WEDNESDAY MORNING...6ept. 12, 186« SCISSORS. —Major General JohnJE. Wool has written a letter endorsing the policy of the President. —To prevent hair from coming out— never let your wife' catch yon kissing the hetvant girL rr . JJ E 7 j—The St. Louis Daily Press, a stock concern, has been suspended, and mate rials sold to pay indebtedness. —The President’s Delmonico speech was telegraphed to England at an,.ex pense of $5,019, and it was worth it, —The Catholic Archbishops, Bish ops and Priests of the United States will assemble in convention at Balti more on the first Sunday of October. —Hon. George Gilman Fo?g has been appointed United States Senator from New Hampshire, to fill the place of Daniel Clark, resigned. —Major General Thomas met the Presidential party at Niagara, and will accompany it thongh the remainder of the trip. —Captain D. P. McCorckle, late of the Confederate States Navy, is now in command of a fine frignte. one of the fleet commanded by Rear Admiral John R. Tucker,' of the Pernvain Navy. — ,f l say, mister, what are you about?” “Oh. I’m only thinking of something. My head is always full of proclama tions.” “Aha, proclamations, did you say ? that’s anew name for them.” —A letter from Gen. Kiddoo, Assis tant Commissioner for Texas, states that Texas will yield a larger cotton crop than any previous year, not excepting the immense yield of 1860. —The Clarion says that the arrange ments made by General Beauregard and General Wirt Adams with the English bond holders will save the New Orleans and Jackson Railroad Company $250, 000 in bank interest. —A quarry of variegated marble has been discovered in Alabama, near the Chattanooga railroad. A specimen has been exhibited in Nashville, and is found to sustain a higher polish than the mar ble of East Tennessee. —“A dozen children may seem a large family to our folks, who are moder ate," remarked Mrs. Partington," blit my poor dear husband used to tell a story of a woman in some part of the world where he stopped one night, who had nineteen children in five years, or five children in nineteen years, I don’t recollect which, but t’was one or t’other. TnK Incomb Tax. —The following are the points raised against the Constitu tionality of that tax, in a suit now pend ing in Illinois, where the citizen resists its collection: 1. The Federal Constitution provides (article 1, section 2, paragraph 3,) that representatives and direct taxes shall be apportioned among the several States according to their respective numbers. 2. An income tax is a direct tax. 3. It must, therefore, be apportioned among the several states according to their numbers. 4. The income tax as now imposed by acts of Congress, is not apportioned the States according to their numbers, but it is laid by the rule of uni formity. 5. The acts of Congress imposing such income tax are therefore unconsti tutional and void. The tax cannot be collected. An Ex-Confederatk Officer As sailed by a Mon.—The New York Sun of a late date says that not a little ex citement was created in the lower part of that city, on Monday, by the appear ance of Col. Ives, formerly aid-de-camp to Jefferson Davis. A story affecting the character of Ives got abroad, and quite a mob assembled, hooting, jeering, and threatening personal violence. On arriving at his hotel—an up-town one— Ives was again assailed, but on address ing the crowd, declaring his innocence of the charges against him, the mob dispersed. Col. Ives, since the concluf sion of the war, has been a resident o England, of which country he is now a citizen. His wife is a sister of Raphael Semmes. Snufi & Tobacco. P. BLANSBERGER flcoKT?
