The 'People Movingj-Tho^Qeorgia Demoeraoy
Wo publish this morning reports of Demo
cratic meetings In tho counties of Bulloch, Mc
Intosh nnd Liberty, all of which, it will he
eocn, cordially endorse tho' action of the seccd-
ere nnd favor tho appointment of delegates to
Richmond. Our friend, Col. Gaoldhn, wlm was
so unwilling to lenvo tho Douglas Squatter
Sovereignty Convention at Charleston, hns no
doubt by this time discovered that a difference
of opinion exists between himself nnd his im
mediate constituency, tho Democracy of old
Llborty, In regard to the propriety of Ids con
duct on that occasion. But the Col. need nol
be ashamed of his people on that account, lor In
this respect they are by no means singular In
their opinions. A very large majority of the
Democracy of tho State ogieo with tliem in re
pudiating Doimas and Squatter Sovereignty.
From other sections or the Stale we havo the
most cheering and encouraging accounts. A
letter from a prominent cltlaeii of lltu Fifth Dis
trict says:
"Thegallant Democracy of Cherokee fleorgla
are all right. My honest opinion is that wo will
not lose a solitary county In this Congressional
District. The honest masses who live In the
country—who don’t own slaves—arc all with us.
- "Wo liau a meeting' here on Saturday last nnd cur
ried our resolutions approving the course of the
sccedcrs by 1)5 to 9. In Catousn ouuuty wu car
ried our resolutions. Gordon county do.—not a
Douglas man In Gordon county. Cass comity
carried our resolutions, l'olk nnd (Illmer do.
This Information you may depend on.”
Judging from present appearances, the “ na
tional ” Douglas faction who have determined
to Ignore the MillcdgrvUlo Convention, called by
tbe Executive Committee of tho State, and to
hold anothur Convention to “HU the vacancies"
at Baltimore, will not be able to rally sufllelenl
Ibree to keep themselves in countenance. Should
they attempt, In defiance of tho expressed will
of tho great majority of the people, thus to hit-
initiate themselves nnd degrade the Slate, they
will merit and receive tho lndlguant condemna
tion of those whom they would thus assume to
misrepresent.
Intervention plonk should he placed In the plat
form, nnd wo put It there. Now she demands
that Intervention bo placed there, (lenllemen, It
never will be placed there.” [Faint applause.)
We really think that we have shown clearly
uuough, before now, that tho Democratic party
in tho South do not seek to procure an aban
donment of tbe principle of non-intervention ns
formerly, and wo may say still advocated by them.
We have said—and It seems a plain and easily
understandable proposition—that “protoctloh
is sought only against u violation of the very prln-
elploof tion-lutervoutlon to which Mr. Lnrrnbec
and Ids political sympathisers so decidedly ex
press tholr devotion. This non-intervention de
clares that neither Congress, nor any other au
thority deriving Its powers from Congress, shall
Intervene to prohibit slavery In the Territories;
and the Democrats of the South merely ask that
this declaration shall ho made effectual, and that
Congress shall protect them against this interim-

while the Democratic party In the South still
does fnlthfhlly adhere to, nnd seek to carry out,
this doctrine practically and thoroughly, Air.
Lnrrnbec, nnd those who advocate tho side of the
question presented by him to tho Now York
meeting, have stepped In with an Invention to
emasculate and destroy the value of the princi
ple altogether. This Invention Is, ofeonrse,
squnttor sovereignty. THE SQUATTF.R SOV
EREIGNTY DOCTRINE EXL’ItKHSt.Y NUL
LIFIES NON-INTERVENTION. Paradoxical
as It may sound to those who linvc been listening
to nothing hilt the din raised about the alleged
.ibandoinnuiit ul' this principle by the South, nnd
the pretended demands or Southern Democrats
that the party at the North shall take another
step forward, the fiict Is nevertheless lndlspuln-
l,|u that the only fall!fid adherents to the principle
.»/’ non-intereentlim are those who sustain the view
taken ef It by the National Democracy, as enitnria-
letI Ihroityh their Senators hi Conyrns. Tills prin
ciple denies to Congress, or to the territorial
legislature, the potver to Intervene.
The Sipiatter Sovereignly advocates emascu
late It by declaring that the Territorial Legisla
ture mny intervene, mid that Congress Ims no
potver to protect the rights Involved by restrain
ing such Interference. NOW, WE SAY THAT
PHIS THEORY ANNIHILATES THAT OF
GIN-INTER VKNTION, THOROUGHLY AND
COMPLETELY; for It Is of no use to say that
Congress shall not Intervene, If no Irresponsible
colony of squatters may. It would bu an Insult
to the Intelligence of the most uninformed man
-all this mm-interventiou. It is, on the con-
-,a doctrine so closely allied to that of the Black
Hspiiblicans, that there ran be no real choice between
lain. The latter bestow the power of IntcrVen-
lon upon Congress, nud the former theory ho
llows It upon the squatters; while the true prin
ciple Is that neitiikb tub one nob tub otiieu
HAVE TIIE POWBit TO INTEltVBNB, AND THAT
CONOBESS 1IAS THE IttOItT TO BBSTIttOT THE IN-
rr.BIOIl OIK! ANIMATION KBOM ATTEMPTING TO

what tho Democratic party In the South, nud
' rgely In the North, too, ask lor.
We ask again, therefore, If wo have not a right

“The assumption (that tho Inhabitants of n

the Government, from its commencement to the

The Countess and tueTaob Is the title of a
work by Georoe W. M. Reynolds, which
comes to ns through Messrs. Jno. AI. CoopeiI
& Co., from Mossrs. T. B. Peterson & Bttos.,
of Philadelphia. Air. Reynolds belongs to the
“sensation” school of literature. If it were pos
sible to gather up nil of his books into onelionp,
with himself on top, mid set lire to and hum
him and them to ashes, tho world would be
greatly bcnciltted thereby. It might be possible
to write a more trilling book than tho one before
