Circulating Library.
THE fubferiber proposes opening A CIRCULAR ING
LIBRARY on the following terms, viz. 1
m 1. No person to take a book on loan without depositing
the value of it, and if it belongs to a set the value of tlie
whole lfuift be depolited.
2. The price per week is 10 cents for each duodecimo
volume, and 18 3-4 cents for each octavo volume. Pamph
lets, plays, &c. in proportion to their value.
3. Any person retaining a book longer than seven
days must pay for two weeks, and so on.
4. Any book written upon, tom, or otherwise materi
ally abused, must be paid for, or compensation made to
the fatisfacTion of the loaner.
_ An additional variety of books is momently expected
from New York and Boston; and, ftiould lufEcient en
couragement be given, repeated additions will be made of
such books as may be deemed worthy perusal. Every new
work of merit will be fought for with avidity; and nothing
shall be wanting on the part of the fubferiber to render the
institution worth the attention of the lovers of literature*
The titles of a great part of the books compoling the
library may be found in my lite advertisements in the Co
lumbian Museum, and a catalogue of the whole is kept at

THE Prince Saxe Cobourg, so renowned before the
prefeiit war for his victories, and so cliftinguilbed in
the existing war for successes followed by the moft disastrous
reverses, died at Coburg on the 18th of September. H c
was in his 68th year.

November 10. It is said that the Directory demands
of the American PHkpoteritiaries, ift, whether their’in*
ft ructions allow them to give latisfaclioii for the outrage
offered to the French Government in the speech the Prelident
made on the 16th of May last at the.opening of Congress ;
and 2:ily, whether they are authorized to reestablish the
relpeiftive pbfitionsln whictl the states flood in 1778, and
to annul in the posterior treaties all the clauses injurious
to the interests of the French Republic.
London, November 2. Ytfterday we received two
mails from Hamburgh, but their contents 1 icing previous
to the signing of the definitive treaty of peace are conse
quently not very intereftmg; we have howo . er feledled the
moft material; and we mud notice one, which affirms that
England had made k ge offers to the Inijjerial Court to
ind ueeft not to conclude a leparate peace with France, and
even that large fans oj money were ready to be lent to
Vienna if the Emperor would continue the war in conjunc
tion with England.
Tie Milan papers repeat the report that an Englifli
Iquadron of 10 flips of the line are expected at Naples, to
join a squadron fitting in that port, for the purpose of driv
ing the French out of tlie Adriatic.
The French are raising a number of Venetian seamen to
man their licet in the Adriatic; it is to ccniift of 26 ftiips
of the line.
The King of Niplerlm forbTddcn the admittance of
any of the inhabitants of the Cifalpine Republic into his
eftat. s.
Frcm Ratilbon we learn that the Ecclesiastic Electorates
have presented a very long memorial, complaining of the
extent of the revolutionizing plan adopted by the French
on the German fide of the Rhine, and praying his Imperial
Majesty ’s interference with the Directory to restore the
Jlatu quo in all the countries between the Maefe, the Mo=~
folk, and the Rhine, and the preservation of tlie integrity
.of the German Empire.’

animoully to present the sum of 200 guineas towards the
benevolent purpose so nobly originated by the gentlemen
of Lloyd’s Cofleeiioufe for tire relief of the widows and
children of the hte gallant seamen in Lord Duncan’s fleet#
Gapt. Williamson, of the Agincourt, of 64 guns, is
suspended from the command of that (hip, until the result
of the Court Martial about to be held upon him flialh be de
clared. In the mean time Gap'c. John Lawfori is appointed
to the command.

been ratified; it is however purely defonfive.
Ihe Captain of the Hercules died on Saturday of bis
wounds, and was buried on Monday with great funeral
pomp, attended by the Dutch and Englifli officers both naval
and military, with the Oxford band, and a company of
that militia, who sued three vollies
over his grave.
November 8. Earl Spencer gave a grand entertainment
Taf! night, at his houle in the Admiralty , to Lord Duncan,
Admiral Onflow, Capt. Fairfax, the Dutch Admirals De
Winter and Reintjes, and the Lords Commissioners of the
Admiralty.
Yesterday Lieut. Phillips, who fought so valiantly in the
Ardent, was promoted by the Lords of the Admiralty to
the rank of Poll Captain in the navy, and to the command
of his Majesty’s y-acht the Mary r . That officer took tlie
oaths accordingly on Ins appointment.
Late on FriUy night an affray took place on tlie Com
mon Hard, l%rtfmouth, between Lieut. Morris of the
Saldanha, with Mr. Partlett, Purser of the laid (hip, and
John Taylor and another person belong ng to the (Quebec,
m which Taylor was-stabbed in the-heart by Mr. Morris,
?nd expired in a few minutes. Mr. Barney, tlie Coroner,
with a Jury, on Saturday fat on the body of the deceased,
and after upwards oF 7 hours investigation brought in a
verdict of Manjiaughter against Moms.
An Iriih gentleman who had assaulted the waiter at a
tavern was lerved with the copy of a writ, in which the
Sheriff, as ulual, was commanded to take A. B. and John
Doe, if they were found in his bailiwick. Upon talking
over the business with the Plaintiff's Attorney the young
Hibernian candidly acknowledged “ that the fellow had
been-very impertinent,.and it was true he had given him a
big beating adding at tlie fame time, with the moft per
fecl f .iplicity, “ but as to this Mr. Doe , by J —s he
knows nothing of tire mattpr, for he was not there at all,
at all.”
