Cor \t Bismark at the Bkkux Fes tivities. —The Berlin correspondent of the Daily Telegraph thus describes the appearance of Count Bismark in the procession on the triumphant return of the Prussian army ou the 20th in stant : “ For my part, I own I could spare but little attention to the King himselt A few yards further on there stood a group of horsemen. One was Genera! Yon Roon. the Minister of war; an other was General Moltke, the soldier, to whom more than to any single person the conduct and conception of the cam paign are due. On the extreme right, in the white uniform of a major of the landwehr cuirassiers, a broad-shoul-- dered, short-necked man sat mounted on a brown bay mare. Very still and silent the rider sits, waiting patiently .ill the interview between the King and the civic worthies is concluded. The akin of the face is parchment-colored, with dull, leaden-hued blotches about the chee ks ; the eyes are bloodshot; the veins about the forehead are swol len ; the great heavy helmet presses upon the wrinkled brow. The man looks as if he had risen from a sick bed which he never ought to have left. That is Count Bismark-Schonhausen, Prime Minister of Prussia. But today it was impor tant that the Premier should show him self. And so, to the astonishment of all who knew how critical his state of health had been but a few hours before, Count Bismark put on his uniform and rode out to-day to take his place in the Royal cortege. Even now the man who has made a united Germany a possibility, and has raised Prussia from the position of a second-rate Power to the highest rank amongst Continental empires, is but scantily honored in his own country; and the cheers with which he was greeted were tame compared with those which welcome*] the generals who had been the instruments of the work his brain bad planned. But to those, I think, who looked at all beyond the ex citement of the day, the true hero of that brilliant gathering was neither king, nor princess of the blood royal, generals nor soldiers, but the sallow, livid-looking statesman, who was thgre in spite of racking pain and doctors’ advice and the commonest caution, in order that his work might be completed to the end.” Lotai.tv vh. Wbat that conception is was graphically illustrated in one of the registry'offices in Missouri, some days ago. A citizen named Richardson came to register his name, when another citizen interposed an objection. Richardson—“ Well, Mr. TANARUS., what do yon know about me?’’ T—“You are disloyal.” R—“ Why ?” T—“ Because you've refused to sub scribe for Browulow’g book, fll| d said ‘d—n Brownlow and his book!”’ The word “ disloyalty ” is constantly on the lips of Radical fanatics when speaking of their political opponents. Ask any of them why this or that man is disloyal, and it will be impossible to obtain a more reasonable answer than the foregoing. Because men refuse to subscribe to the incendiary dogmas of Radicalism, they are “ disloyal;” be cause they do subscribe to them tliey are “ loyal.” This is the Radical cou ception of loyalty.— Chicago Time*.
