By* The Generals, says the Charleston Con-
rier t who lived before the .poets, have died tin
noted and unsung, according to our versatile
friend Horace. TheGouerala who lived before
editors are rather to be envied than pitied, ns‘we
have no doubt in the opinion of all Generals
now in the Hold. In his characteristic V Frag
msnt on .Fame,” Bacon states several instances
which may give a hiul capable of modern and
contemporaneous application:
“Mncisxiua undid Vltollius by n tamo thut fie
’ scattered thut Vitelline bad in purpose to move the
legions of 8yria into Germany, and the legions ol
Germany into Syria, whereupon the legion** of Syria
were Infinitely influenced.
” JuUne Cicaar tookPompoy unprovided, and laUl
asleep Ids Industry and preparation, iiv a fume that hi*
cunningly gave out that •'•how Osar’s own soldier-
loved mm not.”
Wo might, continues the Courier, extend the
quotation, but we refer the reader to the pica-
sura of reading the fragment in full, and to a
calnx consideration and appreciation of the fact
' that if editors had flourished iti the days ol Mm
clanus or Julios Caesar, these commander*
would have ‘‘taken nothing by their motions.”
Our cotfunporary will find an illustration of
bis idea nearer homo iu the circumstance winch
called forth the letter of Gen. IljENttv R. Jack
son, which vre publish this morning; aud we
think we risk nothing In venturing the assertion
that the General heartily concurs with him ii
the opinion that "Generaifs who lived befor
editors are rather to be envied than pitied.”
W« invite thfe attention of our coteiupo^iritf!-
assistance to their'"far-off homo. It Is said that
arrangements have been made lor transportation
of 4,d00 e«inlptnwf»is and about 8,W0 musketR to

“ Secession is now rin accomplished factfor
the Fcdeiul Government can uo more exercise
authority in the seceding Slates than It.jmw mwi
to regulate' the Government of Canada or this
country. Iu support of u Union, wnieb does not
survive, it not only wages Mostly and unsuc
cessful war, but it destroy# every vestige of that
freedom which once was the pride and the boost
of the Anglo-Saxon race in America.
It is : aid thut the Confederate Stales have an
nounced their uitentiott lo prohibit the exporta
tion of cotton so long ns foreign powers admit
the validity of the Fedenvl blockade. They hope
by Ibis threat to coerce England and France into
the recognition of their nnliouul independence
and sovereignty Questions of blockade can
only be determined by the law and practice of
nations. No case calling for decision has .yet
arisen, but when it doe* arise, little doubt can be.
entertained that every tribunal, except, perhaps,
in America, would determine ilie question nc
circling to the. treaty of Paris, The recognition
ol tie facto Independence, as in the case of Span
ish American provinces, Greece, and Belgium,
rests upon an entirely different hauls, and when
the proper occasion mines, we, have as Ilf tie
doubt lint It will be met and decided In strict
conformity with the modern public law of Eu
rope. But the Southern Suites have, recently
announced ilmi, with the exception of the article,
relating to privateers, they will, with regard to
neutral goods, contraband of war, and the
validity of the blockade, scrupulously adhere to
(ho declaration of the Congress of Paris.
We regret that the Southern States should,
from a mistaken view of interest, adhere to ibis
barbarous relic of the middle ages, (privateer
ing.) * * :t But whilst we see the South, In
regard to at least three great principles of inara
lime warfare, acting in concert with the powers
of Europe, we see thut a reign of terror has been
inaugurated in the North. Not only is the press
silenced, but a system of espionage has been es
tablished which has sea t the Mayor of Washing
ton to Fori Lafayette, aud linn actually subjected
women to ita savage and arbitrary rule. The
passport system in ita most odious form has
been inaugurated Iu the North. * * * If wc
desired to sum up for the benefit of Mr. Bright
and Ills supporters t he practical result of Aineri
can democracy, that result would be irrosnouM-
hie military tyranny, tlu* suspension of the hahrns
cor/m* act, the stilling of tho press, and the
wholesale introduction of it system of passports
and spies. In fact, more, outrages have been
perpetrated upon individual liberty in the North
ern Stales than even King Bomba attempted to
commit at Naples. The proclamation of martial
law at Now Yoik is not only un evidence of na
tional rottenness aud decay, but shows how, in
a moment of disaster and dismay, a subservient
and excited population may surrender all the.
freedom and liberty for which limy have con
tended during nearly a century.
