The Now Y’ork Tribune, commenting .upon

We presumo that wu may venture, without
subjecting ourself to tho charge of hoingn “ dis-

similar invitation to our Southern readers. It
should bo borne in mind, that the paper in whicli
these incondiary sentiments arc uttered is a lend
ing political journal, second in circulation und
influence to few other papers in tho Free States.
Our extracts from the Tribune, arc impor
tant in another point of view. They prove that
there are ubolitionists at tiro North, hcsidcB tire

publican “put iris fingor" a short time sinco. It
will he remembered that, that “ono nliolition

Thus, it scoins that there arc at least two abo

other upon whom the hangman should put liis
hands.
A Habeas Carpus Case.
A cave wae yesterday ovening, decided by the
Inferior Court of this county, which involves
in it, a very important question, ns to tho re
clamation of fugitives from justice, who tuuy
coma into this State from other States of the
Union. It appears, that on Sunday Inst, a con
stable of Savannah, arrested E,r. Wm. J. Tobin,
of South Carolina, having mndo all afliduvit,
founded upon a telegraphic dispatch, and a
private letter—that this Tobin was concerned
in a murder, nlledgod to have been committed in
June last, in Bamwoll, S. C.
Tobin was yesterday brought before the In
ferior Court, by petition, under tho States' Writ
of Habeas Corpus, that cause might he shown
why ho was detained of his liberty. Mr. Millen
opened the case. Argument was then hourd
from Henry Williams, Esq., to refuse tho mo
tion to discharge the prisoner, which was resist
ed by a very learned argument from tho Hon.
Robert M. Charlton, aa to the constitutional
requiroreentaof a cose like this. He showed
clearly, that tho precise mode under which the
provisiouof the constitution must bo cxecutod,
was not adopted, and that by no othor procedure
could an American citizen be deprived of his
liberty. F. S. Bartow, Esq., closed on behalf
of the prisoner, with an eloquent und powerful
exposition of the whole case. Tho motjon was
granted, and an order was taken for tho die-
s' “goof Mr.Tobin. *
New Priming for FlrcnriiiH.
It would seem by a statement in the National
Intelligencer, that the use of pureussion caps
for firearms, is about to be superoedod by a new
and for more efficient priming, which is reported
ns being safer than the cap, easily understood,
and managed with entire symplicily and ease, by
the most untutored; and when once applied to
the gun, lasts, without the necessity of being
touched by the hand, for the duration of the
longest battle. This new invention has boon
tested for four months, in practical field aervico
by tho U. 8. Troops, in Texas, and the result
was highly satisfactory, bo much so, that tho
Board of Examination, consisting of distinguish,
ed officers of the army and navy, reported in
favor of the purchase of the patent-right for the
use of the government, which was done. The
invention is said to bo extremoly simple; it
changes neither the model, weight, nor action of
the gun, and it applicable to any kind of lire
arms. The very slight increased cost of the
arm, apon this system, is so inconsiderable as to
be covered by the saving on fivo hundred pri
men, these costing less than 1 quarter as much
caps. By this invention, the gun is made to
prime itself, and the increase in rapidity of firing
is reported to be from twenty-five to thirty per
nt, ordinarily, and under some circumstances
|hich embarrass the soldier, tho increase would
Borne hundreds per cent. This invention
, in sorerel instances, been applied to sport
ing guns, and has met an unanimous approval
from those sportsmen who hare used it.

Reported Proposals of Sale to the United

given—amongst others, all iminenso sum to tho

inurkiible bonus is the allotment of hull the
purchase money tn the English holders of Span
ish bunds.
It is said tlmt laird I’almorstmi dislikes these
terms.—Creilat Jitthcits.
We do not know how far the lute explosion in
Culm und Now York will efi'ect this uegotiatiiiu;
but, according to our authority, it will inukc no
difference, General Lopez, tho English bond
holders, und other influential nurtics, having
bocn engaged in Iho negotiation before tho unto
ward event, recounted elsewhere, occurred at
Havana.
Tho Now York Herald thus remarks:
There limy be something ill this report of the
Loudon Loader. Spuin wants money. Her hold
upun Cuba, whatever ullintieCB and treaties may
require, is, at best, but precarious and insecure.
Whatever limy bo tho fact, it is highly probable
that the Into events in Culm will give rise, in the

that the question will be carried into'the Presi
dential canvass ; und the examples of Florida,
Louisiana, and Texus, tiro still Ircsli among our
historical recollections. There can ho no doubt
tho result, if tho decision of tho question is
turned over to the American people.

Commerce did not obtain such a valuable site,

was given only for the purpose of a church.

New York, Sept. 20,1851.
The execution of Stooky took plnce yester
day afternoon, in the City Prison ; he appeared
ha quite resigned—all his rowdyism had dis
appeared, and he stood on tin- scaffold evidently
bowed down with tho contemplation of his lute,
yol with unflinching clicck and firm nerves-
His companion, that was to he, Carnal, was not
executed, for, strange to say, a Judgo of the Su
premo Court intorfered at Iho lost moment, and
granted u stay of proceedings; thus directly in
terfering with thu province of tho Governor, and
rendering his doath-wurraut a nullity. No little
surprise lias been felt and expressed in all quar
ters ut tho unprecedented proceeding, and some
indignation was expressed at the Prison yester
day, and threats were tnado that the murderer
should not escape. Why so much exertion to
save this murderer should be made, may appear
slruugc; but itis whispered, that since his trial
logacy has been left to him, and consequently
the interest in his fate has increased, particularly
in the heart of his counsel; or, perhaps, I should
say—his pocket.
Tho New York Episcopal Convention will
meet in this city, on Wednesday next, when tiie
subject of appointing un Ar-sistnnt llishop of the
Diocese, during tho suspension of Ondordouk
will ha again discussed. The Rev. Mr. Creigh
ton, Drs. Wniuwright, and Limbing, are men
tioned ns tho cuudidates. It will be strongly
opposed, of course, and no doubt defeated. The
friends of Onderdonk will again rally and seek
his restoration, und it is whispered, that the
hearts of his enemies arc softening.
Tho Fair of the American Institute opens
Custle Garden on the let October. Goods will
bo received on the 27th, 29tli and 30tli. Some
improvemeuta will bo tnado this year, 1 under
stand, and the exhibition is expected to excel
any previous one. T* vast saloon of Castle
Garden is admirably adapted to display the ar
ticles, aud tho general cffoct nt night when the
place is brilliantly lighted, is remarkably strik
ing.
We have rumors of failures daily, but mauy
are not true. .Some largo houses, however, are
said to bo ill a ticklish situation, and confidence
somewhut shaken. For my part, I believe such
rumors are circulated by interested parties, for
particular motive; for many men are sufficiently
unprincipled to ruin others, for their own person
al aggrandizement. How such affairs tuay be
turned to account, is well understood in Wall
street—the seat of the mouay changers, which
may well bo termed a den of thieves.
An explosion of Diamond Reef took place
Thursday, with.success, judging from the appa
rent effect. The reports were vety loud, and the
water was thrown over a hundred feet in the air.
Whether or not, the channel boa been deepened
any, I um not aware. It soems that the expense
of these operations is borne, not by Government,
but by a few of our merchants— Grinnell, Min
ium, Cottiaett, Ac. The former gave $5,000.
Some $15,000 more are wanted to complete the
removal of Pot Rock, Way’s Reef, Diamond
.Reef, &c., and it is but fair, I think, that Gov
ernment should help the affair by a donation,
It appears that Commodore Stevens only got

did not make any thing by the sale. I am glad
