cred claim, and the last to bo disregarded.
We dartre to bring directly to the aitontton of our
City readers the wants and languishing condition of
the orphan Institution at Bethesda. Its revenues
have, in a geeqt measure, failed undor the embarrass
ments of th<. times, and it is necessary that all Hh
friend* should oome promptly to Its support.
The members of the Union Society, who have not
yet paid their annual contribntlon, arc earnestly re
quested to do so without delay. Members should
hoar in n&lmi that tho services of tho officers are gra
tuitously given, and ondoavor, at least, not. to require
repeated calls upon them.
The present times are just such as oroatc the nccs-
•lty fur institutions of this character, and applies

and will continue to increase. Let us not, therefore,
allow this noble old Society to languish, but rather
lot It he invigorated and strengthened. Many of our

"ambiguous language" of the writer, and that
we have no right to suppose that when he speaks

to the recent change of the position of our army
from Munsou’s Hill, &c., to Fairfax. We

Whereas, at a recent meeting of tho planters 1
Chatham county, convened at the request pf the Briga
dier General commanding this Division, for thu pur
pose of adopting such me isure* as would secure, at
the oarllest moment, the labor requisite for the erec
tion of earth works and suitable fortifications In the
immediate vicinity of HavnmiAh, fur the full defence
of tho city against any land attack from tho enemv,
the following resolutions were unanimously adopted:
Resolved, That Gen, L&Wton be requested to make
a call on the Board of commissioner* of Public Roads,
to make a requisition upon planters and all other
persons ownliur negroes, liable to road duty, for one
third of said force, to nppcarata*tated time and place
for the purpose of making luiruncbmeut# around thu
city of Savannah.
Renolved, That tho Mayor of the city be requested
to cail upon the free perrons of color In such numbers
ns he may think proper to nssirt in the work on the
fortifications to he erected near »he city.
Resolved, That the Mayor be also requested to call
upon all citizens owning sluves in the city of Havan-
nah to fhrtiish a proportion of suid slaves for said
work.
Resolved, That a record ot the names of persons
sending bunds, tho number or bands sent, with a state
ment of the work dono by them, no made and kept
for future reference.
And, whereas, all the uecessury arrangements have
becu perfected on thu port of thu officers of the Gen
eral Government for the location of the anld fortifica
tions, and the proper Hheltqr, euppe? and conduct of
laborers to be employed in the erection of the same;
aud, whereas, It is of tho utmost importuned tnat
these defences hi completed nt the earliest moment,
aud with that view, that a lurge force be at once en
gaged in their coustructiou.

thereof, do issue this my proclamation, calling upon
