EDUCATIONAL.
We hove heretofore suggested the
importance of uniformity in our ednea
tional system. We think the idea is a
good one, and, if practicable, ought to
be adopted. And we see no good
reason why it should not be practicable.
It is true that there is a great variety
of school books, and, at the same time,
a great variety of opinions in regard to
their respective merits; but some au
thoritative expression could be made on
the subject, which would settle the
difficulty and afford a good rule for
general adoption. Thus, for instance,
the State Universities ot each of the
States could appoint one of their
Faculty, or some other competent per
son as one o( a Committee on text book.*
This Committee could either meet at
some convenient central point, or corres
pond by letter, and so decide the sub
ject. Perhaps it would be better to
have a Committee from Northern Uni
versities alone for the North, from
Southern Universities alone for the
South, and so on for the East and the
West. The different sections of the
Union might require a somewhat dif
ferent system, and the professional men
of each section could best judge of its
requirements; though it would be
preferable if sectionalism could be
avoided, and a general system adopted
for the whole Union, it would tend to
unite the sections more closely, and, in
the course of time, to educate away the
sectional jealousies and sectional hatreds
which now unhappily exist.
The great advantage to be attained
by the uniform system is, that when a
child leaves one school to go to another,
it will be necessary to purchase anew
set of school books, nor to turn the pu
pil back in his or her course of studies.
This is, at present, a great drawback in
the progress ot young students, and,
sometimes, rather costly to parents and
guardians, for, as it is now, if a family
removes from one State to another, from
one county to another, from one city to
another, or even from one quarter of a
city to another, the children of the fam
ily attending school are required to
cLnnge their school books, and their
parents or guardians required to pur
chase new ones for them. This, often
times, requires a considerable outlay of
money, while the drawback in point of
lime and change of studies that may be
required cannot be computed in money.
A uniform system of education and
series of text books would obviate these
difliculties, greatly promote the progress
of pupils, and advance the cause of edu
cation generally.

A personal acquaintance with Prof
Morris enables us to write of him as a
gentleman of talent, fine analytical pow
ers, and great energy. He first gave
his views on the philosophy of grammar
some twenty years ago; and they were,
at that time, well received, particularly
in Alabama, where he met with a most
favorable reception as an author. In
accordance with his views thus express
ed, be has prepared a large Grammar
of the English Language, thorough and
comprehensive. The plan differs very
considerably trom that of any other
grammarian, and yet it seems to be
simple and philosophical, and is worthy
of a careful and impartial examination
from those who are interested in the
cause of education.

This is a large and handsome volume
written in a pleasing and attractive way,
and gotten out in Hichardson’s hand
somest style. It is a work that should
be in the library of every Southern
household aud public institution, con
taining, as it does, a fair and impartial
record of the lives and heroic deeds of
the gallant men who led the armies of
the South iu the great contest for South
ern independence. The volume con
tains several portraits of Confederate
Generals, illnstrrHtive of the text.

This is an interesting and fair account
of the operations of the Federal Army
of the Potomac, Irorn 1861 to 1865. It
is by a Northern writer, and is com
piled from official and authentic sources.
It is evidently a valuable publication, as
a part of the history of the late great
civil war.

Mr. Pollard is undoubtedly one of the
ablest writers in the country, and every
thing that comes from his vigorous pen
is worthy of perusal. The present His
tory of the War gives the Southern view
of the contest and the causes which led
to it; and written in an easy and grace
ful style renders it very readable and
interesting. It is an excellent work for
present reading aud future reference;
nnd is beautifully printed and substan
tially bound, as are all of tbe publica
tions which come from the prolific press
of Mr. Richardson.
There is a crazy Irishman in Mem
phis, Tenn., who is possessed with the
idea that he is Mayor of that city.—
Exchange.
There is a number of crazy men in
Washington impressed with the idea
that they have seats in Congress. The
people are suffering under the same im
pression.

To amend an Ordinance passed by the City'
Council of Augusta, on the lOlh day of
September, ISC6, authorizing the con
structing and operating of the Augusta
and Summerville Railroad Company’s
tracks in the City of Augusta, Georgia,
and subsequently ou the 24th day of Sep
tember, 1866, embraced in a regular cou
tract between the said parties.
HA reas, It was the intention of the City
Council of Augusta, by its ordinance passed
on tbc 10th day of September, 1866, and
contract of date 24th day of September,
1866, for constructing and operating of the
Augusta aDd Summerville Railroad Compa
ny's tracks within the corpofat/ limits of
said City of Augusta ; to require the tracks
of saij Augusta and Sutn(ncrville Railroad
Company to be of the uniform guage of
other Railroads'in Georgia, running into the
City of Axugusta, so that the cars of the one
may run upon the tracks of the other, in
order that the breaking of bulk in tho trans
fer of freights from one point to another
may be avoided, and for the convenience of
passengers, thereby encouraging travel and
commerce. If satisfactory arrangements
for the same could be made between tho
said Augusta aud Summerville Kaiho&d
Company, and the different
panies whose tracks enter the City of Au
gusta.
Therefore, Be it ordained by the City
Council of Augusta, and it is hereby ordain
ed by the authority of the same, That so
much of a coutract made and entered into
on the 10th day of August, 1552, by aud
between the City Council of Augusta, and
the Trustees of the Academy of Richmond
county, of the first part, and the South Car
olina Railroad Company of the second
part, as prohibits a connection of the tracks
of the Augusta aud Summerville Railroad
Company’s tracks with the tiacks of the
South Carolina Railroad, is hereby repealed
and declared null and void, and a connec
tion of tracks by the Augusta and Summer
ville Railroad Company, with that Road,
as well as with the other Railroadseutering
ihe City of Augusta, is hereby authorized
by the City Council of Augusta, upon prop
er consent being secured by the Augusta
and Summorville Railroad Company, from
the companies owniug said Railroads, for
tho making of such connections, provided
that nothing herein''•contained shall be so
construed as to give the South Carolina
Railroad Company the right to make con
nection with any other Railroad except the
Augusta and Summerville Railroad Com
pany.
Msc. 11. And be it further Ordained , That
all Ordinances aud parts of Ordinances
militating against this Ordinance, be and
the same are hereby repealed.
Done in Council this 19 th day of January,
A. D., 1867.
