Paris, February 23. Dispatches from Liibon are . said to have arrived, in which tl<e Portuguele Court, after making feme complaints against the arreftation of its Ambassador, d’Aranjo, requefls a passport for anew Envoy. Tlie laid Court seems to believe', or at least means to aflume the ap pearance, that tlie war between Portugal and France *is terminated; but of this there are contrary opinions here. D’Aranjo is fell in the Temple, and there appears no dis position to set him at liberty without further inquiry. • Our journals all'o pcrlift to assure that not the best un demanding between France and Spain prevails. The celebrated Dupont de Nemours, the father of the recalled Gmful at Philadelphia, an old man of 70 years, is determined to go to America. % There is here a club the members whereof employ all possible means to be chosen as Representatives at the ensu ing elections. But it is highly probable that tlie Govern ment will soon put a flop to the meeting of this club. Gen. Before the entrance of the French troops into Rome the archives of the Inquifitkm and other public documents were lent into tlie Neapolitan dominions. At kill, fay our papers, after a state of nearly 2000 years slavery, the standard of liberty is again raised on the Capitol. Greater and happier than Brennus, Gen. Berthier entered the ancient metropolis of the world, and the people were struck with dumbness when tlie French said to tlie conquered, be free. Yesterday afternoon a courier arrived at the office of the Minister of Foreign Relations, who, having beew di (patched by Bet%hier, made the tour from Rome to Paris in eight days. He brought the news, that a few days after the entry of the French, on 27th Pluviofe, (February 15) the Roman people affembfed on the Campo Vachino, or Champ de Mars, and formally abolished the former government. From thence they went, in conjunction with the French, Gen. Berthier at the head, to tlie Capitol, where the Republic, under the protection of the Great Nation, was proclaimed. A pro visional government manages the public affairs until the Representatives of the new nation are convened to form a* new confcitution. The Papal eftablifiiments are entirely overthrown, and the Holy Father is in the hands and un der the charge of the French. The tricolored flag now floats on the Capitol. The message lent by the Directory on the 19th Febru ary to the two Legiilative Councils is the following: “ Citizens Repreft ntatives, “ The Theocratic Government of Rome, ungrateful to the French Republic, which deigned to {pare it after the affaffmation of Bafleville, had quite forgotten the favors conferred on it by the treaty of Tolentino. This Govern ment, ever untaitliful to the law of nations, had insulted themajeftv of the Great Nation in the person of our Ara baiTador, whole palace it violated on the Bth Nivofe, and before whose eyes it caused to be assassinated the French General Duplux—this brave officer, who had heretofore escaped all the danger of the war, but who could not lave his life in such a bale and perfidious attack. “ For feme time past the Papal Government had secretly recommenced ics hostilities, and made warlike preparations against tiie r reach Republic; it engaged in its ftirvice fo reign Generals; it corresponded clandestinely with the con spirators who vpre defeated on the 18th Fruaidyr; it op poted to the lays the decrees of its Divines, in order to excite freih difljirbiuices in the midst of France.
