
nance shall remain in force until the first
day of Nbvombcr next, and that for each
and every passenger or box car brought In
to this city in violation of this Ordinance,
there shall boa fine of not less than One
Hundred Dollars, nor moro than Five Hun
dred dollars.
