ItThe Texas Nounment describes a stinging rm which has been noticed within a few weeks in vicinity of Black Juck Springs. It is Sluggish, a great many feet, and looks like a little bunch cotton. Our liters think tbut Alma nac makei is u grent man." The U, S. Steamer Saranac. The Washington Republic furnishes a statement of the cost ot the U. S. steamer Saranac. The cost of the hull, equip ments and furniture was $182,068 67; engines, boilers, Sic., $205,399 38; armament and gunner’s stores. $15,737 63. Total, $401,105 69. The vessel is built of live oak, nnd copper fastened entirely, no tree nails being used. The boilets are of copper. Ths Women's Rights Convention, agreeably to previous notice, met at Worcester, Mass., on Wed nesday forenoon. The professed purposes of the getters up of the Convention nre to effect some im portant changes in the laws in relation to the rights of women in respect to property and labor, and also to establish a better system of female education than exists at present. They also claim for the women the right to vote at elections, und to hold public of fice generally. The following officers were appoint ed:—President, Paulina YV. Davis, Vice Presidents, YVm H. Clianning, of New York, and Sarah Tyne- dule, ofPennsylvania; Secretaries, Hannah M. Dar lington, of Pennsylvania, and Joseph C. Hathaway, of New York. The Convention was addressed by Mrs Lucretia Mott, the celebrated Quakeress and aboli tionist, of Pennsylvania, and others. A correspond ent of the Boston Mail says :— At 10 o’clock, the hour for the meeting, there were exactly 31 individuals present—principally the fairer portion of creation, but about two hundred came iu before the organization—but wemust qualify our statement by expressing tile belief that we have used the word fairer in its most limited sense. A committee on Lusiness was appointed ; also one on rolls and finance. Frederic Doughlass was one a- “long the first lot. Free Soil in the Senate. The Legislature of Vermont lias elected Mr. Foot, a Free Soiler, to suc ceed Mr. Phelps (Whig) In the Senate of the United States. In the Ohio Legislature the Free Soilers hold the balance oi power, and an individual of that creed will doubtless be elected to the seat in the Senate now occupied by Mr. Ewing. Awful Disclosure*! and Subordination of Perjury. On Saturday last some very alarming disclosures took place in reference to a concocted plan about to be carried into effect by firing n manufactory shun ted up town, on which was uu insurance effected to the amount of $45,009; but, in fact, the stock on the premises would not amount to much over $3,000. The owner of the premises has heretofore borne an unexceptionable character, which gives the case con siderable more importance. It seems that, ns far as we were able to ascertain, the proprietor of the lRCtory, after effecting the in surance, proposed to a certain man the plan of firing the premises, for which lie was to huve $1000, to swear,after tile property was burned, that ihj uniLunt as represent! d on tile policy of insurance, was cor rect. However, it was necessary to have a second witness, corroborative of the same tacts, und for that purpose oriD order to ..obtain u witness suitable to their wishes, a bill ot goods was purcaased at a store iu Maiden lane, and the clerk, on culling up for the payment of said bill, was exhibited the premises, nnd finally the proposition was submitted to him, telling him that in tbe event of n fire, he would be wanted to swear that, on that duy, he saw some 800 barrels of valuable material, amounting to over and above tbe amount otinsurauce: for which service he was to receive $2000. “YVrll, but," said, the clerk, “there appears to be a number of families residing all around, and fives may lie lost when this inflammable stuff is in flames." “No matter for that," saiu tbe proprietor; so much the better. Suppose thirty or forty lives are lost; why, the public sympathy will be so great tliut they will lose all sight of the motive of the fire." These last cool, calculating remarks, appeared to absolutely chill the clerk's veins with horror, nnd after u short period of conversation on the matter, the clerk left, remarking that he would think of the proposition, nnd let him know. He did think of the infamous de sign, but instead of entering into the wicked compact, ha at once laid the whole facts before the Insurance Company, who, we understand, are now investiga ting the w hole matter. The evidence iu the case has been placed before one of our energetic magistrates and should the testimony make out a case ot felony ■iomlng within the meaning of the statute law, a war rant will certainly he i-sueil for tbe arrest of the guil ty parties.—(Veto York Herald. Fauatin the First, that living reproach to roy- alty and humanity, having rested awhile from his en croachments upon the rights, the lives, and property of his neighbors, the Dominicans, at the other end of the island, is again about to resume offensive ope rations ; having re-stocked and replenished his com- lnissuriat, and increased his forces, both oti land and sea, as the latest advices assure us. The armistice between the Dominicans and the Emperor, it seems, was formally terminated on the 30th ult., but, accor ding to one of its provisions, a months notice is to he given before the commencement of actual hostili ties ; so that both parties will have plenty of time to bring into the field a force sufficiently large to carry on a murderous and cruel war, as all wars are in which the negro is a principal. The "Empero." we are also informed, is fitting out an expedition of two large square-rigged vessels and a propeller against the windward islands. Borne time before, three influential white inhabi tant of St. Jercmiehad been beheaded, as is said, tor talking too freely about politics. A beautiful ex 'amplification, indeed, of the capacity of the blacks for self-government I But the matters to which we wish particularly to refer, in this connexion, are the greitr emhatriissments, inconvenience, and losses which our merchants there nre likely to suffer in this quarrel. YVe have hitherto witnessed the readiness of “ His Majesty" to impos > upon our citizens doing business in his dominions the most unjustifiable and unheard of restrictions, and it is not Ht all unlikely that the necessities created by the coming war wil I be used ns a pretext for further impositions in that way. SorneAtner- icHii seamen linvitig been reported to he in captivity among the Arabians, Commander Powell recently received instructions to go to Portandio and ransom them, $1,000 it Was said liavingbeen demanded for them by these pirates. Commander Powell reached Portnndic on the 25th of July lust, and despatched a party under acting Lieut. J. Higgins to open commu nication with the Arabs, but all their inquiries were fruitless. A note addressed to the chief was left in the care of a few fishermen found on the const, tc the effect that a ship of war bad been sent according to his request; that tlie ransom hail been paid to Mr. Lloyd, which the chief could obtain when the men were produced; that Senegal was close by—to take them,there; aud the certificate that they were in Chris tian hands in Senegal would be sufficient. Comman der Powell believes that the story ot the captivity has no foundation. Baltimore, Oct. 24.
