By His Excellency JAMES JACKSON, Governor and Commander in Chief of the Army and Navv.of tins State, and of the Militia thereof* a proclamation, WHEREAS I have received information from the Mayor of the City of Savannah that certain Ne-* grbes or people of color are fttipped off from Port au Prince; in the Weft Indies, for the ports of South Carolina and Georgia, and many of them are Onboard veflelk bound di re&fy to Savamiah: AND WHEREAS jpolicy di&ates that persons of color, nfed to the horrid feenes of mafl&cre which of iate years have been sq barbarously pra&ifed in the Weft Indies, witliout relpedl to age or sex, ftiould be prevented from edniing within the limits of this state, to diffufe their seditious and cruel tenets, and the aft entitled, “ An A<£t to Organize the Militia in the several New Counties of this State,” makes it the duty of the Officers of Militia in the firft Brigade of the firft Division, in fheir refpe&ivd diftridb, to apprehertd any Negro, Muftee, Mu latto freeman or freemen, Have or slaves, who (hall here after arrive in any port of this state frotn the Weft India or Bahama Islands, and to keep fufeh persons in fafe custody until they can be examined before the Corporation of Sa vannah, or any three Justices of.the Peace lor any county in the laid division, who are authorized to cause iuch per sons to be exported at the expehce of the importer or own er, Who are alio made liable for the expence of apprehending them: Taking the fame therefore, ami the fitnation of the prelent state of public affairs, and our local concerns* into my moft serious deliberation, I HAVE THOUGHT FIT to ilfue this my proclamation, hereby charging and requiring all Officers, Civil and Military, to be active ahd vigilant, witliin their refpeftive diftrifts, in preventing and opposing any of the people of color, deferibed by the afore faid law, passed the twenty-second day of February, one thousand feveriliundred and ninety-fix, from landing within any port Or place within- this fluty; and in case of-.fuc.fi that the Militia- of the district where filch landing may be, and those of any other diftriA into which such persons may come, do immediately pursue and apprehend them, and all Os them, in order that they may be exported agreeably to law: And I further charge and require the .different Magistrates of r diftriAs, and Captains of compa nies, to be vigilant and a&ive in having’ tlie Patrol Law fully enforced, without any excuse whatever, as they will anlwef the contrary at their peril: And I call on all clalTes of citizens to come forward with cheerfulnefs and perform those duties which the fitnation of public and domeftlc af fairs requires of them: And I also further charge and require i, all Officers, Civil and Military, to be Vigilant in appre hending and exporting all and every other Negro, Muftee, Mulatto freeman or freemen, Have or slaves, who has or nfty have come witlun the limits of this state, under the defeription aforefaid, since the palling of the afore-menti oned law of the twenty-second of February, one thousand seven hundred and ninety-fix, in any manner or way what ever; and to keep a watchful eye over all and every suspi cious Have or slaves, free Negroes or Mulattoes, although not within the defeription of the said law.
