rials.—Speaking on the subject, of Lincoln's
proclamation about Fremont, the Herald nay*.:
General Fremont ought to have aided tIn-
President* In Missouri, lustuad of that, he be
came a source of weakness and embarrassment
to him. When he entered upon his duties in
that State the rebels had been swept out as clinlf
before the wind. But now more than halt tIn
state has been reconquered by the Confederate
arms. Disaster after disaster Ims befallen- our
arms there. The death of Lyon, and the retreat
from Springfield, caused from want of those re
inforcements which Gen. Fremont ought to have
sent, are now followed up by the still more dis
astrous capture of LexingLou from the same
cause, including the loss of 5,500 of the best
troops, who were sacrificed by neglect, the gain
of all their small arms, artillery, ammunition
and equipage, together witli three thou.-and
horses to the cause of the rebels, to w ay nothing
of the moral effect of such a misfortune.
It is very evident that there must have been
terrible mismanagement at St. Louis ; otherwise
the brave Mulligan and his devoted little hand
would not have been thus left to their fate.

A correspondent of the N. O. Picayune, wrltlug
from LeeBburg, Vu., says:
1 regrot that our Gen. Evans and the Yankee
Gen. Sloan have agreed to atop picket, tiring.—
Since the agreement there has begun a little r.o-
cial intercourse botween tlm pickets. A few
days past one of our soldiers accepted tin* invi
tation of the Yankees to come across to their
side and dine with them. I had rather trust a
C’araanche; but he went over, and, nlln* spend
ing an hour or so, returned. The Yankees, he
said, were dreadfully afraid of an attack from
ns; mated they would not oorno over to altnek
ufl. They were especially anxious to get tobac
co, and as our trooper happened to have two
plugs, he unnuttled their patriotism by saying
that onr troops had two plugs Issued to them
every week. On yesterday four Yankees swam
over to our side ; threo run when halted by our
„pickets, and were fired at; the other was
- brought into our camp after clothes had been
obtained for him.

Brown (Tcxur) Flag states that the Mexican
Congress, or the Secretary of Marine, has grant
ed permission to foreign vesstds to enter the
Hio Gr tr.de river and discharge their cargoes tit
MatamoraA. This eoucosHlon Is said to have
been erteuded on account of the blnekade of
the Southern ports, and, if actually made, may
be of considerable service to the inhabitants of
Texas.
