The Postoffice Award.
The recent award of the Postmaster
of Augusta, for the publication of the
list of letters remaining iu the Postoffice
of Augusta, was not in our favor. But
the returns showed that the Chronicle
and Sentinel had the largest circulation,
based upon a bona tide subscription
list, of any paper published in this city,
according to our reading. We think
that the Chronicle and Sentinel was en
titled, under the laws, to the a war!.
The Postmaster, however, has decided,
subject to appeal, that the publication
should be given to that paper which has
the largest circulation, without refer
ence to the character of that circula
tion—whether it be gratuitous or based
upon subscription. In Savannah, the
award was made to the paper having
the largest circulation based npon sub
scription, and wo think the Department
-would decide that the award in Augusta
should be made on the same grounds
Be that as Tt may, we offer the Chronicle
as an advertising medium to the public,
as having the largest circulation, based
upou bona fide subscription of any
paper published in the City of Augusta.

In the distribution of the PostoCce
patronage, it is of no importance whether
a newspaper has a bona fide subscrip
tion list, or only a gratuitous circulation.
The only question is, which has the
largest circulation within the immediate
Postoflice district. It will n<fl do for
the proprietor of a paper to circulate a
large number of copies of his paper
gratuitously, just on the eveof making
application for the Postoflice printing.
That would be egregiouslv wrong; but
if a gratuitous list is kept up constantly,
then that is a bona fide circulation. As,
for instance, a paper might have a cir
Culation of 1,000 paying subscribers
and 1,000 beneficiaries, all served alike
and regularly with the regular issues of
the paper. The bona fide circulation
of that paper is, of course, 2,000 sub
scribers ; and it cannot be distorted to
signify anything else.
The Chronicle and Sentinel and the
Constitutionalist put in bids for the
publication of the list of letters, as well
as the Daily Press. The circulation
of each was given in under oath ; and
this paper, having the largest circula
tion, the Postmaster was compelled to
make the award to us. This he did ;
and the protest of our neighbor will not
avail him anything; for the question
has been already decided by the Post
office Department in our favor, as will
be seen by the following letter irom

from E. 11. Pughe claiming the ndver
t sement of uncalled-for Letters at your
office, on the ground that his paper, the
Daily Press has the largest circulation
within the bounds of the delivery of
jour office.
If you awarded the advertisement on
the first Monday of January, as required
by the regulation, that will stand tor the
year. If you did not, then you will give
the parties desiring to compete an op
portunity of presenting their evidence of
circulation, and atoard the advertisement
to the paper hating the largest circula
tion. I inclose a slip containing the
regulation of the department on this
subject, by which you will be governed.

By this it will be seen that “the paper
having the largest circulation” is enti
tled to the publication of the Letter
List. The Daily Phess has the largest
circulation in the City of Angosta—an
evidence of which, is the tact that the
publication of the List of Letters has
been awarded to us, by our worthy Post
master, aud his decision will necessa
rily be sustained by the Postoflice De
partment. This gives our paper an
advantage over others, which adver
tisers would do well to avail themselvi a
of. The efforts used to crush out this
journal must fail. It is the People's
Organ, and the people will sustaiu it.

ton papers give an account ot a fire
which broke out cn Tuesday evening, in
Mrs. S. J. Crockett’s millinery store,
over the store of J. R. Read A Cos. The
acock of Mrs. Crockett was valued at
SIO,OOO, and was a total loss, and was
lully iusured iu tbe agencies ot Tupptr
&, Lane and A. U Hayden. Road A
Cos. lust nearly their whole stock
valued at $45,000, and insured for
$55,000, with Hcriot A Cos., and Colburn
A Howell. Quirnby A Cos., photograph
ers, in the third story, suffered to the
extent of $2,000, which was also insured
with Colbprn A Howell. The fire is
said to have originated in a clo#et in
the millinery store, in the same place
where a similar fire had been discovered
a few mouths ago.

The Middle Georgia Noes’ man rays
he lost his head, while moving, a short
time ago. As it was only a head of
Rice, we soppoee the community will
stand the bereavement.
The Athens Watchman says snow
fell, seven inches deep twenty-two miles
north of that place, Inst Sunday.
The Thomasville Enterprise is now
issued semi-weekly.
The Georgia Citiien has been con
siderably reduced in size, and will, alter
the Ist of March, be reduced in price to
six dollars.
’Jhe Hon. Joshua Ilill, of Georgia,
has presented to Congress a ciairn of
several thousand dollars for losses and
depredations which he suffered during
the war from the Union army.
A colored lawyer by the name of
Bradley, who has been iustilling mis
chief and discontent into the minds of
the freedmen of Georgia and South
Carolina during the last year, applied
for admission to the bar iu Saraunah a
few day ago. Judge Fleming decided
that there was no law iu Georgia au
thorizing the admission of colored men
to the bar, and his application was,
therefore, refused.
A benevolent society, embracing all
the religious denominations of Atlanta,
has invited Hon. Horace Greeley and
Rev. Henry Ward Beecher, of New
York, and Hon. C. L. Yallsndigliam, of
Ohio, each to deliver a lecture before
the society.
The Americas Republican tells of a
negro who was taken into the store of
Forshein A Nasbaum, made drunk, and
‘•done - ’ out of S6O, for which he found
himself, when he got sober, in posses
sion of a lot ot worthless trash. They
were arrested and bound over for trial.
The Dahlonega SHjnal gays that a
number of wagon loads of machinery
have just arrived tor Dexter's Mining
Company.
The Savannah Adrertiser says the
mail communication from Saraunah to
Florida by the Florida boats has been
discontinued by order of the Postmaster
General. There is, therefore, no mail
communication with Darien,Brunswick,
or St. Mary's. Mails for Jacksonville
are sent by railroad, and mails for
points ou the St. John’s river are put in
the Jacksonville bag, but it is uncertain
whether they are forwarded.

To amend an Ordinance passed by the City
Council of Augusta, on the llilh day of
September, 1860, authorizing tbe con
structing and operating of tbe Augusts
and Summerville Railroad Company’s
trucks in tbe City of Augusta, Georgia,
aud subsequently on tbe 24th day of Sep
tember, 1866, embraced iu a regular con
tract between the said parties.
ICA-ren*, It was the intention of the City
Couucil of Augusta, by its ordinance passed
on the 10th day of September, 1566, and
contract of date 24th day of September,
1866, for constructing and operating of the
Augusta and Summerville Railroad Compa
ny’s tracks within the corpoiate limits of
said City of Augusta ; to require tbe tracks
ot said Augusta and Summerville Railroad
Company to be -of the uniform gunge of
other Kaiiroadalin Georgia, running into the
City of Augusta, so that tho cars of the ono
may run upon the tracks of the other, in
order that tbe breaking of bulk in the trans
fer of freights from one point to another
may be avoided, and for the convenience of
passengers, thereby encouraging travel and
commerce. If satisfactory arrangements
for the same oould be made between the
said Augusta and Summerville Railroad
Company, and tho different Railroad Com
panies whose tracks enter the City of Au
gusta.
Therefore, Be it ordained by tie City
Council of Auy aula, and it i, hereby ordain
ed by the authority of the tame, That so
much of a contract made aud entered into
on the 10th day of August, 1852, by and
between the City Council ot Augusta, and
tho Trustees of the Academy of Richmond
county, of the first part, and the South Car
olina Railroad Company us tbe second
part, as prohibits a connection of tbe trucks
of tlie Augusta and Summerville Railroad
Compiny's tracks with the Macks of tbe
South Carolina Railroad, is hereby repealed
and declared null and void, and a connec
tion of tracks by the Augusta and Summer
ville Railroad Company, with that Road,
as well as with the other Railroads entering
ihe Ojty of Augusta, is hereby authorized
by the City Council of Augusta, upon prop
er cousoul being secured hy tbe Augusta
and Summerville Railroad Company, from
the companies owning said Railroads, for
tbe making of auch connections, provided
that nothing herein contained shall be bo
construed as to give the South Carolina
Railroad Company the right to make con
nection with any other Railroad exoept the
Augusta and Summerville Railroad Com
panj.
Snc. 11. And be it further Ordained, That
all Ordinances and parte of Ordinances
militating against this Ordinance, be aod
the same are hereby repealed.
