Adjutant-Geoeral Cooper, of the Confederate
Army, has Usaod general orders for a salute of
eight guns. An additional One hundred guns
will be fired on Capitol Hill this evening.
It Is publicly announced by the clerks In the
Wnr-Depammonl that the service/* of fifty thou
sand troops have been offered to the Confederate
States from Tennessee and Kentucky.

President Paris is preparing to take the field.
Vice President Stephens is here and will ad

When the telegraphic announcement yesterday
that Virginia, glorious Old Virginia, had seceded

cast her lot with her sister States of the South,
the rejoicing among onrcUlaons was scarcely
leas enthusiastic than when on Saturday the
news of tho surrender of 8umter reached tho
city. A salute of eight guns was fired on the
Bay, near the Exchange, from Mr. Wm. Hone's
llttlo Russian cannon. Crowd* ol poople were
gathered in the. street. Joy beamed In every
ouutouaucu, and words of congratulation and
exultation wore on every lip. Hurra for Vir

birth, or who had relatives there, clasped hands

Presidential election, when the State went by a
considerable majority for Breckinridge and
Lane.
James A. Bayard, who this meeting Is said to
hove repudiated, has never failed to carry the
State whenever he determined to do It. More,
Delaware has now u Governor who will nn
comply with the requisition of Lincoln.

Sir—As you huve copied from u Northern
paper a description of a sword voted to Mqjor
Robert Anderson, I beg that you will do that
gentleman the fhvor of copying n statement
which appeared In u Charleston paper concern
ing his resignation.
It is there Hinted (ns 1 have also heard from
other sources,) that Capt. Foster, the second in
nminnnd in Fort Sumter, Imd told a gentleman
of Charleston that Mi\)or Anderson had twice
nt in his resignation, once to Mr. Buchanan
and once to Mr. Lincolu ; and that uo notice
had been taken of tho communications. Capt.
Foster is the only person to whom Major Audcr-
son would probably have mentioned tho fact
nud with hlut It would have been necessary, In
order to prepare him to take command of the
Fort. Thu matter )s a purely porsonal one, and
would not have boen noticed here had it not
(>eeu that your description ol tho sword, which
it Is desired to presunt Major A., might lead
many to suppose Hint lie occupied a very differ
nt position from the one which he really does.

It appears that we wore rather too fast in attri
buting a lack ol courugu to Old Abu's Meet which
rctnuinud outride of Charleston harbor quiet
spectators of tho bombardment of Fort Suiulor.
Their Inaction ou that occasion must bo account
ed for ou some other grouud, for the brilliant
exploit recorded below loaves no doubt of their
valo»' and prowess. We taku tho following ac
count of the victory of the linence and Harriet
Lave, over tho schuoor Shannon, from tho
Charleston Courier of yesterday :

Bowun, of tho schooner G. D. <& R. F. Shannon 1
of Philadelphia, l'roiu Boston, loaded with ice
and consigned to J. M. Duryea, of Charleston,
arrived at this port on Wcdousday, nnd furnlshus
us with the following narrative of tho treatment
ho received ut the bauds of the Captain of tbo
sluup-of-war Pawnee, at uiiubor off our Bar on
last Saturday morning.
At about six o’clock on the morning of Satur
day, Capt. Bowen lull In with the United Status
squadron, and hovu to under tho port quarter of
the Pawnqp. He then drew away and stood for
the Harriet Lnno, which lay about two hundred
yards dlstaut. While approaching the Harriet
Lane hu was fired at by tbo Pawnee, the shot
passing under the Shannon's stern, llu went
under the stern of the Harriet Lauu aud solicited
Information touching the state of things. Uu
was informed by the commander ol what was
going ou lu our liny, uud told Ibul the llucl had
established a blockade.
He thuu Stood ont to the South nnd F.itst, nud
while heading on thlH course received another
shot from tbo Pawnee. Keeping ctf, the cap
tain of the Shannon again went under the stern
of the Harriet Lane, hailed her captain and in
quired what the Pawnee meant by firing Into
him. The captain replied hu wanted him to
show his colors, and with all possible despatch
he run up the United Suites ensign. While
running aud preparing to obey this require
ment, sue tired another shot nt ilu* Shannon.—
Another bad followed that in qnlck sucixuulon,
and by that lime, being quite near the Pawnee,
hu asked her captain what be wanted, and he
made auswor. ' that if he did not come to uu-
chor ho would blow hln\ out of tho water."—
While tho captain of the Shannon was making
the necessary arrangements for anchoring, the
Pawnee seat (another ball at him, which passed
between the mainmast ana the leech of tile fore
sail. He then hauled down the Jib and let go
the ouchor.
Soon after the Shannon came to miclior, the
Pawnee sent a boat, containing a lieutenant and
five men, all completely armed. On coming
aboard tho officer ordered him to pay out Blxiy
fathoms of chain aud tlo his sails up. Captain
Bowen and his crew were then transferred to
the Pawnee.
Capt. Bowen inquired of the Pawnee why he
had tired into him. He replied that ho should
have heaved to at the first shot.
Tho Caplalu also /luted that hu had supposed
the Shauuou was a Charleston vessel loaded with
munitions of war.

cotiducl of the Pawnee :
The officers of that vessel took the Shannon
for the hohoouer VL Waterman, of this port.—
They sorntiuUcd her papers very closely, and
ms4c threats of what they would do had she
been that vessel. Their courage certainly did
not display itself when they had a lining oppor
tunity.
