Free Trade in Great Britian.—A late num ber of Blackwood's Mngiuine gives but a gloomy account of the workings of what is called Free Trado in Great Britain. If only one-half is true that is chargod upon the sys tem, it has indeed been a splendid failure. The article is said to ho from the pen of Alison, the historian. The following is an extract from it: “They have extirpated 200,000 cultivators Irelund. They have cut £00,000,000 a year oft' from the renumeration of cultiva tion and the encouragement of the home mar ket to our manufacturers in Great Britain. They lower Rail Road property more than a half. ■ They have destroyed, at least, half of the commercial and trading wealth of the man ufacturing towns. They have made the na* tion dependent in two yeurs for u fourth of its substance on foreign states. They hnve render ed the maintenance of the national indepen dence, if the present system is persisted ip, impossible. They have destroyed £100,000,- 000 worth of property in the West Indies. They have sown the seeds of revolt in Can ada, and rendered its separation nt no distant period from Great Britain, a matter of certain ty. They have repealed the navigation laws, and thereby cut off the right arm of our navul strength." MORNING NEWS. Correspondence of the N. Y. Commercial Advertiser. Canton, Nov. 27, 1849. A Chapter of Items from China. During the past month the subject of special moment, os regards the great commercial inter- cts of the East, has been the total annihilation of Shap-ng-tsal’s piratical fleet, the particulars of which have transpired through the official re port of commander May to the English admiral, in his report, hearing date'Nov. 1st, he says, "Fitty-eight piratical vessels, mounting about l,?00gums, and with crews of 3,000 men, have been totally destroyed by fire, and withodt the loss of one life of the officers and men under my orders." He had under his command the brig Columbine an4 two steamers, the Fury and . l’hlegethon, with a party of men and officers | from H. M. ship Hastings. He found that the pirates had mode fearful desolationi along the coast, plundering and destroying* towns, I murderiqg men r . QMfrying away wotnan, and keeping them till iftoeemod by money, or re serving them for a mare wretched fate, the gratification of their own lusts. It is a matter of regret that Shap-ng-tsui escaped with four : hundred men. The correspondence between [ If. E. Gov. Bonham, of Hong Kong, and Su, [ the imperial commissioner, is a curiosity in its | way. Gov. Bonham alludes to the destruction I of a number pf piratical junks, and expresses his willingness to co-operate with the Chinese authorities in the extermination of the hosts of pirates that infest the Chinese seas. Su, in his u-ual non-committal style, responds, that he too I has been active in the destruction of pirates, ! but proposes no co-operation. In his report to the Imperial Court at Pekin he will undoubt- | edlv take all the glorv to himself. U. S. Ship Dolphin.—On the night of the 20tb, as the sampan attending on theU. S. ship Dolphin was returning about 8 o'clock, from Macao, having an} 1 officer onboard, she was hailed from a large junk and ordered to “come alongside ;" and in a few seconds afkerwurd* was fired at, the shot being well directed fora Chinaman. Tho Dolphin being then witlpn hearing, the officer hailed her, and was answer ed immediately; when the junk put about and ; stood seaward with tho tide, there being no ! wind. Captain Page immediately sent an arm oil boat under an officer in pursuit, with orders to capture the junk. He had not gone far, when she was espied making good head-way with her oars, aided by the tide. After a chase j of about two miles, the officer came up with her, and finding that the men had ceased pul ling and were nt their guns and pikes, with matches lighted, and were attempting to train i their guns (eight in number) on his boat, lie , gave them a round from the carbines. This not being enough to intimidate the Chinamen, | who fired one of their guns, he ordered a se- I'cond round, and then boarded, and found the nets triced up fore and aft. Some resistance j was made even then; but the Dolphin’s men [ getting on deck, the Chinese soon gave in, and J most of them escaped over the stem of the junk. I Two were found dead, ono badly wounded, and [ three unhurt. In about three hours the officer | returned with his prize in tow. As the attack l wa« grade within the waters of Macao, (be- j tween the Typa fort and the city,) tho remain- t l ' Pr °fthe crew and iunk have been delivered I u P_f° r f’altn the authorities of Macao. I , j? re ha-heen no satisfactory adjustment of in re difficulties existing between tho Portuguese I,and (Chinese. Su still retains the head and hand I-ofGov. Amaral. The body, I learn, is kept in l-one of the clmrches at Macao, awaiting burial Ion the delivery of tho head and hand. I fear K this will not he at present, i 1 here is a rumor, how well founded I know not tlmt the Mucao Senate has announced its suability to protect Macao without foreign aid. And that'the French will hold out inducements j <o f ortugal to cede to them their right to the ] peninsula. Since the April affair the friendly relations I .Tf* t ^ le ® n g'i*h and Chinese seem undis- Another Arctic Expedition.—-The Lords of the Admiralty, on obtaining tho sanction of the House of Commons, have lost no time in de ciding on tho plan to he adopted for another expedition to proceed in the direction of Da vis’s Straits, Lancaster Sound, and onward to Melville Inland, in Beurch of Captain Sir .lohn id Franklin, and the officers and crews of tho Erebus and Terror, and nn express messenger was dispatched from the admiralty to Wool wich, with orders to Commurdoie Henry Eden to gat the Acorn, 12, sloop, and Minx, steam vessel, ready for sea at the shortest notice. The messenger was also bearer of dispatches for Captain Sir John Hill, superinendant of the victualling yard, Deptford, to have necessary supplies for the expedition in readiness. Within the few years psfit all the Northern and Eastern cities, as well us most of those Honth and West of us, have hesn sup plied with papers of this description, whose small di mensions ^liable their publishers to issue them nt a price so low as to place them wltliiu the reaeh oi all, and thus td make them the bUstmediuins for the gen eral diffusion of information on all subjects hearing upon the intorSSts of community. By cheapening the Press, all have been participants in its benefits, while the publishers and conductors, by a grenlly increased patronage, hqve been made amply remunerated for their expenditure of capital aod Jsbor, Believing that the growing prosperity of Rnvannob authorizes, aiidtbstlier interests demand the estab lishment of a cheap cummercial aud news medium, wii have determined to publish the Daily Mornhg News as nearly as possible upon the plan of the penny Press of the Northern cities. The Morning News will be-emplistically a Com mercial Newspaper, devotedtu ihe diffusion of useful information on all subjects of popular interest, and tu the advancement of City and mate interests, gener ally; preserving, at all times a strictly neutral and indeiiendent position in regard to Politics sad Parties.
