condition when 1 gained the aurfuce. As soon as I
hail clearod my Blotnach and lUaga of water, 1 looketl
around to see where the Steamer was, which hod
floated Inr to the southeast. About a hundred yards
to the south-west i observed several things afloat
towards which I started and for the first fifteen min
utes hail nothing to support myself with. 1 then found
a hoard about three f»ut long and two wide on which
I rested for a moment, nuJ took the first long breath.
During all this time, the cries of those who were
trying to sustain themselves were most heart-rending,
utiJ loud above nil the others was clearly distinguish
ed thnt ol a lfeuiale, I tried to throw oif my contand
boots, but finding it impossible, turned out of my
cour.e to try to render aid to tho lady. When neur
enough to see her, 1 called out to her to take courage,
ti lling iter that 1 would soon he whither ; also not to
spenuhrr strength hy callinglbr help, hut to hold
firm to her plunk, since site would soon bo saved.
Blio eplied that her strength Was almost gone, nnd
tliut unless she was soon saved it would be too late.
At the same time, a man, a few yards front her, roll
ed oft'his plank, but whether be was previously dead
or not could not be ascertained; ho noitherstruggled
nor gave a sound, but immediately disappeared.
Tlie sea rolled so heavily, l could scarcely swim
against it, and it was ut this tithe that some one of
tlie floating planks or timbers sirurk against my side
and arm, and threw mo under water. Recovering
myself, however, I turned to look nt tho lady, who
was then being carried on the tup of a high wave, nnd
holding firmly to her plunk; Broiled with her and
she went under. But hy an almost superhuman effort,
she recovered her position on the plank again, and
commenced calling for aid. She soon lost Iter hold
again and went down, but rising asked mo to help
her, as she should soon go down, arid when almost
near enough to reach her plank, she gradually relax,
ed her hold, and with one long gurgling cry disappear
forever.
For the first time, I felt desolate ami disheartened,
fearing h st the steamer was gtiing to leave us, amt
looked towards the land, but nouo could be seen.
Another man, soon after, went down near me, cry
ing for help and mercy, and 1 begun to think my last
hour wn* at bund. Suffice it to say, that after being
in the water fur mure thou tilt ee quarters of tut hour,
he was rescued by the steumer's boats, yet, sad to re
late, only nine were left to tell tho mournful tale,
twenty-four having gone to their final account. Ol
these, one was the child pftlit- above mentioned lady,
which the steward with praiseworthy humanity, car
ried through tlie waves, swimming with one hand, till
no signs of lilt- appealing, he left it. The steward
was picked up in an exhausted state.
The Captain wus drawn under water by some one
who seized him hy the hand, and who came near
drowning him. Almost immediately after this he
was seized again hy tho breast, and in disengaging
himselt had tu tear oft' his clothes. Al ter recovering
himself, however, he swam away lor the steamer,
and finding a plank, managed to save himself. The
rest of the crew, and tiie remaining passengers, met
with no particular Incidents. All being roused front
their sleep, no one had time to save anything, and
many passengers never got out of the cabin.
In the midst of all Ibis grntiude, only one cause of
uneasiness nets ns a drawback, nnd that is the long
deffiy ot the steamer’s boats in coming to our rescue.
\V hy we were forty minutes in the water is a ques-
thm which I would not like topress for an answer.—
Three went down who struggled more than half an
hour. Yet let a veil be thrown over the whole; all
was so ordered by the will of Him who alike ruleth
the armies of heaven and the children of men.

Wo anticipate that after the Docks are finally finished
and tho other improvements completed, the Peninsu.
Inr and Oriental steam Packet will start hence instead
of threadning the difficult nnd distant waters of
Southampton, and no doubt merchants trailing to In
dia, will make this the port ol debarkation and em
barkation—especially tor mail bugs and passengers,
and if for the above, why not for tho Americuti mail
Packets?
The distance from Dnvonport to New Yorkis 3012-
from Bristol 3127, nnd from Liverpool 3250 mil,A
making a difference of 3 days with sailing vessels, and
oftentimes longer, from tlie funnel like form of the
Irish and Bristol Channel, and the strong tidal cur
rents acting against the wind, give rise to a short and
heuvy sea, more calculated to delay tho voyage nnd
endanger the ship and cargo than the more moun
tainous roll of tlie At'untic. Added to these diaadvan"
tapes. Bristol is a tidal port, nnd Liverpool a bar-liar
bnr.
The following is nn estimate of the cxpence atten
dant on unloading, and loudiug a West India ship of
500 tons burl lieu at Bristol.

The only compulsory dues payable on enter ng
this harbor, are the charges for Channel Light Hous 0 s,
for Pilotage in and out of port, nnd the small charge of
one shilling to tho corporation of Saltark; amounting
altogether to about £10, on a ship of the same class
as that chargeable with £273 at 111 istol. If the same
excessive dues were levied by the proprietors of the
Great Western Docks, as by those at Bristol,still a snv-
■ing of £107 would be ellecte J,on the charges attend
ing tlie unloading nnd loading of a ship of the above
description—a sum sufficiently largo to distribute tlie
cargo by Railroad over the West of England.

In both these estimates the experts are calculated
at one third the tonnage of tho full cargo, which 13
the actual-proportion that the exports to tho West
Indies bear to the imports.
1 am afraid I hnve gone too far in this letter in de
tail, as statistics are usually of a dry nature, and the
apology I have to oiler for it is (he importance of the
subject. In my next I will resume tho matter with
other details.
1 have not much to communicate respecting Con-
tineutlnl or English matters. Louis Napoleon it ap
pears is taking great pains to obtain popularity tra
velling through France, nnd distributing monies on
every occasion. A grand gala and fete with the nu
val squadron has lately taken place nt Cherbourg in
honor of hint. There is now no question of his be
ing again intended us tlie President of tlie Republic
by a very largo section of the population. Tlie Legit
imists and OrlcuuUta will concentrate their strength
and set aside differences in order to counteract the
strong, determined, and undisguised movements of
the Red Republicans. An emute is expected at or
before tlie term of ltis Presidency—strong mid harsh
measures are put iu force; the law tor altering tile
Franchise has iu some instances, reduced the num
her fully two thirds. The censorship of the press
never was more rigid. An amusing story is told of a
female newsvendor representing herself indent, but
on examination was found to have concealed a quan
tity of newspapers of a prohibited,journal upder her

press have been debating on the English and un-Eng

sider that if tlie whole "concentrated wisdom” of
our parliament had been taxed to award his deserts,
they could not have ddvHud a more suituble punish
ment, showing him the utter detestation in which
he is held in Englund, without taking his life, although
