as the plan which the enemy have adopted for the purpose

January n. From Raftadt we learn that tlie King of
ftulfia had communicated to the Northern Circle of the
Empire an assurance which lie had received from the French
that they would attempt no expedition against the northern
part of Germany. The French Envoys had likewise re
peated to the Deputies of several states of the Empire tliat
thev would undertake no expedition against Hanover.
The Countess of Litchiitanx is detained at Potsdam
with all her- suite. Tiiey have found in the house oi tliis

January 13. Tliere is to be a grand faft throughout
Great Britain next month, to implore the Divine protedion
and success on his Majesty’s arms.
Mr. Pitt expeds to raise by his new and efficient system
of taxes 8 or 9 millions sterling.

miralty also received dispatches from Lord St. Vincent,
date.t 29th Hpembtr; this Admiral'has ordered a cruise,
to intercept convoy coming from South America.
Letters received yesterday from Plymouth affine, that
Lord St. Vincent had declared to the Court of Portugal,
that in case of a refufal of provilionfhnd water for the Eng
lilh fleet he would lay Lisbon in allies#
It is confirmed that two of the fleets destined for the East
Indies have been taken by the French.
The three per cent, confols are this day at 47 1-4 a
7-8. ;
Lord Bridport has arrived liere from Bath; he has had
a long conference with Lofd Spencer, Sir Alan Gardner,
and Sir Edward Nagh, on the means of defence to oppose
to the hostile deffgns of the French. Lord Bridport will
depart in a few days for Plymouth, to resume his cruise in
the channel. -
The Irresistible, of 74 guns, from Lilbon, entered Portf
moutli harbor yesterday with a convoy of 15 veilels. She
brings accounts of Admiral Jervis having left the Tagus
with the whole of hi., fleet, (except the Ville de Paris,
which remains at Lilbon) in hopes of meeting and fighting
the Spaniih fleet, which it was laid had left Cadiz to cruise
for a Targe convoy coining from South America, two vcffefs
of which had already arrived at Cadiz, having elcaped tlie
vigilance of the English.
The Royal woik ftiops of Woolwich Warren are in the
greatest activity ; never fjnee the commencement of the war
were there so many workmen afl’embied; they are occupied
constantly in calling canuon and mortal's, and putting the
old ones in a state fit for service.
Government has publiihed a proclamation, which forbids
workmen and artists of all ranks to quit England# This
mcafure appears to have been provoked by. an address of
7000 coachirtakers, in which they declare, that if tlie new
taxes are levied they will be forced to expatriate thcmfelves,
andfearch m other countries for eftablilhments.
A Register is preparing at the Bank, for tlie opening a
fubfci iption, to be applied in defence of the country against
the invasion of the French# The King will i'ubfcribe
200,0001. sterling, (4,800,000 livres.) Every rich pro
prietor is invited to follow his example.
The Minister of war lias ordered all the officers on fur
lough, belonging to the infantry and cavalry, whole regi
unents are in Ireland, or the llles of Jersey and Guernsey,
to rejoin their corps immediately; the fame order is given
to all the yiilitia officers. ‘
The effective force of Great Britain and Ireland iscom
pofixt of 347,450 men, not reckoning -M-7companies of
artillery, 74 companies of invalids, and 90,000 piilitia of
Ireland. Nevertheless it is but right to add, that more
than 3->ths of this number are formed of tlie fupplqmentary
militia of England and Scotland, and the regiments called
Fencibles, which are a kind of troops liunewhat more re-,
gular than militia, but not much better trained.
A cordon of gun boats is Rationed round our coasts, and
all our lea ports receive daily convoys of artillery and am
munition. Orders are lent to Portihiouth to luve a squadron
ready to fail on the firft lignal#

Baltimore, March 15. Yesterday arrived the fliip The
resa, Capt. Boyle, 36 days from Bourdeaux.
Capt. Boyle left Bourdeaux the qd of February, and
brings Paris papers to the 20th January, and from Bour
deaux to January 27th. He fays that two of the American
Commiffioilers, MeffVs. Pinckney and Gerry, would leave
Paris, one of whom would take passage in the Pomona of
Alexandria; which would fail in two weeks. Mr. Marlhall
was to remain until circumfhnces ordered otherwise. The
decree refpecling neutral vessels with Britilh manufactures
on board had been ratified a few days previous to Capt.
Boyle’s failing. No military operation of importance had
taken place, but the greatest exertions continued to be made
for the invasion of England.

Several attempts were made on Tuesday night to set fire
to the city in different parts.
The brig Paddy, O’DrifcoU, failed with the South Ca
rolina ; they were parted in a gale of wind in the channel,
and it was thought that the Paddy had put back into Eng
land.
The America has brought dispatches for the Federal Go
vernment.
March 30. Letters from Gen. Pinckney were received
by the America, of the dates of 25th and 29th of January.
In one of the 25th, to a gentleman in this city, he fays,
that, 44 there is not the leaf! hope of an accommodation
with this Government; we apply in vain to be heard; we
lhall therefore very flioi'tly depart. We are ready to more
in 48 hours, if ordered; if not, probably in a few days af
terward?, if the fame indignant conduct is observed towards
us.” A letter of the 29th holds the fame language, and
adv’ries the Americans to be ware of eciiffaries, to attend w
the guarding their coasts, and freaks of a war with France
as an event very, very probable.
