Anuoxation of the Hnndwlch Islands—
Reply to the Kngllih and French Pro
test.
We alluded yesterday to the protest of the Eng
lish and French Consuls against the measures al
luded to have been adapted by the American mer
chants and others in tlto Sandwich IsUuds, looking
to their annexatiou to the United Slates. To this
protest, Mr. Severance, the American Commission
er, replied at some length. We make the following
extract from bis reply:
You are aware that the government of the United
Stales has never mude any propositions to lli* Ma
jesty's xovernment to annex the Islands, though the
matter has undoubtedly engaged the attention both
of citizens of the United States aud of subjects of
the King. To ms it is not surprising that the " mer
chants aud landed proprietors," whether American
or others, should perceive great commercial advan
tages in such a conuect ton, considering that the priu-
cipnt part of the coupnorce of the Islands is with
the United 8tates, And the Islauds must look almost
exclusively to the Pacific coast of the United Slates
foraJMwkM for their produots and the weaus of
paying Tor their heavy imports. 1 perceive, there
fore, nothing very extraordinary in the projeci

The Washington Union, commenting on the in.
Inference ol the French and English Consuls in tbe
Sandwich Island affair, remarks—
With our views of British diplomacy, and with
our fuars as to the fatal influence which Great Bri
tain is of late exerting upou Franca, we are not sur
prised at the spirit which manifests itself iu this
protest. Nor are we surprised to find that the far-
seeing diplomacy of these two governments diseov.
ered ten years ago that the Sandwich Islauds would
naturally seek annexation to the United States at
some early day, and that they then prepared to de
feat such a result. The principle announced io the
protest referred to is oxaclly lue same which these
two governments have sought to enforce as to Cuba
through that celebrated tripartite treaty which we
have had occasion to discuss somewhat freely of
late. " His Majesty" is cooly informed that the
Sandwich Islands must remain in stain gno ; and,
that “ his Majesty" might have no excuso for being
so ignoraul as to claim tile right of disposing of his
dominions according to his own wishes, theMe
learned diplomats formally declared that it is agsiust
the law of Vattel and other legal writers for him to
eater into negotiations for annexation without the
concurrence of hie people. Wes there ever a bolder
instance of presumptuous intermeddling f It is
confessedly the interest of tbe people that they
come under tbe American flag; they so decide, and
undertake tbe initiatory steps towards annexation ;
hut France aud Englaud step in, and with Vattel
iu oue hiqid, and a sword In the other, claim to
regulate iho matter according to thoir notions of
interest, That is just what Lord John Russell
claimed tbe right to do, if the Cubaus should de
clare their independence and seek to lie annexed to
the United States. It is in Ibis way that American
interests are being intir ft red with by tbe arrogance
and hostility of Great Britan. How long such in-
terraeddliug will be tolerated we shall see.

Tho Paris rorraspondeat of the London Times
gives the following information of the state of feel
ing in Spain, as relates to the Quecu. It has an
ouinious appearance:
flly private letters from .Madrid are of the 19th,—
They concur in meuUouiug that the symptoms of
public iudigiixtiou are becoming more frrqupni aud
more uuequivocally expressed. Oue of tho letters
■peaks of au iucident of no ordinary kind which
took place at theoporaon the night of the 18th.
"Last night, when the Queen entered the Royal
Theatre, tbe ocbestra struck up the Royal March
but was interrupted by bisses, aud cries of •One
continue la opera; batta, batta de eto P' (•(,«!
(he opera go on; enough euougli of this.') The King
become as white as u sheet. Tho Queeu did not
change countenance, but preserved her color, and
saluted tbe audience very politely ; she did the saim:
leaving the Uireatre—a civility which hitherto
■he has never deigned to baatow on her subjects."
Those only who aro accustomed to Spanish eti
quette will be able to appreciate the importance of
•uch an occurrence. At tbe theatre it io contrary to
etiquette to give any sign of approbation wbeu
Royality is present, unless Royality gives the signal
or applause: but disapprobation, when tbe Queen or
King presides, is wbat seldom or never occurs.—
Wbeu ilie public, however, is so excited as to in
terrupt the air which invariably greots tbe presence
or the sovereign by hisses, or auy other sign of din-
coutent, the indignation must be strong indeed.
