From Havana.
The New Orlean Picayune has a letter from Ha
vana dated 18th inst. The writer gives a sad account
of political affairs in the Island. It seems that Hie
authorities have not yet recovered from the fright
given them by Lofez last spring, and that their
minds are constantly filled with horrid apprehensions
of surprises from tho Yankees. The city of Havana
is said to be a perfect Bedlam ot rumor. The lottcr

Meanwhile all business is stopped, money hides its
head, and sellers of real estate ure one thousand to
one to the buyers. Ido not exaggerate when .1 say
the state of the Island, both political and economical,
is snd in the extreme. These continued alarms are
very nenrly as bad as an open civil wnr could bp. The
Government lias taken every precaution, and the
fleet are at sea, and the army ready to start at a mo
ment’s warning. Some ten duys since the rumor
run that a general massacre of Creoles was to take
place on a certain night. Everything was in an up
roar, information was conveyed to the Government,
arms were purchased on every side—patrols were
established through the streets—the houses were
closed at an early hour—men gathered in knots,
armed with most ferocious looking knives, and the
night wore on in peace Bnd quietness. It was proba
bly the Work of some malicious Malagrida who, for
thirty-six hours, kept, tile city in a ferment.
In Matonzas something of the same kind was got
up on the same day, which brought ubout a far more
mournful result. As the story runs, certain old $pan-
iards, desirous to revenge the spite exhibited nguinst
them, employed a fellow to spread the report thut
he had arms for sale. No sooner Was this known
than several Creoles, in their eagerness to get hold
of anything in shape of weapon, applied to him. He
gave them to understand that he had them secreted
upon the bank of the river, and that it would be
necessary to go at night nnd in a launch in order to
avoid observation. The bait took, and the time was
named. Four young men started up the river. In
the meantime information, probably of an exaggera
ted character, ivan given to the Goven.or, new in his
office, und unfortunately for all, a picket of soldiers
Incitizen's dress was placed in ambush to receive
them. When the launch touched the bank the young
men leaped out, and the soldiers set upon them.
In the iray one soldier was killed and two badly
wounded. Three of the young men were taken, one
ot them with four bnyonet wounds and a musket ball
in his body—the fourth escaped. In Alatanzas sever
al arrests were made immediately, among them two
of the richest nnd most respected citizens—Messrs.
Garcia and Hernandez Morejon. As soon as infor
mation was conveyed to tho Captain General he per-
eeived the mistake that had been committed in dis
guising the troops and turning them into apparent
robbers, and ordered the examination to be immedi
ately finished. No proofs were to be had, and conse
quently the prisoners have all been put at liberty, ex
cept the wounded man, who lies in the hospital in a
very dangerous state.
Much scenes as these need no comment, and our-
only reason for chronicling them is to give a picture
of the exasperation that exists betweeii the Spaa
iards and the Cubans.
Turkish Slave Market. Mr. Brown, the Amei •
lean Dragoman at Constantinople, who is now accom.
panying the Turkish Envoy through the United
States, says that the female Circassian slave markets
continue in full blast at Constantinople. Mr B., af
firms that tho prices range from $600 to $10,000, ac
cording to their ngb and personal*charms, and that
the slaves are sold in what is called the Circassian
quarter of the city.

ance, was 60 years of age on the Ilth inst.
E3P" The Pittsburg Journal says that Mr. C-
Evans, of that city, has invented and constructed a
nent nppnratus for ascertaining at all times the pres
sure of steam in steamboats and all other boilerB. It
has l)een submitted to some practical engineers, and
pronounced the best machine for the purpose hither
to devised. Its great merit is that it is not at all lia
ble to be broken or damaged. Neither mercury nor
glass is used.

be made to connect Canada and Great Britain by a
line of steamships ol great power and tonnage. The
ships will be propelled by the screw, nnd wiU be as
applicable for the conveyance of emigrants as o*
merchandise.
The Spanish /Kronnut, J. Montemnjor, has
been making some experiments in serial navigation,
which have met with entire success. Mr. Montcina-
jor intends passing over the Pyrenees in his monster
balloon, the Hole ; he will cross over France, nnd
will afterwards go to London, lo receive from the
English government the prize offered to the man
who shall discover the means of i.avigating tho air,
in spite of contrary atmospheric currents.
Cotton in Liberia.—President Roberts of the
Republ c of Liberia in a letter dated Monrovia, July
19lh, writes as follows respecting the culture of tho
cotton plant on the West coast of Africa:
“It is satisfactory to state that Mr. Shaw, who has
the management ol an expedition fitted up by several
eminent mercantile and manufacturing firms in Eng
land for tile purpose of testing, by practical experi
ments, the possibility of obtaining a supply o( cotton
from the West const of Africa, is here, and has com
menced operations under very encouraging pros
pects. There is but little doubt that cotton of good
quality can be produced in Liberia, and 1 am exceed
ingly gratified at the opportunity now afforded to
settle the question, and to encourage our citizens to
renewed exertion.”
Tebrible Accident. A letter from Vienna, dated
Sept. 27, contains the following :
A terrible accident occurred on Saturday night
last, in a small village culled Weiss, not far from
Grez, whereby a great mimy lives were lost. The
village in question, which is called "Our Saviour on
the Medow,” is a favorite ! pl«ce of pilgrimage nt this
time of the year, and was more than ordinarily full
on the day in question. The weary pilgrims had all
retired to rest, and were sound a sleep, when sud
denly a fire broke out beneath a bay loft, in which
were a couple of hundred persons at the time. More
than half of them are said to have perished in the
flumes, which speedily communicated to the adjoin
ing houses, nnd a high wind blowing at the time, half
the village was burnt down, and many more per
sons perisiied. The exact number is notyet known.

Gen. Riley nnd Commodore Jones both declare, in
the columns of the Republic this morning, that they
never received any instructions from Gen. Taylor or
his Cabinet to influence the people of California

on their own predilections.

the title of “ Suggestions to Missionaries," a very
strange project, which consists in arranging the dis
tribution of small publications of the Bible Society,
nnd other religious tracts over the whole surface of
China, by means gif balloons. Upon a calculation
made of the weight of the ti'tbls, each balloon could
carry two thousand, which might be allowed to fall,
one hy one, and at short intervals. Thus, the word
of God would faH literally like a refreshing shower
over the incredulous “ Flowe ry Land." If after
that, the Chinese should still remain PnganB, it would
be their own fault.
