Suffrage and Amnesty.
The telegraph announces, on the
authority of the New York Time*, that
the leading politicians North and Sonth,
Republicans, Democrats, and ex-Con
federates, hare been, since November
last, working up a plan of conciliation
between the North and Souths and be
tween the President and Congress.
Tbia plan is briefly slated to ba “Suf
frage and Amnesty.” In other words,
the Sonth is to concede “impartial suf
frage,” and Congress will grant a gene
ral amnesty to all offeuding Rebels, in
cluding, we suppose, the illustrious pris
oner of Fortress Monroe. Impartial
suffrage means nothing more nor less
than the right of negroes to vote and to
hold office—if they can get it, of course.
There is one thing very certain, in this
national difficulty ; and that is, that the
party in power will never permit n
settlement of it, except npon the basis
of negro suffrage. That is a fact which
we mayjust as well understand now as
at any other time ; and while we cannot
and ought not to do anything that
would look likefaatening degration npon
ourselves, by our own hands, yet if this
thing U forced upon ns, how can we
avoid it? We will be compelled to bear
it, and to do the best we can under the
circumstances, consoling ourselves with
the assurance that the gallant men who
perilled all in the cause of Southern
Independence, are once more freed from
the yoke of bondage, and restored to
the rights of citizenship.
It will be hard to succumb, but we
must always keep in mind that we are
a conquered people; that we no longer
possess the rights of American citizens.
and that we must yield as best we can
to the ‘ dictates of the conqueror. Bear
ing this in mind, and acting always with
a view to the good of those who are near
and dear to ns, the burden will be less
oppressive aud easier to bear.
A different policy on the part of our
rulers, ought to have made us feel differ
ently towards the Government —concili-
ation and forbearance might have more
strongly attached os to the Union. But
they have decided differently; and we
must yield with the best grace possible.
That the negro is unfit for the exer
cise of the rights and privileges of frae
men, we all know. It is useless there
fore to repeat that question, or to argue
ii now. It is a fact patent in itself; aud
our only regret is that universal suffrage
is : ot to be adopted, instead of impar
tial suffrage. We can see no good tea
son why the Indian, the noble Aborig
ine, the gallant descendants of Phillip,
and Black Hawk, and Osceola, of the
original owners of the soil, should not
be allowed to vote, as well as the untu
tored aud ignoble African; why the
Chinese, countrymen -of the learned
Confucius, cultivators of New England’s
favorite beverage, raisers and exporters
of Sonchong, Oolong, and all the other
ong teas, and worshippers of hideous
Idols, should be debarred the privilege
of voting beside the ignorant black, ‘’or
ny other man.”
They arc all members of the great
human family ; and should all, alike,
enjoy “the blessings of freedom.” Open
the baliot box to the world, make no
qualifications. Free men are not to be
corrupted—why guard against them.
Our fathers were selfish, aud did not see
things in their true light. They wanted
to “preserve the purity of the ballot
Lox,” and they restricted voters to cer
tain parties and voting to certain qualifi
cations. But “a change has come o’er
the spirit of our dreams,” and we want
“all the world and the rest of mankind”
to enjoy the bk-ssings of" Republican
Government
Seriously, however, this extension [of
the right of suffrage is a dangerous
movement. It will lead to the complete
degradation ot the ballot, which is too
much degraded already. And when
this is done, when honest men cease to
vote, and the ballot box is placed in the
bands of an irresponsible rabble, then
shall the world ‘‘bid furewell, u long
farewell to all our greatness 7 ’ and Vo
Republicanism itself. That system, tbe
purest and the best of human
governments, has failed, irredeemably
and irrevocably failed. The world
is unfitted for it; ami the sooner
the ballot is degraded, the sooner
w ill the people be relieved of its bur
tlieus; and the sooner will they be ena
bled to secure u goverutneut more in
accordance with lueir (]nalificalions,
better suited to litem in all respdets.
W e would that it w ere otherwise; but it
is useless to close our fl)es to facts.
They are too apparent, und we must, if
we are honest, seee them and admit
them.
Let us be wise in time, und look at
our affairs as they really are. Let us
udeavor to secure the Le«' terms poss
ble, and then devoting ourselves to the
improvement ou| section, a«d the
cultivation of W eoH, oudeuvor to bußd «
up a sections! prosperity, which shall
not only hdd to greatntos, bat
secure us against political dissensions
and political changes.
GEORGIA ITEMS.
The Inferior Court of Fulton county
are organising a chain gang.
The Atlanta Intelligencer says, on
Sunday, 13th instant, e young man
passed through Palmetto, inquiring the
way to Atlanta. He stopped for the
night one mile from the town, end has
not been beard of since. He was riding
in a buggy, and the horse and vehicle
are still at the house where he stopped
A bouse belonging to Mr. Castleberry
was burned on Wednesday night, in
Atlanta. It was unoccupied, and not
very valuable.
There have been 12.000 bales of
Cotton shipped from Albany, Ga., this
year. It is thought the total shipments
will reach 18,000 to 20,000 bales,
against 45,000 before the war.
At Rome, Georgia, 2,000 bales of
Cotton have been received, and it is
thought that there are 1.200 to arrive.
The old receipts were 20,000 bales.
Reteso* Sejzvres.—The Commis
sioner of Internal Revenue has decided
that a revenue inspector has no author
ity to make seisures of property for a
violation of laws, or indeed for any
other reason. At this time, when the
hand of the Government tax collector is
npon every bnsiness and income, it is
well to understand the limit of the au
thority of the revenue officer. The fol
lowing is the decision :

13th inst., “Under the existing revenue
laws have I, or have I not, the right to
make a seizure?” I have to say that the
Revenue Inspector is not authorized un
der the law to make seizures in any case,
save that of a peddler, as stated on page
27, section 56, of tbe Internal Revenue
law.

The Future.—A writer in the Cou
rier—which we assume to be Carolina’s
favorite author—in referring to the lands
along the line of the railroad, says:
With but twenty-five to fitly of these
acres, a sober, honest Germun tanner,
with wife, three boys and two girls, can
live comfortably, improve their condi
tion daily, make ample provisions, raise
stock and hogs in abundance, have any
quantity of milk, make butter for sale,
and arrive at independence in five years.
Tbe whole of the route from Charleston
to Branchville is a fine country for pas
turage and grazing. Argus.

To amend an Ordinance passed by the City
Council of Augusta, on the 10th da)’ of
September, 1866, authorizing the con
structing and operating of the Augusta
and Summerville Railroad Company’s
tracks in the City of Aunustn,
and subsequently on the 24th day of Sep
tember, 1866, embraced in a regular con
tract between the said parties.
Wh reat, It was the intention of the City
Council of Augusta, by its ordinance passed
on the 10th day of September, 1860, and
contract of date 24th day of September,
1866, for constructing and operating of the
Augusta and Summerville Railroad Compa
ny* tracks within the corpoiate limits of
said City of Augusta; to require the tracks
of said Augusta and Summerville Railroad
Company to be of the uniform guage of
other Rai!roads ! in Georgia, runuing into the
City of Augusta, so that the cars of the one
may run upon the traeks of the other, in
order that the breaking of bulk in the trans
fer of freights from one point to another
may be avoided, and for the convenience of
passengers, thereby encouraging travel and
commerce. If satisfactory arrangements
for the same could be made between the
said Augusta aud Summerville Railroad
Company, and the different Railroad Com
panies whose tracks enter the City of Au
gusta.

much of a coutract made and entered into

botween the City Council of Augusta, and

olina Railroad Company us the second
part, as prubibits a connection of tbe tracks
of tbe Augusta and Summerville Railroad
Company’s tracks with the ttacke of tbe
South Carolina Railroad, is hereby repealed
and declared hull and void, and a connec
tion of tracks by the Augusta and Summer
ville Railroad Company, with that Road,
as well us with th< other Railroads entering
Ibe City of Augusta, is hereby authorised
by the City Council of Augusta, upon prop
er consent being secured hy the Augusta
and Summerville Railroad Company, from
the companies owning said Railroads, for
the makiDg of such connections, provided
that nothing herein contained shall be So
construed at to give the South Carolina
Railroad Company the right to make con
nection with any other Railroad except the
Augusta. and Summerville Railroad Com
pany.
Sec. 11. And be it further Ordained, That
all Ordinances and parts of Ordinances
militating against this Ordinance, be and
the 6ame are hereby repealed.
