Specimens which we have seen compare more than favorably with the best - which abound m our stores, being of a pare, soft white color, and a textnre so fine as in some instances to deceive the eye as to its real character. Yet, the work of introduction. and manufacture is only in its iqcipioncy. We expect to see the day when the most elegant vases and articles of vertu rivalling in beauty those of Europe, will go terth from South Carolina to astonish the world, and when the atten tion of capitalists will be more gene rally addressed to Kaolin as an article of manufacture and export. Fine beds exist in the neighborhood of Columbia, which, wheu Edgefield is exhaused, we invite our Augusta friends to come and examine.— Columbia (S. C.) Carolinian, Sept. 4, lSfifi. Full Rkstokatiov of Habeas Corpus. —A general impression pre vails, says the New York Times (gene rally regarded as the President’s organ in Gotham), that the President will issue * proclamation revoking Mr. Lin coln's proclamation of September 15th, 1863, which suspended the writ of habeas iorpus in certain specified cases/ ft is generally supposed that the writ continues to be suspended uutil revoked by such proclamation. These opinions are erroneous. The peace proclama tion, issued on the 20th instant, declared that the rebellion was at au end, and that peace and civil authority now exist through the United States. This,. by the terms of Mr Lincoln’s proclamation above cited, restores the writ aFAahete corpus in the Uuited States, except as to certain cases in which, by act of Congress, certain persons, contractors, etc., are liable to be tried hy military tribunals ; and it is questionable if the writ is not likewise suspended in this class of cases, as the constitutionality of the act authorizing the trial of these civilians by military courts; has been doubted, and remains to be decided iu the United States Supreme Court. Rail Road Bridge. —The Hawkins ville Dispatch says that the Rail Road Bridge over the Ocmulgee, at that point, will be finished before Christmas. The work on it is progressing vigorously.
