be quadrennially distributed in National Pre
miums to the authors of the most valuable and
beneficent Inventions and Discoveries during

Among the subject's for premiums, be sug-
<rr> sts one of $10,000 fora locomotive plough,
or harrow combined. One ol $20,000 for the
|. t steamship or other vessel that makes three
consecutive trips across the Atlantic at an av-
, s „eed of not less than 20 miles per hour.
Another of $20,000 for the first vessel that does
• |,o 3 ame at an average speed of not less than
05 n ,iies per hour. One of 100,000 for the first
person who, within a certain number of years,
-hull render electricity availble as an economical,
efficient and general primemover; or who shall
make known the means by which atmospheric
pressure can be profitably employed in the pro-
pulsion of sea-going vessels and land locomo
tives, or as a general propeller of fixed machi
nery, by some rapid mode of expelling air
from a cylinder or annihilating it under a piston;
or who developes an explosive or other prime-
mover, applicable, energetic and economical as
the vapor of water, and whoso exciting and
transmuting mechanism is less massive and cost
ly than that of the steam engine.

lar to the following .which have reached 11s with
in the part few weeks, it would seetn that they
are in the habit of leflving things lying about
loose in Boston. A Boston paper says—
Some emotinp was excited on the 18th Inst,
through the discovery by triad skating on the
river, near the Medical Colledge, of two hu
man hands under the ice. Notice was given
to Dr. Ware, who caused them to be procured.
Bach had four fingers left, and they were swol
len and skinned. Dr. Bigelow, however, put.
an end to the conjecture that they were Dr.
Parkman’s hands by saying that he had buried
them at low tide some ten days previous.

A Singular Case tube Decided in the Su
preme Court —About three years since, a rich
old man, by the name of Houghton, of queer
composition, died in the town of Bolton, in
this state, leaving the town $12,000 to be ap
plied to educational purposes, with the proviso,
that nine fnmilics, (named iti the will) should
not partake of any of the advantages arising
from the investment of said money, neither
they, nor their heirs, for one hundred years;
otherwise the money should revert back to his
lawful heirs. Tho town, unxious to secure the
amount thus meanly bequeathed, complied,with
the old man’s terms, and received the sum
through their town treasurer. For two years
the money laid nt interest. At the expiration
of thnt time the principal and interest was
added to one th msand dollar* more, which had
been rais' d by un equal taxation, levied upon the
citizens of the place, and an academy building
was erected, and furnished inbeautiful stylo.
The school commenced, and the children of
the nine families mentioned, were sent, but, ud-
niission was refused them, notwithstanding
their parents iiad pa : d their proportionate part
towads raising the $1,000 extra, to which we
have refered. Here a storm arose. The town
authorities not knowing how to settle the mat-
' tei‘J»etter5 made an effort to compromise w ith
tlie three heirs, and obtain their consent to let
them keep the money, and allow the children
nf the nine familes to enjoy the prvileges of the
school. One of them consented, but the olh-
or two declined, probably in the hope that the
$12,000 would re.ert back to them. The chil
dren of the nine families have not vet been ad
mitted, and their pnronts contend that they
have as much right in the school ns the children
of any other tax prayers. So the caso stands
nt present, and will remain, until decided by n
full bench of the Supreme Court, as soon as tho
matter can be properly brought before such a
tribunal.—Boston Mail.
AUGUSTA, Jan, 30.— Cotton.—Our murkot closed
last evening dull at 12 a 12 : l5- ShIoh of the week
7,189 bales. Tbu quantity of offering is not largo end
consists principally of the middling grades. Tbe re*
ceipts this mouth have been heavy, and tbe stock on
band is estimated at about 10,000 bales more than held
on tbu 1 t iust.

Press of the Northern cities.
The Morning News will be emplmtically a Com
mercial Newspaper, dowoteH to diffusion of useful
information on all subjects of popular interest, and to
tbe advancement of City and State interests, gener
ally ; preserving at all times a strictly neutral and
independent position in regard to Politics and Parties.
Arrangements have been made for giving the paper all
the facilities enjoyed I y the best Daily Papers, and
no pains will be spared to make it satisfactory in all its
departments, and to give it the character of a res
pectable, useful, and reliable Journal.
In view of tbe great advantages which must result
to the citizens and business man from the establishment
of such a paper in Savannah, we feel that we may .ask
and safely count upon a liberal support.
Terms.—The Daily Morning Anns will he issued
und served to subscribers at $4, per annum, payable
half yearly, in advance ; or, j.0 Cents per week, pay
able to the Carriers.

THE YOUTH’S FRIEND.
S OME months since tho undersigned pro
posed to publish a series of pamphlets en
titled Humble Efforts. From a- variety of
causes, their publication was postponed, and
after a considerable delay, acting under the
advice of some of her friends, she has conclud
ed to change her original intention, and issued
monthly journo 1 , of moderate size; quarto form,
entitled the Y'outh’s Friend. It will be what
its name indicates. We are not proposing to
publish a journal of large pretensions, either
as to the size of its pages, or the ability of its
contents. ■ Having long been engaged in teach
ing the young of the gentle sex, we flatter our
self that we know something of their moral
and intellectual wants. Our object is mainly
to aid the young mind in its search niter in
tellectual and moral nutriment, as well in the
paths of sober wisdom, us the more brilliant
paterres of sparkling literature. While aid
ing to find the gems of the latter, we would
from the Book of Nature and Revelation,
draw lessons to charm and decorate it with
the inspiration which alone can give it immortal
bloom.
The Youth’s Friend will be made up of lit
erary and scientific essays and items, moral,
instructive, and pleBsing tales, original and se
lected; beautiful poetry, &c., as well us edi
torials, usual in works of the character pro
posed. We have the promise of contribu
tions from several whose efforts cannot fail to
please ; and so far as our ability and exertions
can make itusefu and attractive, they will be
unremittingly exerted. <
But we need not enlarge. It will Se seen that
our pages are intended principally for tbe young;
still, we trust that lhey willconlain much worthy
of the consideration of those more advanced in
life. While we frankly admit that we should be
gratified with a suitable reward for our labors,
we cannot and mustnot loose sight ol the great
hope of doing good. With becoming modesty
and deference, we submit our frail Literary
Barque to the waves of public opinion, with all
expression of the hope that it may meet a favor
able reception.
We tender our grateful acknowledgments
to the many kind friends who became patron* of
our “Humble Efforts,” and trust that they mav
be pleased with the “ Youth’s Friend.”
It will be issued monthly, in quarto form of eight
pages, at $1 per annum, in advance. As the 1st
number wiilbe forthcoming about the first of
February, we would be greatly obliged to all
those who may wish to receive it, to send in their
