Now nearly all tlie cotton is compressed before shipment, and as tlie more weight u bhip can carry, tlie lower tlie freij-h , t.ie planter derives the full benefit qf the reduction. Uniformity of package and strength of rope and bagging, are great requisites in its beiiig re duced to the smallest possible compass. Jute rope is 1 ulinusl useless to put oil the bags ugain afror pressing, and the buyer or shipper of the cotton must pay ex tra for new ropes. Thin bagging bursts under pr-v- sure, anil in such cases the bales must be covered | anew. It is in the po wer of Congress, therefore, grearly to benefit the private holders and establish tlie reputation which, as lias been said, the Anglo-Saxons have maintained, as a debt-paying people* The receipts from customs during the last nine months of the fiscal year terminating on the 30th of June next, including those of California, exceed al ready the whole annual estimate of the Secretary of the Treasury. Mr. Meredith estimated the annual revenue from customs at $31,500,000 and it already exceeds $32,000,000.
