WHEREAS frauds have beef praftifed in obtaining warrants for Bounty Lards, due to the Officers and Soldiers of the late Continental! Army, by the produc tion-of forged instruments, to check in future such impoli tions, it has been thought advisable tliat all persons having claims for Bounty Lands, whether in their own right, as legal representative, or by virtue of iny instrument or deed of transfer, be required to forward their rtfpc drive claims to the War Office, on or before the firft day of January, 1799, in order that such claims ina| be duly examined, adjlifted, and determined Upon. CONCURRED resolution cf the 2d instant being jL_L presented and read, as follows’: In the HOUSE of REPRESENTATIVES* Friday, the 2d February , 1798. The House proceeded to take under confiJeration the resolution moved by Mr. Watkins, of the 3iftulimo, pointing out the method of filling vacancies that may hap pen in the ensuing Convention, and the fame being read is as follows: Whereas a just and equal Representation is inseparable from the idea of a free government, and the rights and happiness of no people can be fecitre without a due apporti onment of such Representation: And whereas no provision has been made whereby such just and equal Representation can be accurately made, afeertained, or apportioned: For remedy whereof, Be it rcfolvcd, That it /hall be the duty of the Captains or Commanding Officers of Militia through out the flute to make nut fair and accurate lifts of all free white persons, as well young as old, rfcfidiag within the limits of their refpettive company diftridls, and they are hereby required to return the fame, dpiy certified under their hands, to the Clerks of the Superior Courts of tlie several counties, on or before the;firft Monday in April next; and it (hall be the duty of ihe said Clerks to trans mit, by the hands of the Member/ of tlie Convention, all such returns, under leal, to the Irefident of the Conven tion, for the information of that Body, And whereas no mode lias hithdrto been pointed out for filling vp such vacancies as may hajipen by the death, refig natii'n, or otherwise, of the Memoirs returned to represent the state in Convention, Be zt rfolvM, That his Excel lency the Governor be fully authorized and empowered, and he is hereby required, to issue writsrf election for filling up such vacancies; provided that no ejection fliall be held in any county without ten days pr-ivious notice thereof having been set up in writing at threejor more of the moft public places in the county ; and all fith eieftions Riali be held and conducted, and the returns niade, in like manner and form as is preferibed by law for the election of Memb ers of the Legislature.
