The Canadian Confederation.
Late Cable dispatches announce the
approval, by the British Government,
of the plan of federation submitted by
the delegates from the North American
Provinces, übo have been several weeks
in London on that business. The New
York Sun says the scheme approved
contemplates the union of the Upper
and Lower Canadas, Nova Scotia, and
New Brunswick. Prince Edward's
Island aud New Foundland have not
yet decided to join the Confederation
but will be able to do so at any future
time. Provision is nlso made to admit
British Columbia and the Northwest
territory, whenever it may be deemed
desirable. A general legislature, or
Parliament, is provided for the fede
rated provinces, and will bo composed
of a House of Commons and a Legisla
tive Council, Informing the latteri
the provinces will be considered in three
divisions, of which Upper Canada will
be first, Lower Canada second, and
Nova ticotia and New Brunswick third.
The Executive power will be vested
in an authorized representative of the
Sovereign of Great Britain and Ireland
—the Governor General—who will also
be Commander in Chief of the army
and uavy. The basis of representation
in the House of Commons is to be the
population, as determined by official
census every ten years. For each of
the provinces there is to be an Execu
tive officer called the Lieutenant Gov
ernor. who will be appointed by tlie
Governor General in council, aud paid
by the General Legislature. Each of
the provinces consenting to this scheme
of federation will have its own .local
Government and Legislature for the
management of its local affairs. Snch
is the general plan of the confederation
as agreed npou in the conference held
at Quebec, in which all the provinces
had voice and representation. Some
modifications may be thought expedient
in the details of the arrangement, but
the principal points will remain sub
stantially the same, and kill probably
be carried into effect with as little delay
as possible.
Southern' Haii.roads. A table
which is published, shows that the
Southern Railroads owe the United
States Government $6,570,000 for roll
ing stock and material sold so them af
ter the close ol the war. The Boston
Advertiser says:
It will be observed that the date of
this report. July 1, 1866, but five of the
forty seven companies therein named
had paid their indebtedness. On that
day there fell due the sum of $875,000,
of which, as has been ascertained from
other sources, hut a very small percent
age was paid. Over SIOO,OOO fell due
on the Ist of the last month, of
which, also, hut a small amount was
paid. The aggregate due from the va
rious companies is about the same now
as it was last July, the payments by a
low of them barely covering the iuterests
lulling due from others.
Removal ok the Obstruction.—The
Ikrnld compares the attitude of Presi
dent Johnson and Congress to two mule,
teers on the crags of the Andes, one of
whom, when neither party will back
out, has to be hurled to destruction on
the rocks below.
The Herald also calls Mr. Johnson
the dead-lock against Southern reeon
si ruction and restoration, and says if he
will not turn the key and open the door,
it will be opened by taking off the lock
with the screw-driver of impeachment.
These comparisons are given as straws
showing the drift of popular sentiment
North, of whieh the Herald is a pretty
safe weather cock.
That Secret Expedition.—lt is now
staled that the real business of Assistant
Secretary Seward in his recent secret
expedition, was the purchase of the Bay
of Samaua, on the North side of San
Domingo, as a naval depot and coaling
station. This bay which has an inland
stretch of forty miles, and is eight miles
broad, forms one of the best harbors in
the West Indies, aud the town of Bar
bara, located on the adjacent shore,
furnishes excellent natural facilities for
repairing vessels. An attempt was
made daring the administration of Pres"
blent Pierce to purchase that bay, but
the trade was never perfected.
What People?—The Herald says
that in resisting the overwhelming
power of Congress, President Johnson
is clearly resitting the will of the peo
ple. That depends upon who are
recognized as the people. Mr. Johnson
is sustained by nine tenths and more
of the voting people of the South, and
the late elections show that on popular
vote at the North, his policy is sustained
by almost half the voters there. There
fore it is Congress, and not the I’resi*
dent, which is resisting the will of the
people.

On account, perhaps, of the manifold
duties always pressed upou us, we
have never learned to waltz—we have
never placed our arm around a fragile,
fairv, fleecy, fluctuating form, and
whirligigged around loose, hut at the
Graud Masquerade aud Fancy Dress
Ball, on last Tuesday night, we hap
pened to express our regrets at this defi
eiem v in our education to a young,
plump, fresh, and closely dominoed In
jun girl, while we wire promenading
the vast hall with tho luscious humpsv
dumpsy. Shu sweetly intimated that
the hubbub of such au occasion, wheua
faux }>as would scarcely be noticed,
was tho very best time in the world to
learn. We would uot acknowledge our
name if we had backed out from such
au offer, and as a matter ot course, we
very siylv requested ber to afford us
the sublimely perpendicular pleasure of
a small les.sou, merely for the purpose
of gelling acquainted with each other,
and giving us a relish tor our victim's
at supper. Sweet and gorgeous aboii
ginei— without swearing,she'd ne’er eoi -
sent—she consented—dry so. Gently,
delicately, fastidiously, and timidly we
placed our arm around ber pliant waist
—and almost wasted away. Her long
raven locks tickled our elbow. Thous
ands of millions ot spotted beads vibra
ted and tinkled around her fairy form,
as her bosom rose and fell to give them
melody, like au harp upon the
heaving sea. Her hand was in ours—
as soft as a pussy cat’s back, as she si
leolly watches a mouse hole at the soft
and witching hour of twilight. Her
left foot was against our right boot. The
gaudy leathers upon her mocassins tick
led our mauly knees. Our eyes met.
Two soft and melting glances shot out
of the holes in her domino, and two soft
and melting glauccs shot out of her dom
ino—aud coming together in the middle
emitted sparks like thell. E. Lee round
ing to at Williams’ wharf boat on a
dark night in the latter part of Decem
ber.
Music rose with its voluptuous swell
and drew nearer to us—aud we aroso

warm breath was upon our fingers, ami

over our shoulder. We had not yet
waltzed an inch, and we didn’t care a

Temperance. We shook back our yel
low locks, and immediately the air was
laden with the balmy odor of Martha
Washington Hair Restorative, for sale
by Hardaway k Cos., and all respectable
druggists. We bowed low our editorial
head, and whispered in a voice whose
dulcet and mellifluous notes, would
have melted the heart of a deputy con
stable—" Gorgeous child of the forests,
whose ancestor discovered Columbus,
would we were a glove upon that hand,
that we might touch that cheek—would
we were a pair of moccasins upon those
feet that we might caress thy corns—
would we were a loug bunch ol raven
hair that we might flop around that
neck—would «ve were an open barrel ol
golden syrup, that thou might dip thy
finger in us and lick it—would we were
a coronet, that we might rest upon that
brow—would we were a roll of green
backs that we might stay in thy pocket
—would we were a brindle dog, that we
might guard thy wigwam —would we
were a big black rooster's tail, that we
might dangle near thy face—would we
were an Indian cbierl ” Thiffi far' we
spaketh, and she sighed. Her ruby
lips did part, and she speaketli: ‘Tf
you arc done wooding up, we'd better
lift in, for the music is wasting away.”
We let in, aud we wasted away. Uur
two hearts beat with such responsive
throbs, that a greased case-knife could
not have entered between the throbs.
It seemed as if ten thousand Citterpillurs
were emigrating up our back, and turtle
doves were picking meal bran out of
our ears. Huge sighs of the size of a
rutabag turnip escaped our lips ; heard
murmuring brooks, whispering boughs,
and warbling birds, and tinkling cow
bells, and we floated far away on a
fleecy cloud of one hundred dollar
greenback bills. The music ceased, but
the Washington Hall kept on waltzing.
The Indian maid sought her native for
ests, and we are carried by our friend to
the 'limes office, with a cramp in the
bottom of our ieet, and our eyes turned
wrong side outwards.
Funky Finale of a Chicago Mas
querade.—The Chicago Journal tells of
a masquerade hall in that city, in which
about 12 o’clock the revelers were as
tonished suddenly to see a body of [>o
iiceinen, numbering nearly fifty, march
into the hall, surround all present, order
them to “fall in,” and then march them
off, attired as they were in fantastic
costumes, to the cells of the armory!
The scene on the route of procession to
the “slaughter pen” was one which can
better be imagined than described, as
amongst the prisoners might have been
seen devils, dragons, bears, creatures
half horse or ass, and half man, huge
biped fish, cats, and other monsters,
perambulating bitter bottles, monstrous
lizards, and one elephant. This gro
tesque horde, marching, hobbling, and
limping between two files of grim po
licemen, some singing, some moodily
sileut, at dead of night, into tbe gray
arches of the armory building, was a
scene worth depicting on canvass. As
a matter of course, one and all were
charged with being disorderly, aud each
was fined $5 and costs.
The Yacht Henrietta. —J. G. Ben
nett, Jr., tendered the yacht Henrietta
as a New Year’s present to Prince
Alfred, as the representative of English
yachtmen. Prince Alfred replied, in
timating that, personally, lie felt it ira
possible to accept so costly a present,
and if he felt compelled to decline it,
trusted that neither Mr. Bennett, his
competitors, or their countrymen, would
less appreciate or less reciprocate the
feeling of good fellowship which prompt
ed the offer. Tho letter concludes with
u high compliment to (ho Henrietta,
and tho most friendly sentiments to*
ward America.
Effects <V a Strike.—A crowd of
negroes assembled iu Suvannuh on
Wednesday to prevent any of the steve
dores who had been on a slrike front
going to. work. They were promptly
arrested, and eight of them were fined
SSO or 60 days’ imprisonment.
