There has been some uncertainty about this impor

would depend upon the interpretation to be given it
by the Executive D. parluieiit. A circular ju-t issu

lic :
We have hern inf. rmed that a system of buying
up these claims bus been extensively practised in an
ticipation oi the pun.^age of this law. Very smart
persons have pei'Miaued the unsu-preting soldier
that his claim can only be established with trouble
and exp* n e These persons have magnified the
ddliculties of proving the service of the soldier; and
having bewildered the honest claimunt or the coniid-
ing widow, with imaginary obstacles, have in many
cases obtuin» d a large interest in the claim for ser

Persons interested will however take notice that
no transfer is binding until after the patent tor the
lamisln.il be granted; that all such transfers are con
trary to law and void. They wiJl moreover take
notice—
1. That their military service and discharge will
appear upon the company nnd regimental rolls now
in the Auditor’s office.
2. That those rolls will bo hy order of the Presi
dent pubhtht d und the claimant will find them,
with the forms necessary to establish his rights, in
everv clerk’s office in the United States.
3. That the soldier need only prove his identity—

therefore advise the soldier to wait for a short
t uie until the rolls und forms of proceeding shall be
distributi d. Ho will then go to the clerk’s oftico ot
the county court, and examine the rolls for bis name,
h'- term of service, and date of discharge. Upon
filling up h proper form, which the clerk will turn-
isb, he will obtain, without fee or reward, tho pa

this without the intervention of any agent or specu

should it be inconvenient to the claimant to locate
the land iu person, he may tram mit bin warrant to
the commissioner of the general land office, whose
duty it is to cause to be located, free of expense, “any
warrant which the holder may transmit to the gen
eral laud office for that purpose, in such State und
land district as the said holder or warrantee may
designate, and upon good farming laud, so far as the
same can be ascertained.’’
The official circular concludes as follows :
In conclusion, I desire to say. that great care will
be used to guard against undue preferences of one
class of applicants over others. With this view, at
the proper time, a sufficient number of clerks will
he employed to isxue the certificates with the 1 ast
possible delay, so that all rnny have an equal chance
