The reports, or rather abstracts, of several
of the department# at Washington arc pub
lished in the New York Times, from which
we take the subjoined:
TUK L'.NITBD STATES AND GRKAT BRITAIN.
The following are the cardinal points of the
documents accompanying tho President’s
Message, in relation to our utl'uirs with Great
Britain: „ , ,
Mr. Marcy, in June ofl854, declares, in a
despatch to Mr. Buehunaii, that this govern
ment can never yield to the British preten
sion that the Clayton-Bulwer Treaty wus only
prospective in its operation. After some
spisy diplomatic censure of his conduct iu
tuis negotiation, he closes by declaring that if
Great Britain persists in holdiug Ruatan in
defiance of all right, wo shall know her pur
pose in bolding it simply at. u navul and mil
itary station is to affect injiriously our inter
est#. A predetermination io interfere with
• •nr affairs, thus manifested, will render the
continuance of our amicable relations with
her precarious. Mr. Buchaimu’s discussion
of this entire <|uestiou is very ublc and
thorough. •
On the 0th of August last Mr. Marcy again
urges the immediate settlement of this ques
tion, before Mr. Buchanan should retire from
l/ondon, and the latter is instructed to ask
Great Britain, distinctly, whether she in
tends to insist on holding Ruatan, and to in
sist on her abandoning her pretensions
there.
Mr. Buchanan addressed a nolo accordingly,
and on tho ‘28th of October Lord Clarendon
replied, declining to re-open the goucral dis
cussion, and suiting that the British govern
ment adheres to its previous positions.
REPORT OF THE SECRETARY OF THE NAVY.
The report of tho Secretary of the Nuvy
vVlofi. James* O. Dobbin) recommends the
construction of additional steam sloops-of-
war: expresses entire satisfaction with the
result of the apprenticeship system and the
legislation of the lust Congress for the navy ;
maintains the abolition of corporul punish
ment ; and recommends an increase of the
marine corps uud the increase of seamen to
ten thousand men. lie sustains the general
action of tho Navul Retiring Board, nut in
timates his readiness to aid in restoring »uiy
officers in speciul cases who have been uu-
justly treated.
Tho remarks of the Secretary on the action
of the Board will be looked for with so much
unxiety by a largo class of readers, that wo
transmit them in full.
“The report of tho Naval Board of fifteen
•officers of too higher grades, assembled under
the ‘ajt to promote the efficiency of tho
Navy,’ having been approved by you, I have,
in pursuance of your direction, carried the
same into execution, according to the pro
visions ol the law. After a careful examiua-
tiwi, 2'Jl officers were, iu their judgment,
found incapuble of performing promptly ami
efficiently all their" duty both ashore and
afloat; and of those 71 were resorved ou
’ luave of absence pay,’ 81 on furlough pay,
-und 4'J recommended to be stricken from the
rolls.
“ The vacancies have been filled ac
cording to the act by regular promo
tion in the order of rank of seniority.—
Although there aro now on this reserved list
one huudred and forty-seven ofiicers, the
expenses of the uavy, as appears from calcu
lations accurately made, are not increased,
' for tho reason that they are not only on re
duced pay, but the officers promoted to their
vacancies do not receive the full pay of the
grade to which they are thus promoted. They
obtain u higher rank and secure more re
sponsible and important commands, but are
not to enjoy full pay until the vacancies they
ml arc made complete either by resignation,
death or removul. And the law judiciously
administered by no means involves an in-
creiwe of the aggregate number of officers,
jor it is the crowding of the service with the
• lower grade of passed midshipmen, to linger
there until the pritno of life, without rank,
«ud comparatively without useful service,
which hus really done sad mischief.
Perhaps no event, either legislative or
•executive, touching the history of the navy,
has aUtoeted more earnest attention or ere-
by the law, the Fum totul of tho opinions will
be certitied to the Secretary in such form of

The tew regulations prescribed were
cbietly based on this opinion, with the pur
pose of protecting the officers, whose efficien
cy was thus to be exatniued into from the
slightcaUUnger of being prejudiced by the
influence or the presenco of judges below
them iu grade. Lieutenants were not allowed
even to bo present ut the procodiuga und de
liberations iu regurd to commauders, and
therefore could not aid to effect their owu
promotion; and in uccordauco with the same
regulation, a commander could not have the
opportunity, by tiia presence, to exert influ
ence to secure bis promotion to a captaincy;
und thus it wus designed, that ,ii' by tho exe
cution of tho law, officers of the hoard should
happen to be promoted, their proceedings
should not be tainted with tho blighting sus
picion that they lubored tor their own ad
vancement Aud not the public good.
“Tho Department, therefore, by filling the
board with men of high reputation, and ac
ceptable to tho c< untry und the Navy, by sur
rounding them with safeguards and restric
tions, to secure impartiality uud justice, und
to romove the opportunity und tho tempta
tion for indulgence iu action for personal gain,
by spreading before them tho eutire tiles und
records of the Denarttnent, hoped that a suc
cessful effort haa been mudo to insure the
faithful aud satisfactory execution of a law
passed with every indication of earnest
solicitude to promote the efficiency of the
Navy.
“The order notifying tho officers of their
appoititmeut issued ou the 5th of June; they
conitneuced their joiut labors on the 20th of
Juue, aud reported the result ou the 26th of
July.
“ Aud now, sir, while tho operation of this
law* is by some hailed with enthusiasm, as a
salutary aud iudistisusibic corrective of ad
mitted ill, which depressed the service, by
others, it is received with Undisguised discon
tent und dissatisfaction. This cuu hardly be
regarded as unnatural. The provisions ot the
law uro generous—indeed, strikingly liberal;
but they are at the same time exacting and
sternly just. It provides for the careful sup
port ot some and the prompt removal of
others ; aud however faithfully, honestly and
carefully executed, it is a measure ot reform,
•aud no measure of that character is ever exe
cuted without more or less inconveniences,
disappointments and discontent.
“ Actuated, jio doubt, by a desire to seek
truth uud justice as nearly us possible, Con-

public business merely; also, the charge of
full rates upon newspapers in all cases ; in
stead of half rates, when paid quarterly iu ad
vance. Ho recommends compulsory prepay
ment by stumps of postage on books, pam
phlets, circulars und ull other transient mut

to tho Collins steamers in discontinuance of

It would be strange, indeed, if their work
were perfect und entirely free from error.—
Those errors, if they exist, will soou and
surely be discovered by the developments of
time; by continued inquiry, and by culm,
dispassionate observations. *
“The officers of the Navy as a class an
proud, brave, sensitive, patriotic and self-
srtcrificiug, aud if the sword of any one of
these galluut men have been incautiously
tukcu from him, all right-minded men will
suy, let his country restore it to hint with all
tho honors and reparation due to injured
merit, and while 1 cun by no means recom
mend the udoptiou of auy measure of repeal
or any course of proceedings in' contliot with
the geueral action of tho board, J have uo
doubt that there should be and will be found
a remedy for any mistake or error of judg
ment, if tho service has thus been deprived of
a meritorious und capable officer, either by
reservation or dropping. Fucts which have
couie to my knowledge, unsure me that jt
would be but reasonable to provide a year’s
pay for tho officers who have been suddenly
dropped from a service upon which they had
heretofore so exclusively depended without
anv consideration for future self-reliance.
•• Jim, sir, 1 cannot, conclude this branch of
my report withoutdoiug justice to the officers
of the Board. From the spirit and temper
with which they entered upon a painful and
unsought duty, aud from the earnestness and
diligence with which they searched the
records of the department, I deem it but au
act of simple justice to express my couvictiou
that they were actuated by elevated con
siderations, and that their aim was truth, im
partiality, and the good of the service; and
although from the liability of man to err,
there may he discovered hero and there a mis
take iff judgineut, 1 have an abiding cunvic-
tiou that history will prove that this work re
invigorated tho Navy, imparted to it a robust
und active health, inspired the hearts of the
young and gallant officers hitherto droop-
lug with hopeless despondency, with fresh
energy and contentment with the service;
warned the thoughtless and the indolent to
quit the haunts of idleness and seek the path
of duty leading to honor, aud caused the
country to repose with the more pride and
confidence in the belief ot the invincibility
of this right arm of defence. 1 have no hesi
tation, and I take much pleasure iu saying
that 1 have already witnessed its happy et-
fects in the new impulse aud readiness for
seen aud felt at the department.
“And sir, though the number reported in
competent seuina large and may well utttract
attention, is that a circumstance of itself suf
ficient to justify reflection upon a Board who

cureful examination, and report the names
