The House of Lords have rejected a bill repeal
ing the duty on papers by 85 majority.
Latest advices from Sicily state that Garibaldi
had gninod a decisive victory at Monall.
The Neapolitan government have but very
little to say. The last bulletin says that two
columns were pursuing the dlspersed-troopa of
Garibaldi. The Insurgents were dally gaining
strength.
It was vaguely reported that France and Rus
sia had signed a treaty in regard to the Eastern
question.
The Paris Bourse had advanced 69f.20e.
It was stated that the Russian troops In the
Southern provinces were being placed on a war
footing. r

New York, Juno 3.—The steamship Vander
bilt has arrived. She briugs the same dates as
the City of Baltimore.
Liverpool Cotton Market.—The sales oil
Wedoesday were 5,000 bales—the market elosiug
very dull, but nominally unchanged.
Brcadstuffs were quiet.
Consols 95 for money—95>g for account. .
The insurrection In Italy was spreading, and
the fighting had extended Into the Roman terri
tory. Garibaldi was successful.
The Northern ports In China had been block
aded.

National Democratic Meeting in Fulton.
Atlanta, June 2.—'The National Democratic
party of Fulton county, held a meeting to-day,
and appointed R. W. Slius, John W. Duncan,
James P. Humblclon, and A, G. Grier, delegates
to the Millcdgcvllle convention.
The delegates were Instructed to send dele
gates to the Baltimore Convention.

Atlanta, Go., June9.—The Hon. llowellCobb
passed through here last night cn route for Mil-
ledgevillc.
Congressional.
Washington, June 2.—Senate.—The Senate
amended the Houso army bill by adding eight
hundred thousand dollar* for the Texas rangers,
and eleven hundred thousand for fortifications.
House.—The business transacted in the House
was unimportant. The Hon. Mr. Winslow stated
that he hail received IVom the best authority evi
dence that Millard Fillmore would not support
the Chicago nominations.

gia^ A telegram from Mllledgevillo," yesterday,
spakn of the probability of “cxeitina time*.”/ A\ c
believe there is nothing before the Democracy
of Georgia which ought to produce a split, but
If it conics It will be a collapse of historical mag
nitude—It. will he one of the collisions that wo
read of. But there Is no need of It. The Balti
more mon ask only for a fair, cordial effort to
re-unite the National Democracy, and most ol
the Richmond men v/e believe aro willing to
grant it. The sky is clear Northward—the. feel
ing conciliatory. The South enh get almost any
platform she asks unitedly. This Is our vtew of
fact. Where, then, the use of disruption^
Let us look a little further Into the matter,
before we come to a conclusion. It will be re
membered that the Democracy of Bibb held a
meeting two or three weeks since, at which re
solutions were passed, by a decided malorlty,
-endorsing the courso of tlio seceders, and ap
pointing Richmond delegates to Milledgcvlllo.
Tills \vas the legitimate voice of Bibb county.
The Dally Telegraphy of last Saturday, now be
fore us, front which we have copied the abovo
paragraph, contains a call for a meeting, to be
held that day, of “the Democrats of Bibb county
who aro In favor of sending delegates to the Na
tional Convention of tlio Demoemlle party,
which will re-assemblo at Baltimore on the 18th
of June, without, reference to any other Conven
tion.” A few Squatter Sovereign Democrats in
Ciws and Fulton counties have met together,
and, In opposition to the expressed will of the
majority In those counties, have already ap
pointed -Baltimore delegate* lo Mllledgevillo.
The editor of the Augusta Const!tutional 1st y a del
egate to Mllledgevillo from Richmond county,
In his paper of yesterday (Sunday) morning,
says:
We think there are two separate organizations,
with separate ami distinct principles. The
course which we desired the Executive Commit
tee to adopt, was to either call a convention to
fill the vacancies at Baltimore, or to relhse to dq
so. Our first request, lor a convention was for
that purpose only, and we have kept the Charles
ton resolution standing in our columns, unde*,
the executive call, that we might not be misun
derstood.
The Telegraph famishes Its readers, In advance,
with the preamble to the resolutions to be offered
at the meet ing In Macon, which we copy below:
Wo. most earnestly desire the harmony of thd
Democratic party. By no act of ours has its
unity mid peace been disturbed. By no act of
ours shall Its honor be tarnlshftl, or its integrity
Infringed, or its usefulness impaired, or Its suc
cess jeopardised. We muet. to day with unity,
fraternity, conciliation lu our hearts and coun
cils. Why have wo met? The answer Is ready.
Yancey avows In Alabama with manly boldness,
designs at Richmond fatal to the peace of the.
country and disruptive of the National Demo
cratic party. Mr. Rhett, with yet greater bold
ness, avows those designs aro Intended to “coun
teract the policy of the Democratic party,” and
that the Richmond Convention “Is a sectional
Convention.” The great lending Idea of Demo
cratic polity, as we understand it, Is to keep the
government on its Constitutional track and out
of the hands of the Black Republicans. So be
lieving, we are unwilling to commit. Georgia to
'the schemes of Yancey, Rhett, or their aiders
and abettors. Wc do uot know what the Mil-
ledgovllle Convention will do. It may, in dis
regard of popular sentiment, commit us to an
extreme policy that will produce schisms, dis
cord and mischief. If so. we desire to Join our
political brethren in the State in sendlug a dele
gation to Baltimore to ask for our just rlght.%
and to maintain the. nuity and elllclency ol the
Democratic organization. If on the other hand
the State Convention shall take such action as
will unite, harmonize and stre.ngthop our party,
then will we endorse and abide that action.

Southern men should not go there, except In re

on such terms as are honorable to themselves-

We predict that the dlsunlniiists are destined
to a more humiliating defeat at Baliimore than
they received at Charleston. The unity and lu*

lorveu as the surest means of preserving the
Constitution and the Union.
In other words, If Southern delegates go to
Baltimore and ask for a change of platform, they
are destined to a more humiliating defeat than
they received at Charleston.” Call you that evi

True, they first published the call of the Con
vention for tho 4th of June. But tho popular
demonstrations don’t suit them. Now con-

advocate two Conventions. The Constitutional-

obedient to tlio call, met In Cassvllle on Tues
day last, and appointed seven delegates to repre
sent them lu the bogus Convention. The meet
ing was composed of eight or ten gcntlcmeu,
most, If not all, of whom participated In the
largo and enthusiastic mcctiug held at the same
place on tho 10th ult. Thoy on that occasion
vigorously exerted themselves to’ prevent the ac
tion of tho meeting, but,were voted down over
whelmingly. Every county in the Fifth pistrlct
whleh.hns acted, lias repudiated Douglas and his
heresies by large majorities. A few friends, and
they are rarae am in torts, true to the example
of their leader, aro determined to rule or ruin.

F. Perry, one of tho two delegates to the
Charleston Convention from South. Carolina,
who remained in that body after the rest of Ills
delegation bail seceded, In a communication to
the Columbia South Carolinian, thus speaks of
the local feeling which was brought to hear upon
delegates In that city. He says :
“In the gallcrlos of tho Convention, members
who dared to do their duty conscientiously' on
the floor, were hissed every tluio they rose to ad
dress the Convention or vote ill It. This was
altogether pretty strong outside pressure, pro
ducing a pretty strong excitement."
We attended every sitting of the liite Charles
ton Convention, nnd aro willing to testily on
oath that Mr. 1’eriiv was himself the only mem
ber hissed, at any time, during nny of Its ses
sions. Mr. PEmtv was in tliiTiiildst of his own
constituents, who were the best Jndgcs of
