The True Policy of the South.

sibly remarks (and we approve of the
remarks so inucli that we adopt them as
our own,) that it is undoubtedly true that
u marked difference has always existed
in the degree of importance attached to
public life in the North and in the South,
in the former, the leading intellects have
devoted themselves to domestic interest
and the improvement of their individual
welfare. With few exceptions they have
disdained the distinctions and emolu
ments of Federal office. A professional
arena has been preferred to a political,
or, where ambition has prompted a pub
lic career, the State has been selected
for the theatre of action instead of the
Union.
The genius of DeWitt Clinton would
have illusirated the councils of any na
tion, but he devoted it to his native
Commonwealth, and made New York
ihc Empire State, and her principal city
the metropolis of the continent. It is
very rare, indeed, that the North ever
has, or does now, send first-class men to
Congress, or men who could get their
living in any other way. Practically, the
North has been the State Rights sec
tion, whilst the South, thoroughly State
Rights, has been practically Federal;
because sjje has neglected the develop
ment of her own section to manage the
affairs of the nation. Her great men
have considered the learned pfofess'rins
mere stepping-stones to political honors;
and whilst this is perhaps a more mag
nanimous ambition, and has immensely
advanced the prosperity and prestige of
the General Government, it has con
signed to impoverishment and decay her
domestic interests. If she had pursued
a different course the world might never
have heard of many of her illustrious
names, but talents which have been so
conspicuous and so advantageous to the
nation, devoted to Stale development
would have secured to the South the
more substantial elements of prosperity,
numbers, and power.
It may, therefore, prove far front an
uumixed and impossible calamity if dr- 1
eumslanees compel the South to abandon ;
the worse than profitless pursuit of Fed- j
era! politics, and consecrate its great
i 1 lb'ies to the grand and worthy object
ts de'doping its vast and varied re
sources. Plain and available highways
to strength and prosperity are still open
to it in every department of peaceful
1 productive enterprise. With such
a territory, such productions, and facili
ties for manufacturing atul commercial,
as well as agricultural, wealth—-with
such minerals and water power, such
rivers, such harbors, such a Climate and
such a people—the South may yet be
come the most prosperous and powerful
section of thi.-j Union, if she will only
abstain from looking for prosperity and
power where she has never found them
in the barren and thorny domains of
politics, and pick them up where they
are lying in heaps of priceless gems and j
rubies—at her very feet.
The Louisiana Convention of 1864. j
Some of the Radical papers are en- I
deavoring to make considerable capital
out of the late riots in Now Orleans, as
an evidence of the unrepentant condi
tion of Southern rebels, and the unfit
ness of the South for reconstruction.
We have already shown that the Con
vention was an illegal body; that its re
nssemblage was unauthorized ; and that
the mob spirit was aroused by the Radi
cals of the State, with Governor Wells
at their head. By the following extracts
wc propose to show, further, that the
Radicals themselves did not approve of
'he Convention ; that they deemed it an
illegal body, and its acts of no effect;
and we hold that these expressions would
be a sufficient justification of themselves
for the indictment of the delegates by
the Grand Jury, and their arrest and
punishment by the civil authorities :

tion. —When the Louisiana members of
Congress, elected under the Constitution
framed by ibe Convention which was
dispersed the other day, applied for ad
mission to their seals, Mr. Sumner said:
‘ Mr. President, J remember lust sum
mer that good fortune threw- me in the
path of a distinguished gentleman just
returned from Louisiana. J think he had
been present, at the sittings of the Con
vention ; at any rate, he had been at
New Orleans at the time in the dis
charge of important public duties. In
reply to an inquiry in regard to that
Convention, he said,compendiously, that
it was nothing hut a .stupendous hoax—
yes. sir, nothing but a-stupendous hoax.
"The pretended State Government, of
Louisiana is utterly indefensible, whether
you look at its origin, or its character.
Xu describe it I must use plain language :
It is it mere seven months' ahortinn, be
yotten by Ibe bayonet in criminal con
junction with the s/n'i it i ) caste, and
born before its time , ricketly , unformed,
unfinished."
In the same debate, Mr. Wade said t
"Sir, I have heard a great deal about
this pretended election in Louisiana
which did not couie from Major General
Ranks, und 1 pronounce the proceeding/
a mocker;/. It is r.ot pretended that
there could he drummed up from the
riff-raff of New Orleans, and sent into
the vicinity, under the inundate of a
Major General, more than about six
thousand voters, where over fifty thou
sand were formerly polled.’’
i Mr. Grimes and other Radicals spoke
in the same strain, and, at the conclu
sion of the debate, the Louisiana Con
vention and its work were condemned
by tbe decisive vote of thirty-two to
twelve. In the House it was assailed by
Thad. Stevens, Winter Davis, and their
followers, with equal vigor and ferocity,
and met. the same fate at the hands of
the Radicals. And it is this object of
theiy concentrated denunciation that
they now take up to give u pretence of
legality to Iheir conspiracy against peace
and order in Louisiana!
