comfortable, but to extend becoming
hospitality to his numerous callers and

'now very firmly settled that be wiM

lation to the income of Hon. L. Gib
bons, that the entire receipts for all
Cotton or other agricultural products
sold by the planter, in 1865, must be
returned as income of 1865, without
reference to the time when such Cotton
or other products were raised.
The act- of 1864 contemplates that
the value of all agricultural products
sold ip any year, shall be returned as
income of that year, and only those so
sold. In general, aim taking several
yeiyf* together, no more fair or equita
ble method of taxation upon incomes of
this character could be devised.
That portion of your letter of the 10th
instaiit to your assistants which treats of
/junction for hired labor, etc., is entirely
at variance with the established rules of
this, office in respect to deductions of
farm au.i plantation expenses.

The rule of the office is, that only
such expenses of the planter as are due
to carrying on his plantation dhring the
year of income can be deducted.
