Wo issued last year our first Directo ry of the City Os Augusta. We stated then that wo antended to issue it annual ly, and in accordance with this promise the second number will be issued as soon after October as possible. Our canvas sers will wait upon per citizens, and will, we hope, be received with the shme cour tesy and attention as they were last year. The Directory is a most useful publication, not only to the business men of this community, but of other cities with which Augusta has dealings. The second number will contain a colored map of Georgia and a large amount of statistical and political infor mation, which will be found generally useful. We intend that our City Di rectory shall be one of the institutions of Augusta, and shall spare no pains nor expense to make it as correct as possi ble and useful to the public. Advertisements inserted on very lib eral terms. Rev. Henry Ward Beecher’s Letter. We regret that our limited space wi|l not permit us to publish in full the letter of this well known Divine, written in reply to an invitation of the Committee of the Soldiers’ and Sailors’ Union Con vention, to act as Chaplain for that Convention. It is an admirable letter, and takes a broad and statesmanlike view of the field of national politics. The Reverend gentleman declines the appointment, but enters, at some length, into an expression of Lis sentiments in regard to reconstruction. He commences by wishing success to all conventions, of any party, ‘‘whose object is the restoration of all the States lately in rebellion to their Federal rela tions holds that our theory of govern ment has no place for a State except in the Union ; that, if the loyal Senators and Representatives of the Southern States had been admitted into Congress, the public mind of the South would be far more healthy than it is now; that every month this healthful action is delayed but adds to irritation and complication, rendering the army necessary to local government and superceding it; that the Federal Government is unfit to exer cise miiftr police and local govern ment ; and that such exercise is danger ous to liberty. Mr. Beecher then, in a few paragraphs, denounces that policy which would sac rifice the good of the country to the in terests of party; and argues that we have entered anew era of liberty—that no party of the retrograde can maintain itself, but every thing marches, and parties must march. He hears, with scorn and shame, the fear of a few, that the South, once more in adjustment with the Federal Government, will rule the nation. If, with the immense and superior power of the North, the South should succeed in ruling and controlling the government, it ought to do so. He next alludes to the fear expressed by some that the restoration of the South to her full independence will be detri mental to the freedmen, and goes on to show that the negro, being a part and parcel of Southern society, caunot be governed separately ; and that he can not be prosperous while Southern so ciety is unprospered. “If the freedmen have the stamina to undergo the hard ships which every uncivilized people has undergone in their upward progress, they will, in due time, take their place among us but “that place cannot be bought, nor bequeathed, nor gained by sleight of hand." Refusing to admit loyal Senators and Representatives from the South will not help the freedmen, or secure for them the vote; but, once united, other influences can be brought to bear, which will, in Mr. Beecher’s judgment, attack each evil and secure every good. Hp concludes by urging a re-union of all the parts severed by the late revolu tion. This is but the substance of this in teresting and, as we believe, important letter—important, because of the influ ence which ils author possesses at the North, and of the good which we have reason to hope will flow from its publi cation and perusal there. Augusta Savings Bank. This institution has been paying, for the past year, fifteen cents on the dollar for the Certificates of Deposit which it issued daring the war in exchange for Confederate money. This per centage has been paid on the recommendation of a committee, composed of Dr. Joseph Milli gan, Josiah Sibley, Esq., and W. J. Owens, Esq., three disinterestedcitizensof Augusta, of high character and position, who exam ined and valued all tbe assets of the Bank. This valnation did not amount to fifteon per cent, of onr circulation, but the com mittee estimated that we might be able to pay this per centage on the supposition that many of the bills had been lost or de stroyed. Since their examination, all the Exchange, Coin, Bullion, Bank Bills, Bonds, Stocks, Coupons, Cotton and Merchandise held by the Bank have been sold. Some of those have proved to be less valuable than the estimate of tbe committee, and some more; but on tbe whole an advance of nearly twenty per cent, has been realized ; so that the Bank will be able to pay eighteen cents in the dollar for its change bills, unless the number destroyed shall be found to be smaller than anticipated. No larger per centage than this can be paid hereafter, as we have nothing now to ap preciate. We have recently investigated the amount received by the Bank for its Certificates, counting the Confederate money at ita value when received, and find that it was less than eighteen, cents in the dollar; so thßt this Bank will pay hereafter not only to its depositors, but'to its bill holders, the full amount received. The new Savings Bank of Augusta, char tered hy the last Legislature, will redeem the change hills of the “Augusta Savings Bank,” at their Office, No. 223 Broad street. H. H.
