THE MORNING NEWS. Pennsylvania State Finances.—A statement of the receipts and expenditures of Pennsylvania State G.iveri-ment, for the fiscal year closing on the 30th November, exhibits the resources of that great commonwealth in a most favorable light. The actu al receipts of the year reach the large sum of 64, 438,131 51, and, after meeting all expenses, there is in the Treasury the handsome available balance of $754,359 51. As much of the surplus goes into the ainki g fund, they have an encouraging prospect for the gradual but certain extinguishment of the State debt. The days of Pennsylvania repudiation are passed. Her etocka are now in demand in England. Sidney Smith should have lived to see her financial affairs on their preaei t footing. The Emperor Alexander had muoy clover traits of character; and the following incident, taken from the writings ot Duma-', is illustrative of one: At another time when traversing Little Russia, while the horses were changing at a certain station, the Emperor expressed his determination to travel on foot for a few miles, ordering the people not to hasten their arrangements, but to let him walk for- wind. Alone, with no mark of distinction, dressedln a military great-coat, that gave no clue to the rank of the wearer, the emperor traversed the town with, ut attracting attention, till he arrived at two roads, and found himself obliged to inquire his way of an indi vidual who was sitting before the door of the last house, smoking a pipe. Toe personage, like the em peror, wore a mi itary great coat, anti by Ilia pom- pou. air, seemed to entertain no Bmall opinion of his own consequence. “ My friend, can you tell me which of these roads will In ing me to —— *” askod the emperor. Tile man ot the pipe scan ed him trom head to toot, apparently surprised at the presumption of a pedestrian, io speaking to such a dignitary as himself and between two puffs of smoke, he growled out very disdainfully the ungracious reply “The right." ‘•’I hank you, sir," said the einperur, raising Ins hat with the respect the uncivil persunnge seemed by his manner to command. "Will you permit me to usk unutlier question 1” “ Wha: do you want to know 1” “ Yourrank in the army, If you please *” “Guess," returned ho of the pipe. “ Lieutenant, perhaps." “ Go higher." “ Capte.m t" rejoined thp emperor. “ Much higherand the smoker gave a consequent tiousputf. •• Mujur, 1 presume." “ Go on,” replied t e officer. “ Lieutenant Colonel t” “Yes, you have guessed it at last, but you have taken seme trouble to discover my rank.” The low bow of the emperor made the man with the pipe conclude he was speaking to an Inferior, so without much ceremony, he said, "Fray who are you* fort conclude you are in tho army." “ Guess," replied the emperor, much amused with the adventure. “ Lieutenant!" “ Go on," “ Captain!" “ Much higher." “ Major * ’ “ Y’ou must still goon.” “ Lieutenant Colonel *” “ You have not yet arrived at my rank in the army." The officer took his pipe out of his mouth.— Colonel, I presume.’ ’ You have not yet reached my grade." The officer assumed a more rtuMtelful attitude.— Your Excellency ia then Lieute^St General?” “ You are getting nearer tbemaik." The puzzled lie tenant-colonel kept his helmet in his hand, and looked stupio and alarmed. “ Thou it appears to me that your Highness is Field Marshal ?" “ Make another attempt, and perhaps you will dis cover my real position." “His Imperial Majesty!" exclaimed the officer, trembling with apprehension, and dropping the pipe upon the ground, which was broken into 30 pieces. •• The same, und at your service,” replied the em peror, laughing. The poor lieutenant-colonel dropped upon his knees, uttering the words in a pitiful tune, ‘Ah I sire, p-jdon me." Publication Offico No. 115 Bay-Streot, near the Custom House.
