It was, in his opinion, the manliest intention of

Honduras, as well us from the territory of Central
America between the Slbrum and the 8arnstrt-**u
which has been encroached upon by Her Majesty V
subjects, He is also of opinion that the pus«ossion

tvirictcd to the limits and obiects specified in tho
trratlea between Groat Britaiu and {Spain of 1783

In regard to tho alleged protectorate over tho
Mosquito kingdom, the i’rosidwnt has instructed

gret that he finds it Is still continued as the basis
of Uritish domiuion over an extensive region in
t entral America. Evon although Ureat Britain

the protectorate claimed, yet nhs still continues to
exercise the same dominion ofer the Mosquito
c->a»t which she had done before its date. Indeed,
. at the present moment, no visible power, civil ot
I military, exists in the Mosquito territory, except
I that which it exercises by British subjects, not-
I witiixtaudiug tho convention expressly prohibits
I both parties from using any protection which elthi
I may afford to any State or people, for the purpose
I bi occupying, fortifying or colonizing tho Mosqul-
I coast, or any part of Central America, or for tbe

the opinion which they have uniformly held that
tbe convention of April Iff, 1850, was merely pros
pective in its operation, and did not io any way
interfere with the state of things existing at tho
tlm» or its conclusion.. If it had beou intended to

the universal rule in regard to iqatrumeuts of this
nature, it would have contained, in specific terms
a renunciation ou tbe part of Great Britaiu of the

Neither can Iler Majesty's government subscribe
tho position that if the convention did uot bear
the meaulng attached to It by the government of
the United states, It would have imposed upon the
ooverument of the United States a self-denying ob
ligation which was not equally contracted by Great
Britain, and that Hucb a state of things could not
have been In the Intention of tho oomractiug par
ties; bemuse if tho convention did bear the mean
ing attached to it by the United States, It would
then bure I in posed-up" n Groat Britain the obllgn-
tiouto renounce possessions and rights without
any equivalent renunciation ou tbe part of the
United titatos. If the government of thb Hutted
.States can complain in the one oase of the conven
tion a* presenting an unilateral character uufavor

siou in tbo sixth article, by which the contracting
parties ungagod to invite every rttate to enter into
{stipulations with them similar to those con alli
ed in the convention. Hut if the position* of tho
United States government were sound aud the con
vention,was Intended to Interfere with the stale of
things existing at tbe time of its conclusion, and
to Impose upon Great Britain to withdraw from
portions of territory occupied by It, a similar obli-

Central American States would, by tho morn act

Indian Allies.—It i« alleged that, during
the lute dithculties in Kansas, a large uumber
of Shawnee uud Delaware Indians expressed
their willingness to joiu in the fiftht under the
banner of tho Free Stutemen. The Lawrence
correspondent of the Now York Times, wri
ting uuder date of December 2d, says their
hood men and braves hud arrived in that town,
“ with the blood of war yet^unuing in their
vein*.”

Whilst far front intending to renew the general
discussion of these questions, which has already
been exhausted, thu uudersigned, in pass iug,
would made a single observation iu regard to tbe
Karl ofCUreudou’s remarks, that if the conven
tion ot 18th of April, 1860, had intended that
Great Britain r.houl'l w thdraw from her possess,
aious in Central America, “it would havo contain-
•d in specific terms a rouuuciation” to that tefTect
“aud such reuuuciatlon would not havo beou loft
i a more matter of inference.”
Now, Happens. 1 to the uudersigned that
gogement by a party uot “to occupy or uxerciso
domiuion” over torritorj of which that party is in
actual possessten at the date of tbe engagement
is equivalent in all respects to au agreement to
withdraw from such territory. Under theso cir
cumstance*, this is uot “a mere matter of infer-
•uee,” because tho one proposition is necessarily
and inseparably involved in the other, uud they
•re merely alternative modes of expressing the
satno idea. In such a case, to withdraw is uot to
occupy, and not to occupy is necessarily to with
draw.
The undersigued needs no apology for briefly
adverting to another argument of the Earl of
Clarundun, because it has now for tho first time
been advnuced. He states that It thu proposition
of the United States government were sound, aud
tli# convention was inteudml to interfere with the
state of things existing at the time of its conclu
sion, and to impose upon Great Britaiu to with
draw from portions of territory occupied by it,
a simitar obligation would be contracted by tli*
other State*, acceding to tbe oouvcutlon, Milder
the Uth-urttaie,) and the government of tho Cen
tral American, fiUWWOuld by tho mere net of
the accession, sign aw ay their right* to the terri
tories In which they are Situated.
Confining himself strictly to this view of tbo
■utyect, the umiarrigned would obeerve that, not
withstanding tee general terms employed. by tho
convantion,an examination of its provisions, and

are the subjects on which the guaranties of the
