of Manchester healthy. The uneasiness through

A New Guarantee of Cuba to Spain.
Tho National Intelligencer gives tho follow
ing us an ovtract of a letter from a gentleman in
New York, whose correspondence in England i3

sources, lie suys:

ty ofCuba. The conditions me that Cuba shall
have a Local Legislature—a Representative in

Health of Mr. Clay.—Wo regrot to leurn
from tho New-York Mirror, that the health of
Mr. Clay is in such a feeble stute, that it is ex
tremely doubtful if he will ever again be uhlo to

Governor Johnston, who in his lettors to tho
Philadelphia Committee was so prompt iu vindi
cating his Abolition friends of Lancaster county,
from the charge of treasonable insubordination
to tho laws, and who complimented tho voters of
Christiana as a law abiding and law loving peo
ple, has recently been treated to n little mob law

I With these representatives of the sovereignty of
Georgia, I have a lively recollection of “the ag
gressive spirit of Representatives of non-slave
holding States," with which “we have long com
batted,"and feel with them, that the sources of
this turbid stream lie beyond the Halls of Con
gress—that “they aro tn'lie found in the midst of
their several constituencies”—I agree with them
tliut the meeting of the Convention afforded n fit
occasion “for the sovereign people of Georgia to
commune w ith the sovereign people of those
States,'' to remonstrate calmly and frankly with
them, and “to reenll them to a sense id duly as

that “brighter hours will come.” If these opin
ions and these feclingB make me a Constitution

But if beyond this, I am required to sny what
tho Convention have not said—to affirm what
they have expressly contradicted—if, in the face
of the long continued manifestations of an ag
gressive spirit on the part of tho non-sluvchold-
ing States, which the Convention denounced in
the langungo of calm, yet manly remonstance, it
is exacted Irani me to sav that Gcorgin tins sus
tained no wrong—if, while they declare, that
there is in tho Compromise such “matter fur ob
jection,” that they cannot “wholly npprovc it,” I
am required to Suy, not oulv that there is in it no
matter fur objection, and tint I wholly approve
it, but ulso that it is fair, just, niid equitable—a
source of triumph and grntulntion to the people
of Georgia—then I have to say non litre in ftr-
dera—1 cannot enter into these bonds. I will
not make war upon the Convention. This is
neither their language nor spirit It is in direct
conflict with nil they have said or done. 1 can
not “swallow mv own words,”—I cannot unsay,
to propitiate the favor of n party, what, under the
obligations of my oath, I have’said in maintain

Consul Owen’s Defence.
The following letter from Consul Owen ap
pears in tho Washington Republic. A more
miserable attempt to vindicate his conduct could
not bo imagined. Wo aro only surprised lie
should publish such a statement. It needs iio

To tho Editor of tho Republic—
Sir:—Iu your weekly issue of the 28th ult.,
you do me the justice to object to my condemna
tion without u hearing, and to suy that I am
probably able to oxplnin, to tho satisfaction of
my countrymen, my omission to act relative to
tho execution of the prisoners who were shot
on the 16th ult.
1 do not doubt tliut I slinll sntisfy every im
partial mind tliut I am undeserving censure, and
that 1 had no opportunity of doing anything in
behalf of tho unlortunuto men who mot so sod a
fate.
I reside uhout lour miles from this plnco, nnd,
not being well on tho morning of tho 16th, did not
reach my office until some time after ton o’clock,
when, for the first time, I hcunl of tho capture of
about fifty of the men who hud oomo with Lo
pez to the Island in the steamer 1’ntnpcro. I at
the same time heurd that the prisoners had boon
tried, found guilty, condemned, ordered to he ex
ecuted, tho order for their execution sent for
ward. and that they were about being removed
from tho harbor, where tltcv wore, to the place ol
execution.
Shortly ufierwnrds, the American residing
here, who, it is Biiid, culled on me, came nnd
mentioned tho subject to me, when I suid to him
that it wus too lute; that I could do nothing—
that I should not have time to get permission
and see tho prisoners. Of this 1 felt perfectly
satisfied at tho time, and I have since been con
firmed in this opinion by the highest authority on
tho Island, who informed me that the execution,
which had already been ordered before I reached
thu city, would not linvo been postponed for me
to linvo nn interview with tin- prisoners, inas
much as all 1 could have asked to be permitted
to do had ulrendy been done bv u gcntlomuii
known to somo of the prisoners,' and for whom
they hud sent.
Soon after the American i.f rred to left mv
office, I received the information that a gentle
man known to some of tho prisoners had been
sent lor by them, and to him they had delivered
tho articles und messages tliev' desired to bo
conveyed to their friends. It w as but a short
time afterwords that I sent to the palace ol the

night, u most villainous attuck was made upon
them after leaving the cars, by a party ,',vr-
dies at Mount Carbon. A pistol was dischaig-
od, whether at the Governor or not is unknown,
but fortunately without taking effect upon any
oue. Clubs and atones then followed, striking
several persons nnd injuring them considerably.
I he attack was made at a late hour on Monday
night. Four persona were arrested and brought
boforo Esquire Reed, on Tuesday afternoon, but
no oue appearing to prove their identity with the
rioten, thoy were discharged. Two persons
knocked down with stones or clubs thrown ut
the party, were walking close beside the Gov-
ernor.

A Renegade Archbishop.—The Archbishop
if Milan, Romilli, who, during the triumph of the
Milanese revolution, blessed the Italiau flags
and preached a crusade against Austria, litis
same archbishop, in one of the circulars address
ed to all the clergy in his diocese, forbids them
to give absolution to Catholics who como to con
fess, if they refuse todenouuce to the police the
enamies of tho Government.

Mr. Berrien’s Address to the People of
Georgia.
We received on Saturday morning au extra
from the office of the Athens Herald, containing
a copy of SenatorBERRiKN’s address. It would
occupy a large portion of our columns, and as it
has already been extensively published by those
presses which were furnished with advance
copies of the original, we do not deem it neces
sary to reprint it in extenso. It will be read
with thoughtful consideration by every true
Southern man, and will doubtlessly exert a
powerful influence upon all whose mere partizan _ _

ence to the present attitude of our political rela

The Great Earthquake iu Naplci
Over Ttvo Thousand Lives Lost—Cities
Destroyed and Damaged.—Tho Washington
Republic publishes a letter from the Hon. E.
Joy Morris, tho American Minister to Naples,
giving a minute ucconnt of the tcrriblo earth
quake which occurred ill tho western portion of
tho kingdom of Naples, on tho 14th of July, by
which somo 2,500 lives wore lost, und Bcveral
towns either totally prostrated or greatly datnog-
cd. Mr. Morris says that previous to the shock
a small stream tliut rims ucar the cityofMelfi
suddenly disuppoared, and adds :
At the first shock, Melli, which contains ton
thousand inhabitants, was prostrated in the dust,
nothing but u fow crumbling wall-, surviving the
general ruin. An unknown number of its inhab
itants wore buried under tile falling mass of fa
brics. Up to tho present niomentsevcu hundred
dead bodies have been disinterred, aud many
others arc c onstantly being found. More tliuii
two hundred persons lie ill an adjacent hospital,
suffering under grievous wouuds, whilo many
have been dug out alivn from tho ruins. Amongst
others, a female infant, u year old, alter lying
buried for two days, wus brought out living anti
unharmed, and restored to its afflicted mother,
widowed by tho samo calamity.
The shocks and rumbling o'f (lie curtli still oc
casionally occurred at tho time of writing his
letter, and all eves were turned upon Vesuvius
as tho safety valve through which tho struggling
fires might escape, although uo local signs were
yet appurent.
The neighboring towns of Atolla, Riouero,
Barilo and Rajiolln, are sufferers by tho same
convulsion. Rionero is a general wreck, not a
sound house remaining—more than a hundred
persons have perished, und as many have been
maimed or wounded. In Barilo, the only edifice
not eutirely destroyed is the orphan asylum,
while tho discovered deud amount to about ono
hundred nnd fifty. In tho commune of Bari, the
towns of Cerato Miuervim., Spinazxola. Audria
sod Trani were all injured more or less. In
Csnosa, the ancient Canotium, founded by Dio-
mod, and whose wolls once enclosed a circuit
of sixteen miles, three hundred and seventy-six
houses were thrown down. At the last report
the shocks around Mount Volture continued, and
one-half of the city of Venosa, tho ancient Vc-
nusia, containing six thousand inhabitants, and
celebrated as the birth-place of Horace, wns
destroyed. The mountain provinces of the
Abruz/.i nnd of Calabria, where tho earthquake
of 1783 destroyed three hundred cities and
buried thirty thousand human beings, have thus
far escaped.

that country, and every person not complying
with the injunctions specified will bo expelled

1 here was considerable disimtution between
counsel at tho winding up of the. cusc, but the
community aro satisfied with tho decision of the
magistrate, nnd the excitement has subsided.
No one believes that these men will bo con
victed of tho crime of treason. They aro guilty
of murder, cither as principals or as accessaries,
and il tried for treason will no doubt escupe pun
ishment.

market in Last Tennessee scorns now to be in a very
unsettled state. Coni, iu Miino neighborhoods, sells

it commands from 40 to 50. This, of course, is of the
new crop. Wheat ranges from GO to 80. Pork, uro**,

formed of it; and at this early period of the gathering
senson it is still exposed to all the contingencies which
must ultimately govern its extent.
The trndo huvo bought freely during all the present
week, and the sales, including 19,290 taken on specu
Jation and for export, have amounted to 51,640 bales.
To-day there is a fair dcinund from the trade, which
holders meet rather freely, und the price* are the same
as yostorduy. Tho sales are about 7,000 bale*. Amer
ican descriptions are iu good request; tho better
qualities are offered freely, iu anticipation of tho ap
proaching import of now cotton; ami they nro with
out change, tho authorized quotations for fair qunli
