M.ltksk ton OEonaia.—A lctl.r In lb. Brunt-

"A Inter which I bar. ju.l receired from n frinnd,
.to noil of the Meilii.rr.iie.li. inform, me lin.ten-
oniries have been made, by tho parties interested in
the Brunswick road, as to the practicability and «x-
pen so of engaging several hundred Maltese, to work
upon that road, under an engagement for u term ol
years. The people of Malta and Gozo, aro known
to me. as laborious, and constitutionally temperate
in tbeir habits. Living under a sun of tropical beat,
they would seem to be peculiarly ad up led to the
climate of our sea-coast. They are of the same
race of people, as far as regards climate and habits,
as the Miiiorcsus, who under the English regime
colonized in Florida, at fit. Augustine and New
Smyrna.
"Should snob a project be carried into esocotion,
I do not doubt, that these laborers would be found
to equal any class heretofore employed upon
public works."
We very much question the practicability or tho
propriety of tho introduction of such labor into tho
Southern 8iates. We have abundance of mere op
erative force, and if our railroad and other enter
prises require laborors which our population cannot
supply, it would bo much better to encourugo the
emigration of that class of foreigners who aro fast
{Tiling the Western fitules, and ns fast merging into
their fixed population. Wo are of opinion that tho
introduction of a colony of Multese or Coolies, as has
bsen attempted iu Cubs, would neither be practica
ble nor politic, as it would tend not only to depreci
ate tho value of slave property, but also to disturb
our domestic system by the establishment of n third
class among us.
Wo would not be uuderstood as objecting to the
introduction of colonists, or ordinary emigration
from Malta or elsewhere, but what we distrust is any
schema or .ystetn partaking ol the character of the
British Cooly or apprentice systems, lor the reason
that we do uot think such schemes would be found
to harmonize with our domo.tlc institutions.

A few days tinen a number of these light fiogotod

Peace More Promisinci — Another "Note”
prom the Four Powers.
The Karl of Westinoroluud, Briliah Minister nt
the Austri in Court, is snid to have received an os-
■urauco from Constantinople that the representa
tives of the Four Power# had succeeded iu their ef
forts to bring the Divan to pncific sentiments, con-
iequeutly tho orders sent to Omar Pacha enjoined
him not in commence hostilities, the Ambassadors
having satisfied the Divan that the Czar bus prom
ised to muke no offensive movement whilst wuiting
the result of tho effort at Constantinople in favor of
poace.
But what was spoken must of ou 'Change was nit

dimtly proceeded from the Austrian Cabinet, uud
in which it was stated thnt Austria resumes the part
of mediator, haviug received fresh nnd positive as
surances from the Cflfiiuot of Russia that the Em
peror hus iio desire to encroach oo tho integrity of
the Ottoman Empire, or to attack iu auy wuy the
sovereign rights of the Suitau.
Under thoso circumstances the Austrian Cubiuot
again unites with tho other oubinets iu the endeavor
to preveut war, because it now sees n reasonable
prospect thut iiiodtulion will not bo fruitless.
Tho Paris Press, too, states, ou the authority of n
Constantinople letter of the 21st Oct., that Red-
scliid Pacha has consented to a fresh draught of a
note by Lord Radcliffe, bosud ou the Czar's admis
sion at Olniutz.
The conflicts, however, nt Grurgoes, in which tin*
Turks were defeated, and near Kulafst, to which the
Russians had to retreat, aro coufirmud. A conflict
was deemed Inevitable in the direction of Krojuws.
Another Koazta Case.
The Raman Correspoudunt of tho London News,
writing Out. 24lh, says:
American citizenship, granted to Europium polit
ical refugees, bids fair, since tho Kosztn dispute, to
become a serious bugbear to tbu despotic govern
ments of tho old world. Aquestiou has arisen he-
twoon the American vice-consul at Ancona and the
governor of that city, ou the subject of a man named
Paper!, who, during the pulittcal convulsions of
1848 and 1849. took up arms against tho Austrians
in support of the iiboral causu and in defence of hi*
country.

Important Rumors from Europe.—The Raw
York Tiaif# mentions a rumor that Louis Napo
leon is convinced that r war in Eastern Europe is
inevitable, and that France will be called upon to
resist the encroachments of the Czar. It is also
■aid he invited Kossuth to a secret conference at
Paris, for the purpose af ascertaining definitely from
him the extent of tho military force which he could
bring into the field, in case Hungary should have
another opportunity of contending for their inde
pendence, und that Kossuth actually spent two or
three days in Paris in close consultation with tho
Emperor on this subject.
1J.8. Consul Returned Home.—Major Bennett,
who was appointed by President Pierce, U. 9. Con
sul to Bahia, in Brazil, it is said, has returned to
the United States, having found on investigation
that the Consulate was not so much of a prize as it
was represented to be. The entire fees paid to tho
Consul at Bahia only amount to $700—not sufficient
to pay expanses. Major B., however, before re.
turning, succeeded in obtaining from the Brazilian
government a treaty conferring upon American
citizona full and free right to navigate tho Amnzon
within the territories of Brszil. As Peru lias al
ready conferred the same right, tho navigation of
that magnificent river, from its source to its mouth,

The vice cuusui immediately exerted himself to tho

the Governor, who informed him that if allowed to

Puperi endeavored to persuade tho Governor of
his innocciice of any crime further than his political
opinions, declared !iis love of bis country and libe r

measure as the only ullernativo of the droudnd re

added that, from his own personal knowledge, lie
could say nothing against him, aud biuting that he
was himself acting under the influence of the Aus
trians who regarded Paper! and Ins American cits-

The result is that Papcri is engaging the aid of
friends who have influ* uce with the Governor, to
avoid signing his own banishment. Ho has fouud u
