This is owing, in n grout measure, to tbe
extraordinary unvanoe null prosperity of the
country, but, it is feared, In smuu degree, to
the iutlueucc of speculation.
The quantity of laud Covered by warrant*,
issued to soldiers of all tbe wars ill wbicb
the United States bus been engaged, is 87,-
853,412 acres, which enormous amount,taken
in Connection with our liberal system of pen
sions, evinces, in uu eminent degree, that tbe
*<wtiiode of our country for tbaputriotism of
our citizens is not impaired by the lanse of
time, nor its acknowledgment extended with
an illiberal hand.

new States, should tako/evory precaution to
guard against traud, aud should ulao pro
hibit officers connected with the survey and
sale ol public lauda from becoming purcha

The present crude and conflicting pension
laws need amendment, so that the really,
needy might receive n larger sum, and. the
fact of an invalid pensioner being restored to
health be more certainly known at tttoDe-
psrimeut, and bis pension stopped!Various
other changes ip tbe pension laws ure recom
mended, and the fact announced that tbe field
work of the Mexican boundry survey baa
been completed, without exhausting the ap
propriation—a large balance re in wining. Tbe
territory embrace* about twenty millions of
acres of land.
The organization of the Patent 001 db ha*

The extent of softie of the pnblio grounds
has boon trenched upon, whilst perbsps their
limit* should have been enlarged. Ground
cnongh for public purposes has nut bayip re
ferred, and many years will not elapse ere
there will be a itulrersal regret that, more
space has nut been retained. Tho estimates
for improving and ornamenting the reserva
tions nave been increased.. •
The plan adopted tor the “Mall” should be
more Vigorously prosecuted. Its present up-
pearance is inelegant, when, with a compar
atively imsll expenditure, it plight easily be
converted in to a beautiful park. Tbe grounds
for which suitable appropriation* were made
by Congress have been well improved, and
tare admired by all for their neatness beauty
and tsatefoluess.
In this connection T whuld repeat my for
mer reeommeudation that prevision be made
for tlie employment of n competent and intel
ligent landscape gardener to superintend the
improvements ofihe public grounds, and to
direct and dlatribute properly tho subordi-
nalei apd laborers.
The long bridge, os it is usually called,
criissing the Potomso river from Washing
ton city, is much out of repair. - It should be
repluoed by a substantial aud permanent
structure. It isfi matter that caused much
solicitude to one of ynnr most distinguished
predecessors, and surely is not unworthy
consideration now whop tlio bridge is so in-
dtspcnaible, uud the means of -dui'ruyiug the
cost of construction are so abundant.
Tbe appropriations for the erection of build
ings for the national hospital for tho insane
are nearly exhausted. They have beeu judi
ciously and economically expended under
the supervision and control of its intelligent
superintendent'/ The whole sum appropria
ted is $171,841, wbicb covers tho cost of tho
farm, the present btlifdiugs, furnishing, fit
ting up, slid alt other incidental expenses.—
Although originally designed tor ninety pa
tients, tlie present building will accommodate
one liuudred. More rooms and out-buildings
will be required, and! have therefore esti
mated for them. Tlie sum, though apparent^
ly large, will not be so considered when the
humaue purposes of ihe expenditure. are
contemplated. Mo clues of publio beucticia-
ries.calls more loudly on tlie generosity of
tho guvorunient than the inmates of the hoa-
'pitaT. Its object being “the most humane
care aud enlightened treatment of the insane
of tbe army and navy of the United States
and tho District of Columbia," strongly coni-
meuds it to thu best uud kindest feelings of
the human heart.
Although the buildings were not com
pleted, yet (here were upwards of sixty pu
tients received into the hospital anil taket
care of previuuc and subsetpioul to the 30th
Juno last. The board of visitors, authorised
by act of Congress, has been appointed, or*
gauixod, und ure faithfully and cheerfully dis
charging their appropriate duties. The in
stitution lias been opened uuder favorable
auspices, aud bids fair to be one of tho first

The .Secretary asks that the salary of his

various matters hitherto unsettled adjusted.
Measures looking to the improvement of the
conditions of the Indians are urgently reco
mmended, and their sufferings, privatione
and discouragements are sbly aud feelingly
set forth, We quote tbo concluding portion
of the ecretury's remarks on tills subject:
Indian disturbances are too often traceable
to the indiscretions and aggressions of white
men. We have reliable reports of such cases,
and of the must murderous and unprovoked
attacks upon them when entirely detenoeles*.
Notwithstanding the Mississippi was estab

people have paused it, and seized upon their
