the- Mayor and Aldermen of die laid city of Savannah, moll
publicly and solemnly protest, as well against the said Wil
iam No-. -.r.ent, Tax Ccilector as aforefaid, as against the
Aid ‘ Union and proceedings of the late Legislature, and
ne order of tlie Executive Department thereupon issued,

WAR OFFICEof the UN ITtD STATES,
( January the ill, 1798.
WHEREAS frauds have been praftifod in obtaining
warrants for Bounty Lunds, due to tlie Officers
an 1 Soldiers ot tlie late Continental Army, by the produc
tion of forged instruments, to check in future such inipofi
tions, it has been tliought advisable that all persons having
claims for Bounty Lands, whether in their own right, as
legal representative, or by virtue of any instrument or deed
of transfer, be required to forward their refpoftive claims
to the War Office, on or before the firft day of January,
1 7519i in order that such claims may be duly examined,
adjusted, and determined upon. ±
1 o fubfhntiate such claim a ftrift observance of the rules
heretofore ilfucd from the War Office will be indlfpenfable;
and, in addition to what is required by the said rules, the
certificate of the acknowledgment of a deed or power of
attorney mull also set forth the place of residence and oc
cupation of the claimant or perlbn making such acknow
ledgment; and, when the proof of perlbnal knowledge is
by a witnefs.or witnesses, their place or places of residence
must beset forth in li e manner.

A CONCURRED resolution of the 2d instant being
presented and read, as follows:
In the HOUSE or REPRESENTATIVES.
Friday , the 2 d February , 1798.
The House proceeded to take under consideration the
resolution moved by Mr. Wapkins, of the 31st ultimo,
pointing out 1 the method of filling vacancies that may hap
pen in the ensuing (Convention, and tlie fame being read is
as follows:
Whereas a just and equal Representation is inseparable
from the idea of a free gbyernment, and the rights and
happiness of no people can be feture without a due apporti
onment of such Representation: And whereas no provision
has been made whereby such just and equal Representation
can be accurately made, afeertained, or apportioned: iior
remedy whereof, Be it refolded, That it lhall be the duty
of the Captains or Commanding Officers of Militia through
out the state to make out fair and accurate lifts of all free
white persons, as well young as old, residing within the
limits of their refpeftive company diftrifts, and they are
hereby required to return the fame, duly certified under
their hands, to the Clerics of the Superior Courts of the
several counties, on or before the firft Monday in April
next; ami it shall be the duty df *he said Clerks to trans
mit, by the hands of the Members of the Convention, all
such retufns, under seal, to the President of°the Conven
tion, for the information of that Body.
And whereas no mode has hitherto been pointed out for
filling up such vacancies- as may happen by the death, resig
nation, or otherwise, of tlie Members returned to represent
the state in Convention, Beit refolded. That his Excel
lency the Governor be fully, authorized and empowered,
and he is lierebv required, to iflue writs of eleftion for filling
no such vacancies; pfovided that no eleftion fliall be held
in any county without ten days previous notice thereof
having been set up in writing at three or more of the moll
public places in the county; and all such eleftions fhall’ be
held and condufted, and the returns made, in like manner
and form as is preferibed bj law for the eleftion of Memb
ers of the legislature.
And on the question to agree to the fame it pafled ill
the affirmative. Ayes 24* Noes 19.
Ordered , That the Clerk do carry the fame to the Se
nate, and request their concurrence thereto.

ment, by the 25th day of March next, otherwise executi
ons will iflue agreeably to law. Sheriffs, who have o
rnitted to return their executions, and Clerks of the Courts,
who have not made returns and fottlement, are notified to
do the fame, on or before that Say, or the law will be
enforced against them. Receivers of Tax Returns, who
have not sent forward their returns, are desired to depofite
them in the Treasury immediately.
Persons fending packets or fetters to the Trea&rer by
poll are requested to p*y the postage, otherwise the letters
will go on to the General Poftoffice.
