eitixewa, as the representatives ot the
different counties of ike State, for the
purpose ot iormaily organising the
National Union Republican Party of
Georgia. As citizens of a great com
monwealth, we have come together to
exchange our views :n relation to the
best mode of redeeming our State from
the evils of confusion and from tke
enors and prejudices to whieh many of
our countrymen have long been wedded.
We are here to raise the banner of the
Union, of education, of equal justice
and of the political rights of all. We
are here to proclaim treedom, freedom
of opinion, freedom of expression,
freedom of person—sock freedom *s
ought only to lie restrained by laws
which all good men are'sriliing to obev.
We are here to pledge ourselves anew
to that flag which has floated triumphant
from the St. I-awrecce to the Rio
Grande, and from the Atlantic to the
Pacific shores —which has emerged from
the smoke of a thousand battles with its
brilliance undimcied, and not a star
missing from its gorgeous galaxv. To
this flag all can submit without a taint
of dishonor, for it has proven itself a
power not by human means to be with
stood- We are here to ad- j* such a
platform of pr.uciples as every friend of
his country under our present circum
stances can subscribe to aod successfully
defend.
5V e shall meet with opposition from
those who canuot yet be male to cora
prehetid our condition, and who still
entertain some vague hope that the past
will return. We shall be as sailed by
those who are too unpatriotic to desire
the common welfare, sod by those who
still look for life in dead eyes. For one
of these classes we have scorn : for the
other compassion. But our course is
plain, and not to be disregarded if we
wish to bring order out of chaos. We
have a destiny to fulfil
Our cause is the cause of our coun
try s prosperity, and our march is on
ward. Opposition will disappear before
us as the dews of the morning vanish
before the sun. We shall this day lay
the foundation of an edifice that aba-l
tower to the skies—we shall to-day
unfurl a banner that shall victoriously
sweep the land from tbe seaboard to the
mountains.
Let us come to the task, then, ia a
spirit of conciliation and harmoov. Let
the voice of wisdom be heard in our
counsels, and a general desire for tke
common good prevail.
I now declare tbe Convention organ
ized and ready for business.
A Committee of fifteen was then
appointed to report a platform for the
party.

We adopt tke following matters of
interest, to tke exclusion of aa edito
rial. They concern a large majority of
our fellow citizens, and will be read
with interest bj our Protestant as well
as Catholic friends ;
Thera were four hundred and fifty
Catholic Archbishops and Bishops, and
about tbirtv thousand priests, in Rome
©o Thursday. The Pope held a public
convlstory, at which he deliTered an al
locution on the situation of the Church,
aad warned its ‘'enemies” of its im
mense earthly power. The American
prelates were treated with marked at
tention by the Holy Father, who granted
then aa audience, at which be referred
publicly to the great progress, religious
and civil, of the United States. The
American Bishops presented the Pope
with two hundred thousand dollars in
gold, and au elegant model of the
yacht Henrietta, made of silver, which
contained fifty thousand dollar* in gold
coin stowed away below. The Pope
lifted tke model from tbe case, saying.
“A'o* e'vavor* r (“it is not a steamer!”/
which was translated by some ss “it is
uot at all vapor" which comes from
America. His Holiness had only "pleaa
aut words," be said, for all Americans.
Archbishop Purcell, of Cincinnati, has
been assigned a place on the Pope's
right band at the St. Peter's Day cele

Pope said, “Pray God that we mar
remove the spiritual and temporal
scourges which now afflict us, that our
souls may be saved from tbe moral pest,
and our bodies from the material pest;

tbe Church triumphant.'
IraLT.—The religious ceremonies in
celebration of tbe eighteen hundredth
anniversary of SL Peter's martyrdom,
and in revereoce of St. Paul, and the
canonization of twenty live Dutch.
French, and Spanish martyrs, who died
in Japan, as saints, was a most gorgeous
ceremony. The observances were
commenced with a general illumina
tion of tba city of Rome. S'.
Peter’s shone lika a great church on
fire. At seven o'clock there »as
a grand pmces-ion of prelates,
priests, monks, and soldiers from the
Vatican to Saint Peter'a. The Pope
was earned on his throne. There was
an immense crowd assembled in ihe in
terior of tbe church before his arrival.
St. Peter’s was moat magnificently deco
rated with clotha of gold, silver tape
stries, paintings, and 200.000 yards of
crimson silk. The building was lighted
with many millions of wax candles.
There were 100,000 people iuaide its
walls, including the ex-King of Naples,
the foreign Ministry, 500 cardinals,
archbishops, and bishops, and many
thousands of clergymen, priests, friars,
and monks. There were even nuns and
soldiers from almost every ecantry in
the world present, and tbe assembled
multitude made op a moat brilliant con
gregation- Pope Pins the Ninth cele
brated the Gregorian mass in Latin and
Greek.
There were two interruptions to the

Ecumenical Councils have been de
scribed by Catholic writer* as “the
Parliament or States General of the
Church, assembled by the suthority aod
under she presidency of the sovereign
Pontiff alone belongs essentially the
right of convoking General Councils.''
This does not, however exclude she
moderate and legitimate influence of
’empire! rulers. Tbe number of pre
lates present at an ecumenical council
varies a great deal. There were one
hundred and eighty bishops at Cocstaa
tinople in 381, one thousand at Rome in
1139, and ninety fire only in tke same

at the last session of this council.
