The Jirunawlck News.
We have recoivod tlio first number of a paper with
the above title, the issue of which has just been
menced at Brunswick, iu this State, by Messrs. II. T.
A W. F. Castkllaw, editors and proprietors.
The News is printed on a sheet about the size of
the Daily Morning News, and is issued every Tues
day at $9,50 per annum. The editors atato that
they have commenced the publication of their pa
per with a view to stimulate the enterprise and
devnlope the resources ofSouthern Georgia, ft will
be their aim to mnke it a faithful chronicle of (he
progress of the uow city of Brunswick, uml the
terprizes in which her citizens aud, the people of
that section of the State are interested.
Indispensable as is the press to the wants of
busioess community, its own prosperity may always
be regarded as au unmistakable iudicatioo of the
progress and prosperity of the city in which it is
located. Should the new seaport realize (ho expec.
tutious of its projectors, our namesake will bo liber
ally sustiiued.
In closing this noliee, we will merely suggest
our cotemporary that in doing justice to Brunswick,
he should not do injustice to Savannah. The efTori
to excite sectional feeling against this city, will
bring no permanent advantage to Bruuswick,
onterprizes. The prospects of that city and her
oulerprizes rest ou thuir own merits, and can neither
bo disparaged by the " position" maintained to-
wards them by a "portion of the Savannah press"
nor promoted by the local prejudices which may be
temporarily excited ugaiust this city. Whatever
doubts tnay have existed in Savannah in regard to
the Brunswick project, no hostility has been felt
by our cilizeus towards Brunswick or the section ol
the Slate which she is seeking to dovelope. We
bulievo the prosperity of that section, and of Bruns
wick itself, are Identified with the prosperity ol
Savannah. While therefore we ure heartily devo
ted to tlio prosecution of these ontorprizea which
ara designed to bring us iu connection with tlio rich
and rapidly developing sections of tlio South and
South-west, we disclaim all opposition to Bruns
wick or her road. Our roads may be uuitod, or

The ship Angus, Captain Scott, sailed from the
river Tees, England, on the 1st Octolwr, with 1,200
tons of T iron for tho Brunswick and Florida Rail
road.
Mr. Brooks, the enterprising agent of the company
here, is busily engaged in rebuilding and repairing
tho railroad wharf, which was seriously damaged in
the late gale. A greater part of it wnt washed
away, but we believe he has succeeded in rt
ing a larger proportion of tho timbers. Much
is due Mr. H. under the circumstances, fur his dili
gence and perseverance in ceustructinga strong and
substantial wharf for the reception of tho irou from
the Angus.
The (iale.—The gale ou tbe 10th ult. did
■iderable damage in Brunswick. The wharf be
longing to (be Railroad Company was almost
tirely destroyed, as well as tbe wharf opposite
office, belonging to Mr. Jucob Moore.
The wharf of Messrs. Barnes nlone withstood the
galo. The exertions of the Messrs. Barnes were
truly praiseworthy, in saving the wharf. Ilsd it
not been for their almost auperhuman exertions,
Brunswick would have been entirely without a
whnrf; as it was, considerable damage was done
to it.

ing resolution was unanimously adopted
Resolved, That all rules now or heretofore exist

held by this company under its charter be, aud the

The following preamble and resolutions were then
also unanimously adopted .—
Whkrkar, the present members of tho corpora
tion called the Savannah Fire Company no lunger
desire to avail of the privileges conferred upon them
by their charter—ami whereas, their being no dis
abled or distressed members requiring aid from the
fuuds of said corporation, it is our desire to close
up its affairs and surrender said charier—therefore
be it.
Retolvtd, That wo do hereby surrender and
abandon the sainn, and do vote and order that the
funds hold under the same, bn and they ure hereby
divided among tlio prusent members of tbe corpora
tion pro rata, to bn disposed of as they mny Mgree
upon among themselves, aud that the uffuira aud
business of the corporation nrn hereby closed.
Resolved, That copies of the foregoing preainbl e
and resolution be transmittfed to tbe Hucretury of
fitute of the Statu of Georgia.
It was then unanimously
Resolved, That an address to the Mayor and Al
dermen, resigning our offices as firemen, bo signed
by each member of the company aud handed to His
Honor tlio Muyor by the Clerk.
The following address was then signed:—
To the Honorable the Mayor and Aldermen of the
City of Savannah:
Gentlemen :—Wo, the undersigned, comprising
all the moiubors of the Miivauuuli Fire Compauy,
having deliberately considered the ordinance puss-
ed by you on tlio (llh of October last, fool it due to
ourselves to uolify you of our final conclusion* on
thn subject.
Tho controversy with tho Oglnthorpo Fire Com
pany, arose from • lack of proper subordination ou
their part, and so Turns that matter wus concerned,
the report »*v you nn ih* UO*K 4*1;, im-
tainod the action of the Muvuniialt Fire Company.
But iu attempting to legalize a connexion or co-ope
ration between the two companies, you have struck
blow «t our corporate position, and ut strict tub-
ordiuution, to which we cannot conform. After nu
merous conferences between our officers nnd your
•peciul committee, terms were suggested by us,
which we thought would preserve the proper organ
ization of the Fire Department and bost protect out
rights cud the interests of the city. Iii the ordinance
which you have passed, however, you havo omitted
two important and to us, vital provisions. One,
giving us a check upon tho nominations (aaoxi»m iu
our own body) ol' (no two first officers of tho Ogle
thorpe and YVushhigton Fire Companies, thus forc
ing upon us as participants of our charitable or cor
porate food,—tboao who havo had uo hand in ma
king it up or in preserving it, or it might be, un
worthy and iucorapetont associates. The other,
giving to the chief or commanding fireman, thecou-
trol of all tho apparatus used iu extinguishing fires,
whether belonging to the city or not. Wn consider
that you have thus taken a stop backward, aud have
placed the Oglethorpo Compauy, a decimal part of
the Fire Department and mauaging ono engine, in
dependent of, and superior to, this company which
manages ten or more ongines, and their uppropriuto
accompaniments. And as they now own their on-
gine, you thus place it uud tho members of tlmt
company beyond the control of tho Chief Fireman,
who is contemplated by the previously existing ord;
nances as the bend of the Fire Departmeo:
In pursuing this course against our judgment and
wishes, we feel that you have pronouuced against
the previously existing system aud in favor of a
change of organization, such as we cannot sanction
or submit to. Our object in endeavoring to iufiu
enco you, while making nddiions to tho oxistiug
ordinances, wits not to lesson the requisite suhordi
nation, but to define the position ol a now and coii
fiicting element iu the Fire Department, aud tc
protect ourselves from difficulties which we hail
encountered, and with which we were further
threatened. Wo have served tbe city for many
year*, gratuitously, at much expense of timo, labor
aud mouoy, at risk of health and life, and we had
thought our wishes and opinions, tho latter tho fruit
of some experience, should havo some weight.
The exemption from military aud jury duty which
is the only boon wo havo enjoyed,
obtain, if desired, from other sources, uud we prefer
to retire from u field of labor (but ceases loyiuld
either satisfaction or self-respect.
Sinco then it has seemed best to you to sustain
the Oglethorpe Fire Company in preference to us,
wo feel that you have relieved us of tho respousi
bility of our position, and we shall give you the
opportunity to fill our places, or of reorganizing tho
whole department, as you may think proper.
Wo feel titM* we cannot serve the community
properly, except under such au organization as our
judgment pronounces efficient. You have takeu
the responsibility of chuuging it, aud to you tho
community must look for n remedy. You havo
struck a blow at our efficiency by introducing
elements of discord, aud as wo cannot servo tbe
city unitedly, we uuitedly give way to those who
may feel differently, and who, we hope, will come
forward with alacrity to fill our places.
That it may not be said that we act hastily, from
bad temper or seditiously, or that we take any ad
vantage of our position or your necessities, we here
by notify you that we will hold our places, if de-
sired by you, until the first Friday in December (at
the close of our next regular meeting) that you may
have ample time to make such arrangements a* the
occasion may call for, aud relieve you from any em
barrassment iu the way of re-orgauizutiou. Men
may change but principles cover; and while you
may drive away from you men who claim the
meed of faithful service from their fellow citizens,
you must yet foil back upon the priuciplo of
success in a Fire Department—thorough sub
uution.

it shall elect new members and nomiuatn them to

cers, ana the subsequent sections or this ordinance
constitute the Company the executive government
of the citv iu all matters connected with inn manage
ment of fire*, and place all other officers of the city,
including the Mayor and Aldermen, at such limes,
subject to the commanding fireman. The wisdontof
this thorough subordination nnd woll arrangrd or
ganization has boon justified in its iiicceoafuronera-
tion for nearly thirty years.during which tho almost
noiseless yet efficient course of the 8avatinnh Fire
Company has relieved the city authorities front all
labor or perplexity a* to the Fire Department.
In the 7th soction of the ordinance of 14th March,
1825, the Savannah Fire Company " is empowered
to tsko charge of, and to have the care and man
agement of all the engine bouses, engines, buckets ,
fire-hooks, fire huso, ladder*, aud other implements
for extinguishing fires, that now belong to or may
hereafter be provided by Counril.
Under this section, in 1847, the new engine Robt.
Campbell, No. 8, was put in charge of a volunteer
coinpnny, called the Oglethorpe Fire Company, on
certain conditions, namely:
1st. That the two chief officers of that company
should he approved by the Savannah Fire Com
pany, and nominated to Council ns its members,
subject to all its rules and peualties, and entitled
all its privileges.
2nd. That the said Company shall be subordinate
to (lie offirars or the Savannah Fire Company aud
subject lo Us rule in operation at fire*.
3rd. That in caso of anv act of insubordination
or violation of tlm rules of fire ordinances, thn en
gine shall bn taken from tho charge of the peti
tioners or their successors.
4tli. That none of thn rulos of thn Compuny
be organized conflict with any of thn rules of the
Savannah Fire Company or with the ordiuancet of
the city.
Sth. That the Company to be organized shsll be
entitled lo tlio emoluments which tbe other engines
in charge of the Hsvnnnah Fire Company arc en
titled to receivo from the city.
In the ensuing autumn, the Oglethorpo Fire Com
pany obtained a charter organizing them as a dis
tinct Company and, grunting them exemption front
military and jury duty in consideration ot their ser-
firemen. A clause in their act of incur-
nude their two chief officers ex. o^irto
members of the tiavaiiuuli Fire Compauy, but nt
the same time provided, that nothing therein should
conflict with tho ordinancesof the cityofHuvuuiiah,
Tins er officio membership nt first night seemed to
annul the first condition on which the Engine No.
• placed in charge of the Oglethorpo Company,
nore than tk s, it wnt fouud that Urn orguniza-
of this Company was so entirely different from
the priuciplo* upon which the Savannnh Fire Com
pany wus based, that it was impossible thut tlio
ordinance organizing it, could be conformed to, and
yei Hilmit tlio officora elected by the Oglethorpe
Company, as membora of the Savannah Fire Com
pany. Two officors of the Oglethorpe Company
were however admitted to seats at the Board ol tlio
Savnnuuh Fire Company but were subsequently
excluded from any voice in its affairs as being con-
ary to the ordiuinccs of tho city.
The fifth condition granting " emoluments,” that
the *ime pay as allowed to tho colored workers
ofengiues, was annulled, becauso they received ns
an cquitalont for their labors, exemption from mili
tary and jury duly.
The 2d, 3d and 4th conditions of the grant re
mained in full force.
It was however, always tbe eint of tho officers of
UieSuvanuah Fire company, to make the duties of
the Oglethorpe Fire Company a* light as possible,
but u feeliug of hostility oa their part towards tlio
Savannah Fire Company commenced iu the course
of thn first yeur, on tlio occasion of some of the
managers of engines, members of the Savnnpali
Fire Company, allowing their men to uniform them-
selvos. This wus considered on infringement on
the dignity of white firemen, and the attempt nt
that time was commenced on tbe part of the Ogle
thorpe Compuny the workers of one cugim), to con
trol tho movements of the Savannab Fire Compauy
having the command uud care of eleven engines,
two hose carta, axe, hook and ladder, uml bucket
cnmpuuiea uml 3000 feet of hose, including tlio ap
paratus of the Oglthorpo and Washington Com
panies.
Since that time, whilo there hns never been a cav-
or single difference raised on tlio purl of thn Wash
ington Fire Compuny (though they joined iu the
objection to uniforming tho negroes) there has
boon a continuance of ohjeclioos ou the purt of tho
Oglethorpe Company lo the authority of the Savan
nah Fire Company. Its members Imre been threat
ened, inn negroes employed by them have been boat-
1, uud fiuully thn order* of tbe commanding officers
sobeyed, positions at fires takeu without orders,
id the ground loft without leave asked.
This having been specially the case at the conul
bridge fire on tho 1st of May, und at Win. Gibbons'
on the 5th of Muy—und in view of tho danger to tho
peace uud auioly of tlio city, owing to the coullicting
organizations, tha Snvauuuh Fire Company consid-
red it to ho its duty to take steps to turmiuute such
state of things b> requiring a surrender on the
. art of the Oglethorpe Fire Company, of tho house
uud engiiio uuilur its charge. Having declined to
do this, tho undersigned us Chief Firomau bus in
formed against iu officers for withholding the lire
paralua of the city, und required tltu Mayor to
ace it nud the otigiua house hi possession of this
company—Hi* Honor ha* praferrud to refer the
ullav I* y«MM llw.MM able Uutly.
It mny he urgued that tho house now occupied by
tho Oglethorpo Company having been built uml ap
propriated to thoir use by the city council, does not
fall under the control of the Savannah Fite Compa
uy. But tho ordinance giving power lo tho latter
overall engine houses, Ac., that may lie provided hy
council has never been rcpeaU*d—and this company
uld not have coincided in tlio gilt of a house to a
inpany that would he entitled to held it ugaiust
them oven whnii discarded from korvice—nor would
Council havo mudo a gilt, not to be under proper
coatrol and regulation. The house moreover wus
built by tho recommendation of the SuvunuuU Fire
Compuny.
The Oglellirope company having now contracted
for an engine ill BuliUuoru to he undor their own
control und use, it ia a mutter of indifference to them
perhaps as to giving up the engine No. 8 belonging
to the city. But the house ia dcsirod to ho used Ibr
their own special convenience. If the city resumes
through the Suvunuali Fire Company the control of
their eugiuo, bill leaves to tho Oglothropo Company
the use of the house and the power to interfere at
fires by the use of nu engine belonging exclusively
to themsolves tho evil is not remodied, tlio difficulties
are not overcome. Besides this, it would put the
city to the expense of building u new house to
alieltor the eugino surrendered by tlio Oglethropn
Company.
The Savannah Fire Co. desires to do justice to all
—and while it feels competent now, as for many year*
prior to 1847 to mauago properly the Firo Depart
ment of Savannah, it will not say (hut the Oglolhorpe
Fire Compuny has not rendered in soiiio cases
valuable service, yet the undersigned suggests that
auch service i* received ut a grout sacrifice, if peace
aud security are cmluiigcred. If negroes are sub
ject to he mullreuted, their owners will withdraw
thorn from the aervico of the city. If the officors
and member* of the Savannah Fire Compauy are to
he met with contemptuous und threatening language,
aud quarrels uro to he fastened upon them, they will
cerlaiuly fail iu solf-respect, if they continued to
occupy their positions.
They must be protected. Discipline and subor
dination must be maintained, or the Fire Depart
ment of Huvatinuh, heretofore a model for all, must
be broken up or degenerate iuio a mere arena for
porsounl advancement or for the display of bravudo
aud reckless rowdy inn.
In time of fire, thn Oglethorpe company can only
occupy tho name position umi relative vuluo with
Engine No. 1, Engine No. 2. 3, 4, 5, or any other
Eugiuo managed by members ol the Savannah Fire
Company, although they auy be worked hy negroes,
They cannot iu hours of emorgeucy aud duuger
pect precedence, nnd hardly etiquette.
The Fire Department must be a uuit or no efficient
efforts can be put forth to control thn devouriug ele
ment. As matters stand, this is impossible with
out voluntary nud entire- subordiuntinu ou tho part

These points make so ossontiul u difference ia or
ganization, thut it would be hard to fiamo uu ordi
nance that would meet tho emergencies thut might
arise, except to confirm what the Savannah Fire
Compauy uow claims, absolute coutrol of the Ogle
thorpe and Washington Fire Companies. The lat
ter, the undersigued is happy to repeat, has neror
objected to it and bus oh every occasiou rendered
cheerful co-operation with the Havuunah Ftre Com
pany, as in incumbent upon good firemen nud citi
zens, who would respoct the laws above
sonnl amhitiou.
The undersigned claims for tlio Savannah Firo
Compauy a thorough couformity to tho ordinances
of tbe city, an active sorvice for mauy years, nrdit-
i as it is, yot uutired—having uo emoluments hut
exemption from military and jury duty, making

which projects them.
They number from 25 to 35 according to tho num

of the chief or commanding fireinuu, usually two ut
each engine, or other branch of service, and are
called managers. The pruseut nuinbor is tweuty-

The course that it in the best for your honorable
body to pursuo, is not for tho undersigued to dictate,
It is the preogative if needful, of the Suvanuah
Fire Company, to forbid the appearance of'tho Ogle
thorpe Company at fires,.to withhold the use of the
cisterns, or a supply of water or hose ; nud in such
case, by the ordinance, it will be your du'y to sus

the peuce and welfare of the city, this course must
be pursued, lest the original and perfect system,
sent down to u* by your predecessors aud so long
maintained without change or amendment, should
bo jeopardized aud likely to bo broken up. Ifiu
your calm and deliberate wisdom, you can devise
any remedy to promote au exact thorough subordi
